Supervisor/Manager: James Malmo, Assistant Manager for Waste Disposition, telephone (208) 526-2152. • Currently serve as the Operations Activity Manger for the RH-TRU Program, a Technical Advisor for ARP IX construction project, and as the Federal Employee Occupational Safety and Health (FEOSH) Committee Chairman. • Provide leadership and coordination of the various planning, engineering, and regulatory activities and oversight of retrieval, treatment, and eventual disposal of solid waste and remediation of hazardous substance releases in the environment. • Regularly review programmatic and technical work scope prepared by the contractor ensuring applicable DOE, regulatory and other requirements are incorporated into project execution and life-cycle planning documents, ensuring that contract deliverables are produced on schedule and at a reasonable cost as outlined in the contract terms and conditions. • Provide management of projects and operations from design, construction, and initial start-up through operation, shut-down and final deactivation and decontamination and perform coordinated oversight through all of these phases for solid waste disposal and TRU waste programs. • Provide technical support to the DOE-ID Contracting Officer as part of the federal oversight of the contractor(s). • Provide professional scientific advice and assistance to DOE-ID management as well as DOE-Headquarters (HQ) staff by preparing and delivering oral and written presentations to DOE-ID and DOE-HQ management, state regulators, the Citizens Advisory Board, and other stakeholders on project and program activities. • Present key issues that are controversial and/or require defense of recommendations to senior DOE-ID and DOE-HQ management and/or key stakeholders after counseling with subject matter experts. • Ensure that specific program and project goals and objectives as well as proposed budgets and schedules are consistent with DOE-ID and DOE-HQ strategy, and recommend approval or disapproval of proposed contractor actions including
- 2. compliance with approvedbudgets, schedules, and standards of quality. • Track contractor performance to ensure that long term DOE-ID and DOE-HQ goals and regulatory requirements can be met and promptly identify issues that may impact those goals or requirements is another of my duties. • Initiation of, and participation in, multiple Integrated Project Teams that involved various subject matter experts from a variety of backgrounds and successfully utilized the time and talents of these involved to safely and effectively complete the work tasks assigned. • Responsibility to manage project budgets ranging from $15M to $127M, with current projects’ annual budgets of $45M. • Management of projects with as few as 22 and as many as 400 staff performing various duties in performance of the work scope. • Directly involved in the development, review, and award of the $1.4B Idaho Clean-up Project Core Master Acquisition Plan, Request for Proposal, and Contract as a member of the SEB.
