This document outlines a plan to strengthen technical interventions and support systems for important partners across India. It discusses forming clusters of partners in different regions, providing training to key people on technical topics like catchment area development and management. The training would be led by a core group and involve developing modules. Afterwards, trained key people would support other partners in their clusters on an ongoing basis. The goal is to build technical capacity and integrate budgets to sustain a community-based support system for maintenance.
