Within hours, multiple tsunamis had swept across the Indian Ocean, killing over 120,000 people in Indonesia, Sri Lanka, India, and Thailand. The earthquake occurred along a fault line between the Australian and Eurasian tectonic plates, causing the seafloor to shift vertically by 10 meters and displacing massive amounts of water that formed a tsunami. The tsunami waves traveled at high speeds across the ocean and devastated many coastal areas, leveling entire villages in Indonesia.

ஆகிய சட்டங்களை செயல்படுத்தும் ஒழுங்குமுறை
அதிகாரம் பெற்ற வீட்டுவசதி இயக்ககம் என
பெயர் மாற்றம் செய்யப்பட்டு, இத்துறையில் உள்ள
அங்கீகரிக்கப்பட்ட பணியிடங்களைக் க�ொண்டே
செயல்படுத்தப்படும்.
3. கூட்டுறவு சங்கங்களின் பதிவாளர்
(வீட்டுவசதி), வாடகைதாரர்கள் சட்டம்
2017 மற்றும் நிறைவேற்றப்பட உள்ள
தமிழ்நாடு அடுக்குமாடி குடியிருப்போர்
உரிமைச்சட்டங்களையும் செயல்படுத்தும்
ஒழுங்குமுறை அதிகாரம் பெற்ற வீட்டுவசதி
இயக்ககம் என பெயர் மாற்றம் செய்யப்படும்.

செங்கல்பட்டு மற்றும் காஞ்சிபுரம் ஆகிய
நகரங்களுக்கு புது நகர் வளர்ச்சித் திட்டம்
சென்னை பெருநகர் வளர்ச்சி குழுமத்தால்
தயாரிக்கப்படும்.

திட்டப்பகுதியில், ப�ொது மற்றும் தனியார் பங்களிப்பு
(PPP) முறையில் 16.92 ஏக்கர் நிலப்பரப்பில் ரூ. 1280
க�ோடி மதிப்பீட்டில் ஒருங்கிணைந்த குடியிருப்புகள்
மற்றும் வணிக வளாகம் கட்டப்படும்.
6. தமிழ்நாடு வீட்டுவசதி வாரியத்தால்
திருமழிசை திட்டப்பகுதியில் 16.92 ஏக்கர்
நிலப்பரப்பில் ரூ.1280 க�ோடி மதிப்பீட்டில்,
ப�ொது மற்றும் தனியார் பங்களிப்புடன் (PPP)
குடியிருப்புகள் மற்றும் வணிக வளாகம்
கட்டப்படும்.

தமிழ்நாடு வீட்டுவசதி வாரியத்தால்
பல்வேறு மாவட்டங்களில் உள்ள 60 இடங்களில்
பழுதடைந்துள்ள தமிழ்நாடு அரசு ஊழியர்
வாடகை குடியிருப்பு திட்டங்களில் உள்ள
சுமார் 10,000 அடுக்குமாடி குடியிருப்புகள்
இடிக்கப்பட்டு மறுகட்டுமானம் செய்யப்படும்.
மேலும், ப�ொது மற்றும் தனியார் பங்களிப்புடன் (PPP)
மேற்படி ச�ொத்துக்களை மேம்படுத்துவதற்கான
நடவடிக்கையும் மேற்கொள்ளப்படும்.
7. 60 இடங்களில், பழுதடைந்த நிலையில்
உள்ளசுமார்10,000தமிழ்நாடுஅரசுஊழியர்
வாடகைக் குடியிருப்புகள் தமிழ்நாடு
வீட்டுவசதி வாரியத்தால் மறுகட்டுமானம்
செய்யப்படும் .

க�ோயம்புத்தூரில் உள்ள சிங்காநல்லூர் மற்றும்
செளரிபாளையம், சென்னையில் உள்ள ல�ோட்டஸ்
காலனி, பாரதிதாசன் நகர், க�ோல்டன் ஜூப்ளி
நகர், குறிஞ்சி, முல்லை, மருதம், நெய்தல் மற்றும்
தென்றல் நகர் ஆகிய இடங்களில் தமிழ்நாடு
வீட்டுவசதி வாரியத்தால் நீண்ட நாட்களுக்கு முன்பு
கட்டி விற்கப்பட்ட குடியிருப்பு வளாகங்களை
உரிமையாளர்களுக்கு உதவும் வகையில் மறு
கட்டுமானம் செய்யும் பணிகளுக்கு தமிழ்நாடு
வீட்டுவசதி வாரியம் துணை செய்யும். மேலும்,
இது ப�ோன்று தமிழ்நாடு வீட்டுவசதி வாரியத்தை
அணுகும் மற்ற குடியிருப்புகளுக்கும் துணை புரியும்.
8. தமிழ்நாடு வீட்டுவசதி வாரியத்தால் நீண்ட
நாட்களுக்கு முன்பு கட்டி விற்கப்பட்ட
குடியிருப்பு வளாகங்கள் மறுகட்டுமானம்

மெரினா முதல் க�ோவளம் இடையேயான சுமார் 30
கி.மீ. நீளமுள்ள கடற்கரை பகுதியில், மறுசீரமைப்பு

மதிப்பீட்டில் மறுசீரமைக்கப்பட்டு
புத்தாக்கம் செய்யப்படும்.

மாடம்பாக்கம், செம்பாக்கம், அயனம்பாக்கம்,

குழுமத்தால் நீர்முனை மற்றும் ஏரிக்கரை
மேம்பாடு ரூ. 100 க�ோடி செலவில்
மேற்கொள்ளப்படும்.

திட்ட வழித்தடங்கள், சென்னை மெட்ரோ
இரயில் திட்ட வழித்தடங்கள், வெளிவட்டச்
சாலை, அண்ணாசாலை, பெரியார் EVR சாலை,
சென்னை-க�ொல்கத்தா நெடுஞ்சாலை,
சென்னை-திருவள்ளூர் நெடுஞ்சாலை மற்றும்
ராஜீவ் காந்தி சாலை ஆகிய முக்கிய ப�ோக்குவரத்து
வழித்தடங்களை ஒட்டி அமைந்துள்ள பகுதிகளில்
மேற்கொள்ளப்படும் கட்டுமானங்களுக்கு கூடுதல்
தளப்பரப்பு குறியீடு அனுமதிக்கப்படும்.

புதிய அத்தியாயம் சேர்க்கப்பட்டுள்ளது. அதனைத்
த�ொடர்ந்து, இந்நிதியாண்டில் திருச்சிராப்பள்ளி
மற்றும் சேலம் ஆகிய பகுதிகளுக்கு நகர்புற
வளர்ச்சிக் குழுமங்கள் ஏற்படுத்தப்படும்.

• திருவான்மியூரில் 0.84 ஏக்கர் நிலப்பரப்பில்
ரூ.33.83 க�ோடி மதிப்பீட்டிலும்,
• ச�ோழிங்கநல்லூரில், பழைய மாமல்லபுரம் சாலை
அருகில் 0.37 ஏக்கர் நிலப்பரப்பில் ரூ. 19.92 க�ோடி
மதிப்பீட்டிலும்,
• மாதவரத்தில் 1.97 ஏக்கர் நிலப்பரப்பில் ரூ.
51.75 க�ோடி மதிப்பீட்டிலும் அடுக்குமாடிக்
குடியிருப்புகள் கட்டப்படும்.

மேம்படுத்தப்பட்ட மனைகளில் ரூ. 59
க�ோடி மதிப்பீட்டில் ப�ொது தனியார் கூட்டு
முறையில் (Joint Venture) குடியிருப்புகள்
கட்டப்படும்.

மாவட்டம் சத்துவாச்சாரியில், 0.21 ஏக்கர் நிலப்

அபார்ட்மெண்ட் கட்டப்படும்.

வேலூர் மாவட்டம், சத்துவாச்சாரியில்
சர்வீஸ் அபார்ட்மண்ட் 0.21 ஏக்கர்
நிலப்பரப்பில் ரூ. 8 க�ோடி மதிப்பீட்டில்
கட்டப்படும்.

மற்றும் பருத்திபட்டில் ரூ. 26 க�ோடி

மாவட்டம் அண்ணாநகரில் ரூ.8.37 க�ோடி
மதிப்பீட்டிலும் அலுவலகங்களுடன்
கூடிய வணிக வளாகம் கட்டப்படும்.

காஞ்சிபுரம், புதுக்கோட்டை, தஞ்சாவூர்,
கும்பக�ோணம், சேலம், வேலூர், ஆம்பூர்,
திருவண்ணாமலை, ராஜபாளையம், திருநெல்வேலி,
காரைக்குடி, நாகர்கோவில், தூத்துக்குடி,
திண்டுக்கல் மற்றும் ராமேஸ்வரம் ஆகிய 17
நகரங்கள் உட்பட 20 நகரங்களுக்கான முழுமைத்
திட்டங்கள் இந்நிதியாண்டு இறுதிக்குள் நகர்
ஊரமைப்பு இயக்ககத்தால் நிறைவேற்றப்படும்.

நிறைவேற்றப்படும்.

தேவைப்படுவதால், அனைத்து த�ொழில்நுட்ப
அலுவலர்களுக்கு ரூ.50 இலட்சத்தில்
கட்டடக்கலை மற்றும் திட்டமிடல் பள்ளி, அண்ணா

மூலம் திறன் மேம்பாட்டு பயிற்சி
அளிக்கப்படும்.

மக்கள் த�ொகை 50,000 முதல் 99,999
வரை உள்ள 71 நகரங்களுக்கு புவியியல் தகவல்
அமைப்பின் (GIS) அடிப்படையில், முழுமைத்
திட்டங்கள் மறு ஆய்வு செய்யப்படும். இதன் மூலம்
இந்நகரங்களில் சீரான வளர்ச்சி உறுதி செய்யப்படும்.

மக்கள் த�ொகை 50,000 முதல் 99,999
வரை உள்ள 71 நகரங்களுக்கு சீரான
வளர்ச்சியினை உறுதி செய்ய புவியியல்
தகவல் அமைப்பின் (GIS) அடிப்படையில்
முழுமைத் திட்டங்கள் மறு ஆய்வு, நகர்
ஊரமைப்பு இயக்ககத்தால் எடுத்துக்
க�ொள்ளப்படும்.

கட்டடங்களுக்கான திட்ட அனுமதிகளை
ப�ொதுமக்கள் எளிதில் பெறும் வகையில் நகர்
ஊரமைப்பு மாவட்ட அலுவலர்களுக்கு கூடுதல்
அதிகாரம் வழங்கப்படும்.
28. ப�ொதுமக்கள், கட்டடங்களுக்கான
திட்ட அனுமதிகளை எளிதில் பெறும்
வகையில் நகர் ஊரமைப்பு மாவட்ட
அலுவலர்களுக்கு கூடுதல் அதிகாரம்
வழங்கப்படும் .

79.43 ஏக்கர் பரப்பளவில் அமைந்துள்ள
க�ோயம்பேடும�ொத்தவிற்பனைஅங்காடிவளாகத்தில்
நெரிசலை குறைக்கவும் மறுமேம்பாட்டிற்காகவும்
அதன் சிறந்த பயன்பாட்டினை அறியவும் ஒரு
கலந்தால�ோசகர் நியமிக்கப்படுவார். இதற்கான
சாத்தியக்கூறு அறிக்கை 6 மாதங்களில்
தயாரிக்கப்படும்.

பணிகளில் (Street Alignment) சென்னைப் பெருநகர்
வளர்ச்சிக் குழுமத்தால் இந்நிதியாண்டில் 10
சாலை விரிவாக்கப் பணிகள் மாற்றத்தக்க வளர்ச்சி
உரிமம் (TDR) அல்லது நிலம் கையகப்படுத்துதல்
முறைகளை பயன்படுத்தி ரூ.200 க�ோடி மதிப்பீட்டில்
சென்னைப் பெருநகர் வளர்ச்சிக் குழும
நிதியிலிருந்து செயல்படுத்தப்படும்.

பெருநகர சென்னை மாநகராட்சி
வரம்பிற்குள் முன்மொழியப்பட்டுள்ள
40 சாலை விரிவாக்கப் பணிகளில்
(Street Alignment) சென்னைப் பெருநகர்
வளர்ச்சிக் குழுமத்தால் இந்நிதியாண்டில்
10 சாலை விரிவாக்கப் பணிகள் ரூ.200
க�ோடி மதிப்பீட்டில் செயல்படுத்தப்படும்.

கிளாம்பாக்கம் பேருந்து நிலையத்திலுள்ள
15 ஏக்கர் மற்றும் ப�ோரூரிலுள்ள 21 ஏக்கர்
திறந்தவெளி ஒதுக்கீட்டு நிலங்களில் பூங்காக்கள்
மற்றும் விளையாட்டு மைதானங்கள் ரூ. 30 க�ோடி
மதிப்பீட்டில் உருவாக்கப்படும்.
மேலும், இதுப�ோன்ற திறந்தவெளி ஒதுக்கீடு
நிலங்களில், பூங்காக்கள் மற்றும் விளையாட்டு
மைதானங்கள் சுற்றுலாத் துறை, சுற்றுச்சூழல்,
காலநிலை மாற்றம் மற்றும் வனத்துறை
ஆகியவற்றுடன்இணைந்தும்சென்னைப்பெருநகர்
வளர்ச்சிக் குழுமம் செயல்படுத்தும்.

15 ஏக்கர் மற்றும் ப�ோரூரிலுள்ள 21 ஏக்கர்
திறந்தவெளி ஒதுக்கீடு நிலங்களில்
சென்னைப் பெருநகர் வளர்ச்சிக்
குழுமத்தால் பூங்காக்கள் மற்றும்
விளையாட்டு மைதானங்கள் ரூ. 30
க�ோடி மதிப்பீட்டில் உருவாக்கப்படும்.

வலைப்பின்னல் சாலைகளுக்கான திட்டமிடல்,
அறிவிக்கை செய்யப்பட்டு முழுமைத் திட்டங்களில்
சேர்க்கப்படும். இந்நிதியாண்டில் 18 மீட்டர்
மற்றும் அதற்கு மேல் அகலம் க�ொண்ட புதிய
சாலைகள் மற்றும் ஏற்கனவே உள்ள சாலைகளை
அகலப்படுத்தும் திட்டம் ரூ.200 க�ோடி மதிப்பீட்டில்
சென்னை பெருநகர் வளர்ச்சிக் குழுமத்தால்
ஏற்படுத்தப்படும்.
32. சென்னைப் பெருநகர் வளர்ச்சிக் குழும
எல்லைக்குள் வலைபின்னல் சாலை
அமைப்பு ரூ. 200 க�ோடி மதிப்பீட்டில்
ஏற்படுத்தப்படும்.

தமிழ்நாடு வீட்டுவசதி வாரியத்தால், வட்டி
தள்ளுபடித் திட்டம் செயல்படுத்தப்படும். இதன்
மூலம் :
• மாதத் தவணை த�ொகையினை தாமதமாக
செலுத்தியதற்காக விதிக்கப்பட்ட அபராத வட்டி
முழுமையாகவும்,
• வட்டி முதலாக்கத்தின் மீது விதிக்கப்படும் வட்டி
முழுமையாகவும்,
• நிலத்தின் இறுதி விலை வித்தியாசத்தினை
செலுத்தாதற்காக கணக்கிடப்படும் வட்டியில்,
ஆண்டிற்கு 5 மாதத்திற்கான வட்டி தள்ளுபடி
செய்யப்படும்.
இதன் மூலம் ஒதுக்கீடுதாரர்கள் விரைவாக
விற்பனை பத்திரம் பெற்றுக்கொள்ள ஏதுவாகும்.
இத்திட்டத்திற்கான வட்டி தள்ளுபடி த�ொகை
சுமார் ரூ.53 க�ோடி வீட்டுவசதி வாரியத்தால்
ஏற்றுக்கொள்ளப்படும்.
33. தமிழ்நாடு வீட்டுவசதி வாரியத்தால் சுமார்
ரூ. 53 க�ோடியில் வட்டி தள்ளுபடி திட்டம்
செயல்படுத்தப்படும்.
