This dissertation assessed three models of the public policymaking process: Kingdon's multiple streams framework, Lindblom's incrementalism model, and Lovell's three-tier taxonomy. The author conducted a content analysis of policy documents and created a survey to collect data from higher education leaders regarding how well each model describes their experience with policymaking. The study aimed to determine which model(s) best capture the realities of higher education policymaking and identify any hybrid model that may emerge from the results. Key findings from administering the survey to leaders in state higher education agencies and coordinating boards are presented. The dissertation serves to advance the empirical study of policymaking models in higher education.
