The Red and Black School Building Program aims to construct new classrooms in Regionwide schools categorized as "Red Zone" or "Black Zone" to address overcrowding issues. In the first half of 2012, 89.22% of the 2011 projects were completed, constructing 209 classrooms costing 150.952 million pesos. For 2012 projects, 7.69% had been completed by June, with construction started on 207 classrooms with a projected cost of 115.2 million pesos across 7 provinces and Baguio City. Implementation faced delays with 2012 projects only 7.69% completed due to late start of construction.

Description:
The Regular School Building Program specifically targets schools which are categorized
under the Red Zone or those which have a ratio of 56 or more students to one classroom:
and the Black Zone, or schools which make use of makeshift classrooms and facilities.
The standard DepEd design is 7m x 9m classroom for rural areas with a classroom-
student ratio of 1:45. This standard also applies to all public secondary schools,
regardless of location and class size.
In CAR, the carry-over CY 2011projects have a total project cost of Php 150.740 M.
covering 147 school sites for new 209 classrooms. The table below shows the details
