Dynamic Balance Concept
(founded on insights from Thomas Jefferson’s teachings)

When Self-interest outweighs the equality of society in general
the situation results in the primacy of individualism where the
rights of the individual are greater than that of the society. This
creates opportunities for monopolies to thrive and as well rule by
individuals (dictatorships, monarchies, etc.) 5



In the case where the equality of the society totally outweighs
that of the individual, large government structures are
necessary to maintain order. This situation often results in
inefficiencies, corruption and violations of human rights
(Socialist, Communist, Oligarchic, etc.) 6

In Quantum science, the natural order is for dynamic
balance to be maintained. Adaptation occurs to restate
order when there is imbalance. Systems tend to self adjust
to restate this dynamic balance.

consistency of a goal/purpose.

and assessment based on acceptable standards for

Best practice - Information Operations (IO)
• Goal is when Perception = Reality
• As the world becomes flat it is obvious that truth is the only
driver for forward progress of humanity
– Hiding truth for self-interest only creates imbalance
– Hiding truth for equality of society also creates imbalance
• Deliberate not covert supports better IO
– You can’t get people on the band wagon if they don’t know
why they need to join.
• Known intentions based on truth create a force for stability and
is foundational for all relationships.
– Truth can be misinterpreted and could backfire and drive
fear back into thinking patterns; however
– Strength and force comes from continued presentation of
reality (integrity to follow through) and unification of DIME
supported by the equilibrium concept.

Closing
• This brief is suggesting a central theme or focus for
effects based operations and the use of national power
towards a defined balance between individualism and
society.
• With this focal point, judgment and direction of capability
development of all national power can derive synergism.
• This concept expands IO to a new plateau and opens the
possibility of not only improving MN/Coalition operations
but transforms collaboration to a new synergistic and equal
participation level and supports network development and
other futurist evolutionary, revolutionary and adaptive
concepts.

Dynamic Balance concept fits with Globalization

• Commoditization of products, cultures, knowledge worldwide is
destabilizing to current forms of governments, religious leaders and
status quo thinking but at the same time can help develop economic
global balance.
• Efforts should be expended to assist the growth of globalization (level
playing field) eliminating as much as possible friction points (fears)
caused by lack of resources.
• Human brain power in collaboration should strive towards goals in
unlocking unlimited potential in utilization and development of
resources.

Dynamic Balance concept would open doors to establishing ways
to measure and invest in future opportunities to bridge
globalization with the benefit of limiting expenditure of national
resources on friction points where military only actions apply.

to impact (positive or negative) stability in our national

Binary systems can be modeled
• If we could harness the natural process of pattern
formation, it could revolutionize engineering and
management.
– Patterns of cells in nature self-organizes based on
interactions or two possible types, activating and inhibiting
– These forces are opposites and influence each other until
they come to steady state.
– Computing power is based on binary algebra with 0 & 1 as
its base with only speed being the improvement factor.
– Over sampling is also a binary system that fits with
improvement of performance as known positions strive
towards a stated goal by halving the distance reaching
towards but never obtaining perfection.

New web technology could be an answer?
• Most Web application firewalls follow a positive security
model, which means that they rely on a definition of
acceptable user behavior.
• The firewall blocks user input that fall outside the model (thus
binary in nature)
• Some firewalls use self-learning, behavior-based technologies
• Because firewalls may be onerous to configure, a self-learning
product is particularly useful in Web application
environments subject to frequent changes.
• This technology could be a starting point for developing
“Effects” based on the behavior that demonstrates either self-
interest or equality (the binary formula of our subjects
behavior) .
• We would have to work on the development patterns of these
two behaviors based on actions and words being collected.

Building a model based on historical data
• There are many case studies that have been
generated in recent history about world conflicts and
friction points.
• What has not been done in the past is to identify the
underlying fears that drove the motivation for these
conflicts.
– What are the patterns for conflict when momentum of
fears builds to the point of taking external action?
– Is this different for each person?
– Is there a group consensus that tips the scale to
external action by an individual or a group?
– How can we relate this to terrorist motives being
driven today by religious fanatics
