Severe or repeated use of:
a.written, verbal or electronic expression, or
any combination thereof

13. Other Forms of Bullying
• Cyber-bullying – any bullying done through the use of
technology or any electronic means, resulting to
harassment, intimidation or humiliation.
• Social Bullying – deliberate, repetitive and aggressive social
behavior intended to hurt others or to belittle another
• Gender-based bullying – any act that humiliates or excludes
a person on the basis of perceived or actual sexual
orientation and gender identity

15. All public and private schools shall adopt policies to address the
existence of bullying. The policies shall be regularly updated, and
at a minimum shall include provisions on prohibited acts,
prevention and intervention programs, mechanisms and
procedures.

16. The Child Protection Committee (CPC) shall perform the following
tasks:
a. Conduct awareness-raising programs in preventing and
addressing bullying;
b. Ensure anti-bullying policies are implemented
c. Monitor all reported cases or incidents related to bullying
d. Make the necessary referrals to appropriate agencies and/or offices

20. Adoption of Bullying Intervention
Program
Schools shall adopt intervention programs to promote continuity of
comprehensive anti-bullying policies, and may include:
a. Activities that will address acts of bullying
b. Emphasize formative and corrective measures rather than
punishment
c. Help victim, the bully and the bystanders understand the
bullying incident and its negative consequences
d. Provide opportunities to practice pro-social behavior

22. PROCEDURES
A. Immediate Responses:
• The bullying incident must be brought immediately to the attention of any school
personnel (SP)
• The notified SP shall intervene by:
a. Stopping the bullying or retaliation
b. Separate the students involved
c. Remove the victim or the bully from the site
d. Ensuring the victim’s safety (safety and medical needs)
e. Bring the bully to the Guidance Office or designated school
personnel
• Complaints of bullying shall be within the exclusive jurisdiction of the
Department or private school and shall not be brought for amicable settlement
before the Barangay.

C. Fact-Finding and Documentation
• Conduct a separate interview of the bully or offending student and
the victim
• Determine the level of threats and develop intervention strategies. [If
the level of threat is high appropriate action shall be taken by the
school within twenty-four hours (24) from the time of incident.]
• Inform the parents of the students concerned of the steps to
prevent any further acts of bullying
• Make appropriate recommendations to the CPC on proper
intervention, referrals, and monitoring
26. INTERVENTION AND REFERRAL

D. Intervention
CPC shall determine the appropriate intervention programs for the
victim, bully and bystanders. The School Head (SH)shall ensure that
these are provided.
E. Referral
The SH or the CPC may refer the victim and bully to trained
professionals outside the school (i.e. guidance counselors, psychologists,
or specialists) for further assessment and intervention measures.
The SH or CPC shall notify the Women and Children’s Protection
Desk (WCPD) of the PNP, for possible filing of criminal charges against
the bully or offending student.

28. DISCIPLINARY MEASURES

All public and private schools shall include in the school’s child
protection or anti-bullying policy a range of disciplinary administrative
actions.
The sanctions to be given should be based on the nature, gravity or
severity and attendant circumstances of the bullying incident or
retaliation.
When a penalty is imposed the SH shall comply with the due process
requirement through:
• Student and parents must be informed in writing
• Student shall be given the opportunity to answer the complaint in
writing, with the parents
• Decision of the SH must be in writing, with facts and reason
29. JURISPRUDENCE
Palisoc vs. Brillantes (1971)
Facts:
During recess an altercation between students happened causing the
death of the victim.
Issue:
Who should be held liable?
Held:
• The SH and the teacher in charge at the time of the incident was held
liable jointly and severally for damages for the death of the minor
student.
30. TAKE AWAYS
• Schools through the SH and teachers must exercise
reasonable supervision over our students;
• Strict observance of the provisions of DepEd Order 55, s.
2013, specifically:
a. Creation of the Anti-bullying Policy
b. Strengthen the CPCs in schools
c. Adoption of Anti-bullying Preventive and Intervention
Programs
• Provide incident report to the SDO and LRPO for
monitoring
