2. • Road education in Italy is managed by the
Ministry of Sustainable Infrastructure and
Mobility and is carried out by driving schools,
whose tasks are described in art. 123 of the
New Road Code (Legislative Decree 30 April
1992, no. 285).
3. The request to open a driving school
can be made by a person who:
• is twenty-one years old;
• has always had a good conduct;
• is in possession of a second degree education diploma;
• is in possession of a qualification as a theory teacher and
driving instructor with at least two years of experience
gained in the last five years;
• has adequate financial capacity.
The request to open a driving school cannot be submitted by
habitual, professional or trendy offenders and by those who
are subjected to administrative security measures.
4. Driving license categories
• Authorized driving schools prepare candidates for
obtaining the driving license of categories AM, A1, A2,
A, B1, B, BE, C1, C1E, C, CE, D1, D1E, D, DE , special
licenses of categories AM, A1, A2, A, B1, B, C1, C, D1, D
and the related revision exams.
The revision of the driving license is a precautionary
measure that can be adopted when the doubt arises
that the holder of the driving license is no longer in
possession of the physical and psychological
requirements prescribed or of the technical suitability.
5. Special License
• The driving license issued for Disabled drivers is called a
Special License.
• The process to request a special license for the disabled
starts in front of a Local Medical Commission of the
National Health Service. It is necessary to fill in the
appropriate forms, pay the stamps and submit the
documentation of personal and residential data.
• The Special License certifies the ability of the disabled
driver to drive a car modified according to his needs. When
a disabled driver drives a vehicle, he must have that special
driving license. The vehicle must be adapted according to
the motor disability as prescribed by the Medical
Commission.
6. Specialized driving school
• 'Special' or, better, 'specialized' must also be the
driving school that instructs the disabled person
to drive a vehicle.
• The legislation, in fact, provides that, while the
theoretical part can be provided by any driving
school, the practical part - driving training on
vehicles with special equipment, as well as
driving on urban roads, it must be carried out at a
driving school where the presence of vehicles set
up for the disabled is foreseen, therefore
specialized for the purpose.
7. Practical test
• The disabled person could be able to train on a vehicle made
available by the specialized driving school as well as on a vehicle
owned by himself.
• During the practical test carried out on the vehicle configured for
the disabled, the Engineer of the Civil Motorization who attends
the test, in order to evaluate the definitive suitability of the future
newly licensed, will have the task of verifying the adoption of the
equipment present on the vehicle and possibly request the addition
of others. In this second case, the vehicle will have to be configured
again with the required modifications.
• The test ends with the evaluation of all the requisites required by
the Road Code and related to driving suitability in general: it is
about dexterity, respect for signs, parking , priority, speed limits,
rescue, road safety and other.
8. Parking areas reserved for disabled
drivers
• The municipalities ensure special reserved areas,
appropriately marked, for the circulation and parking of
vehicles of disabled people or their service. To use these
areas, the parked vehicle must display the appropriate
badge issued by the municipality of residence on the
