Dependency Theory proposed by Andre Gunder Frank argues that rich capitalist core nations keep poor peripheral nations in a state of underdevelopment by exploiting their cheap resources and labor while selling manufactured goods, thus helping the core nations become wealthier through "development of underdevelopment". Aid is then given to peripheral nations to prevent unrest over their lack of development caused by exploitation by the core nations.
