Abstract:
Most Open Data initiatives assume the provision of data by governments which will then be picked up and used by a variety of sectors for the good of all.
But for countries with opaque governments, or whose NGOs lack technical capacity, the promises of Open Data will fall far short of the reality.
This active research shows how adopting Open Data standards for government data helps civil society organizations collaborate in building usable Open Data sets for transparency, governance — and tools that increase participation by citizens.
And for those in places where government do not reliably release Open Data, discover how to source unstructured data by other means. Finally, Khairil discusses the contrasting impacts and uses of this approach in the two different environments of Malaysia and Myanmar.

Abstract:
Most Open Data initiatives assume the provision of data by governments which will then be picked up and used by a variety of sectors for the good of all.
But for countries with opaque governments, or whose NGOs lack technical capacity, the promises of Open Data will fall far short of the reality.
This active research shows how adopting Open Data standards for government data helps civil society organizations collaborate in building usable Open Data sets for transparency, governance — and tools that increase participation by citizens.
And for those in places where government do not reliably release Open Data, discover how to source unstructured data by other means. Finally, Khairil discusses the contrasting impacts and uses of this approach in the two different environments of Malaysia and Myanmar.

Police departments are increasingly using information technology tools like COMPSTAT to optimize performance and reduce crime. COMPSTAT implements the basic IS functions of inputting crime data, processing that data to identify crime patterns and hotspots, outputting actionable intelligence, and using feedback to respond faster to crime. This allows predictive policing by anticipating where and when crimes may occur. A SWOT analysis found strengths in improved partnerships and community support but also weaknesses in increased workload and training needs as well as threats from competing priorities and public expectations.

- For the European Union and United States, coverage data comes from robust surveys like Eurobarometer and US government sources, providing reliable estimates of penetration levels.
- For some other countries, estimates come from the Google Connected Consumer Survey, but these data have limitations as they relate to indeterminate populations and mobile phones only.
- Overall, telephone coverage looks adequate in most countries, while internet coverage is approaching universal levels in many markets but still faces issues that require more work.

Obama's 2012 reelection campaign leveraged big data analytics to build detailed profiles of potential voters using disparate data sources. They combined this data to create a "single view" of individuals to optimize fundraising, volunteer mobilization, and get-out-the-vote strategies. Predictive modeling was used to score voters by likelihood of donating or voting Democrat. Resources were targeted to persuadable voters in swing states. Regular polling provided insights to track debate impacts and allocate campaign efforts. The campaign's data-driven approach helped achieve record fundraising and turnout in swing states.

- Good afternoon, my presentation will be on data.gov.uk and data.gov
- Data.gov was launched in the US to the general public in May 2009, with the UK government launching data.gov.uk in January 2010. Both Governments are releasing public data to help people understand how government works and how policies are made. Making this data easily available means it will be easier for people to make decisions and suggestions about government policies based on detailed information. Data.gov and Data.gov.uk brings together Government data sets in one searchable website. The websites strive to make government more transparent and are committed to creating an unprecedented level of openness in Government. The openness derived from these websites aims to strengthen the Nation's democracy and promote efficiency and effectiveness in Government.
- their approach? Using open standards, open source and open data Building communities, and working with and through them (both inside government and outside). There are currently over 5,400 datasets available, from all central government departments and a number of other public sector bodies and local authorities. Is data just public information? Not really. From data.gov.uk, you can access the raw data driving government forward. This can then be used by people to build useful applications that help society, or investigate how effective policy changes have been over time. How can I use the data? You can use the data in all sorts of ways. This may be simply to analyse trends over time from one policy area, or to compare how different parts of government go about their work. Technical users will be able to create useful applications out of the raw data files, which can then be used by everyone.
- A primary goal of Data.gov is to improve access to government data and expand creative use of those data beyond the walls of government by encouraging innovative ideas and the creation of web applications. Data.gov and data.gov.uk enables the public to participate in government by providing downloadable datasets to build applications, conduct analyses, and perform research. The websites aim to continue to improve based on feedback , comments, and recommendations from the public and therefore they encourage individuals to suggest datasets they'd like to see, rate and comment on current datasets, and suggest ways to improve the site. When data.gov.uk was officially launched in January 2010 it contained 2,500 data sets and more than 2,400 developers had registered to test the site, provide feedback and start experimenting with the data.
