9. SCOPE OF WORK- ONE BHEL
•Project: Appointment of ERP Consultant
•Consultant would seamlessly integrate & coexist with ERP product OEM,
implementation partner and other agencies.
•Consultant, ERP product OEM, and implementation partner shall be either
jointly or severally responsible for the performance of ERP system.
•Scope of work, obligations, deliverables and any other instructions by the
Owner post award, deemed to be the Consultant’s obligation.

13. EVALUATION CRITERION
CONDITIONS MARKS
The Bidder should be an organization in operation for the last 7 years as on
01st Oct’ 2011 in India providing ERP consultancy services. Deloitte started its
operations in March, 2000.

The Bidder should have a well established presence in India with an installed
base to provide the ERP consultancy services

The Bidder should have provided ERP consultancy for at least 2 (two) Indian
PSU/Govt. organizations in last 7 years.

The Bidder should have consultants for at least (2) two ERP products, out of
which one has to be SAP. (Cloud ERP and Integration)

The Bidder should have provided ERP consultancy for at least 1 (one)
organization in manufacturing sector in last 7 years. (Hero Motors)

14. RISKS
•Delay in the availability of basic documents to initiate project activities.
• Skills Deficiency -Insufficient resource capacity in key areas.
•Changes to the existing systems in anticipation of the ERP portfolio requirements poses a
risk of disruption to the existing systems.
•Interfacing different BHEL applications to achieve ONE-BHEL objective.
•Integration with SAP-HCM
•Lack of commitment from different Stakeholders in providing required inputs.

15. PROJECT PLAN PROPOSED
• PM1 – Project Plan-Project Plan describing the methodology and resources that the
Consultant shall deploy in the design, management, coordination,
• PM2- Risk Mitigation Report-Submit report covering all possible Risks and Disasters

• Preparation of RFP for procurement and implementation of an ERP package to meet
the “ONE BHEL” requirements.
• Review the hardware and network requirements with respect to the project plan
• Plan for black out period activities and alternate strategy for risk mitigation during
black out.
• Go Live (Phase – 1) – Review the ERP configuration/setup and its alignment to the
Business Blue Print.
