Criteria for assessing technical capablity of LGUs:
- track record/experience in implementing similar projects
- no. & competency of technical staff involved in:
project supervision/mgt
project monitoring
report preparation
funds management

Transfer of Funds:

DBM – DARCO – DARRO – DARPO/LGU
DBM – DTI/NIA/DENR - LGU

Monitoring of project implementation: As a regular subproject (per WFP)
LPRAT /MARO- DARPO/DTI/DENR/NIA - DARRO – DARCO/NAPC/DILG
GPB Project Implementation:
LGUs which are eligible to implement a GPB project must submit the
documents required by the concerned participating agency as basis
for fund release which may include:






Project Proposal
Work and Financial Plan
Terms of Reference
Detailed Estimates
Deed of Donations or Certificate of Land Availability (for
infrastructure)

If the LGU is ineligible to implement a GPB project, the project will
be implemented by the participating agency concerned.
Proposed Projects shall be validated considering the
following:
1.) Location: Barangay and Municipality (whether in an ARC, ARC
Cluster, non-ARC)
2.) No. of farmers (ARBs & Non-ARBs) to be benefitted
3.) Recipients-POs (no. of ARB-members)
3.) If in an ARC, is the Project included in the ARCDP?
4.) Physical targets/Scope of work (for infrastructure)
5.) Breakdown of Costs
6.) Plan of Implementation (Implementing Agency/Unit,
duration, target date, etc)
7.) Other relevant data/information
