The 2015 Year-End Review for District 1 highlights various accomplishments and events, including a successful foreclosure prevention workshop, community block parties, and the introduction of medical marijuana caregiver regulations. GREETINGS D1 NEIGHBORS
Hello District 1! As we approach the close of 2015, let’s take time to focus on
what we’ve accomplished as a district this year and where we’d like to go in
2016 - and beyond. The year began with the Mayoral State of the City,
being held for the first time ever in the community, in District 1, at the
Historic Redford Theater and it culminated with the much-beloved D1
Potluck & Year End Review.
Other highlights included a successful D1 Foreclosure Prevention
Workshop that empowered property owners to save their
homes, a well-attended Summer Block Party, the 2nd Annual D1
Discount Days which exposed D1 neighbors to businesses in
the district, and an informative D1 Delegation Forum which
brought D1 neighbors together with their elected officials
from city, county, state and federal levels. Also with the
support of D1 residents, we led the way to the adoption
of an ordinance regulating Medical Marijuana Caregiver
Centers.
In between we held Satellite Hours offering D1 neighbors
the opportunity to share their thoughts, concerns and ideas
with each other and D1 Monthly Meetings where attendees received
valuable information from community, civic and business leaders
throughout District 1 and the Metropolitan Detroit area.
I would like to offer a heartfelt thank you to all of the individuals who helped
make our 2015 District 1 initiatives successful: invited guests and speakers,
those who provided meeting spaces, everyone who emailed or called my office,
my hard working staff, and of course, our D1 neighbors, who are the motivation
for everything that I and my staff do daily.
The New Year will bring new opportunities for growth as well as new challenges
which we must rise to meet. District 1’s success is directly due to the
collaboration between D1 neighbors, community organizations, block clubs,
businesses, houses of worship and others who are dedicated to giving real
meaning to D1’s motto: “The Place That We Call Home In Northwest Detroit”.

CORNERSTONE HEALTH + TECHNOLOGY HIGH SCHOOL - 17351 SOUTHFIELD
Asia Newson aka Super Business Girl, Representatives from DPS and the Detroit
Land Bank spoke about vacant DPS properties in the city. A Development
Centers representative shared information regarding their behavioral health,
social and vocational services, and a representative from the City of Detroit’s
Board of Review described how property is assessed and provided attendees
with forms to request a property tax reassessment application.

Saunteel Jenkins, CEO of The Heat & Warmth Fund (THAW) gave a presentation
on what THAW does to assist those who have challenges paying for their home
energy costs. State Senator David Knezek gave updates on the happenings in
Lansing. The President of the Detroit Delta Alumnae Chapter spoke about their
various initiatives including their recent Expungement Fair. Also the Detroit
Dolphins football team was given awards.

GOD LAND UNITY CHURCH - 22450 SCHOOLCRAFT
Information on the 0% Home Loan Repair Program, greetings from the 8th
Precinct’s Captain, updates on job opportunities for the new Meijer store,
musicians and scholars from John R. King Academic & Performing Arts
Academy, details on the March of Dimes work to promote healthy babies and
representatives from City of Detroit Commission and Board Members who
represent District 1 were all presented.
APRIL
ST. TIMOTHY UMC - 15888 ARCHDALE
April’s meeting had information on the various City of Detroit smart phone
apps that help connect residents to city services. Advanced Disposal’s General
Manager for the City of Detroit answered questions on their bulk, yard waste
and recycling services. Also updates on the Special Assessment District and
details on the reopening of the Redford Branch Library were provided.
Started in April 2013 as a way to unite
community group leaders within the district,
the D1 Monthly Meetings eventually
expanded to include anyone living, working
or playing in District 1.
The D1 Monthly Meetings play an important
role in connecting D1 neighbors to vital
information and to each other. By moving
the meetings around the entire district the goal is to expose attendees to institutions, resources and
individuals in the district of which they may have previously been unaware. To date, meetings have
been held in 26 different locations throughout D1 with a combined total of 1624 attendees.

COMMUNICATION & MEDIA ARTS HIGH SCHOOL - 14771 MANSFIELD
St. John Providence Anthony L. Soave Family Mobile Mammography and
Health Screen Center vehicle offered mammograms to residents and a
presentation on the D Insurance Plan proposal, which seeks to reduce auto
insurance for Detroit residents; a presentation on community clean up
assistance from Lots of Love Detroit; a list of summer youth activities offered by
the Northwest Detroit Youth Coalition; an award presentation to two
exceptional young D1 student athletes and updates on the Meijer grand
opening were all provided.
JULY
DETROIT SERVICE LEARNING ACADEMY - 21605 W. 7 MILE RD.
Whether the discussion was youth-focused, food justice-focused or education
reform-focused, this meeting had it all. There was a 9-year old comedian, an
18-year old U of M bound scholarship awardee and a 25-year old looking to
transform his neighborhood through block club organizing. In addition we
learned how Forgotten Harvest works on several levels to make a difference in
the lives of Southeastern Michigan residents through the availability of food
and what the Coalition for the Future of Detroit Schoolchildren is doing to
affect positive change in the Detroit K-12 educational system.
OCTOBER
NEW ST. MARKS MISSIONARY BAPTIST CHURCH - 24331 W. 8 MILE RD.
Attendees learned about DWSD’s proposed Blue Infrastructure Project Plan to
save money by reducing the amount of rain & waste water run off entering the
sewer system. A Big Brothers Big Sisters representative talked about the need
for mentors for children in D1. The Cooley Reuse Project which plans to
re-purpose the former Cooley High School site into a community/educational
center. CDAD (Community Development Advocates for Detroit) gave a
presentation who spoke about how residents could become part of the
movement to establish Community Advisory Councils.

1781 attendees at 26 sites across District 1 (see map to left). Different colored dots represent different

month from 11am-1pm, D1 neighbors
from across District 1 gather to share
ideas, conversations, debates and coffee
at the Motor City Java & Tea House.
The Satellite Hours offer D1 neighbors
face-to-face access to Councilmember
Tate right in the community, giving them
a direct connection to local government
and the ability to report their city-related
concerns and have them addressed.
With the close of 2015 we end our
second year of holding Satellite Hours.
Since its start in 2013, we have held a
total of 19 Satellite Hours with a
combined total of 377 attendees (a 33%
increase over 2014’s attendance). Add to
that the exposure and economic
support given to our host site and you
have the reason why the Satellite Hours
are both successful and necessary.

2015 STATE OF THE CITY - HISTORIC REDFORD THEATER - 17360 LAHSER
Nearly 1600 people filled the historic Redford Theater on Lahser Road in District
1 for Mayor Duggan’s 2015 State of the City address. With pre and post address
events at the Motor City Java & Tea House and Artist Village along with bustling
business at Sweet Potato Sensations across the street, the night was also an Old
Redford / District 1 block party. Now many more people will know about the
great jewels we have here in District 1. We have a lot to be proud about.
D1 SUMMER BLOCK PARTY - HOPE PLAYFIELD
The D1 Summer Block Party was hosted by the United Way, the City of Detroit
Recreation Department and the Office of Councilmember JamesTate. Attendees
both young and old alike enjoyed music, dancing, volleyball, bouncy houses,
arts and crafts and got to taste the 2015 Meet Up and Eat Up Summer Food
Program healthy meals. There were also raffles for Meijer gifts cards as well as a
premium Magellan GPS system donated by an anonymous former NW Detroit
resident. Lastly Councilmember Tate raffled off the very cool, newly debuted D1
t-shirts.
D1 DISCOUNT DAYS (D1DD) – DISTRICT WIDE
This year we held the 2nd Annual D1 Discount Days in order to celebrate and
support businesses in District 1 that many residents may not be aware exists.
The discounted goods and services offered during the 3-day period in July
exposed patrons to new businesses and businesses to new, potential life-long
customers. With the unveiling of a beefed up D1 Discount Days in 2016,
courtesy of the Knight Foundation Grant dollars awarded for the program,
D1DD’s future and its ability to influence business growth in District 1 is looking
brighter than ever.
MOTHER HOLMES MEMORIAL SERVICE – CAYMC BUILDING
A long-time Detroit City Council booster, regular fixture at Tuesday morning
Council Formal Sessions and D1 resident, Mother Holmes, who passed in 2014,
was given a memorial service sponsored by Councilmember Tate’s Office and
was held in the chambers she frequented so much. Friends of Holmes gave
impassioned testimonies of how she loved Detroit and her precious City Council,
for whom she frequently prayed to God to give“Fresh Courage.”
D1 PROPERTY TAX FORECLOSURE WORKSHOP - CALVARY UMC - 15050 HUBBELL
The D1 Blight & Abandoned Property Subcommittee along with volunteers from
United Community Housing Coalition (UCHC) held the free event which helped
nearly 60 residents receive up to date property tax information and the
necessary knowledge to help them avoid foreclosure and stay in their homes.

8. A widely shared understanding is that democracy works best when people are engaged and informed. This is why
we do our best to provide comprehensive legislative updates that not only keep D1 residents informed about
potential changes in municipal policy but also seek to provide an avenue for you to influence those decisions as they
are being made. Below you will find just a few legislative items that we were able to accomplish together this year.
LIBRARY SAVED FROM DEMOLITION NAMED HISTORIC SITE
With the help of members of the Northwest Neighborhood Community
Benefits Consortium, Councilman Tate sponsored an ordinance to
establish the Redford Branch-Detroit Public Library Historic District.The
ordinance was adopted on July 7, 2015, saving the structure from
imminent demolition and preserving a unique historic asset for D1.
Plans now call for the building to be incorporated into the overall $7.3
million development of a new 8th Precinct in the adjacent former Adult
Well-Being Services building.
D1 DELEGATION FORUM - GREATER GRACE TEMPLE
On Saturday, September 26, 2015, D1 neighbors and
supporters met at Greater Grace Temple for the
first-ever D1 Delegation Forum sponsored by
Councilman James Tate. Attendees listened to and
engaged in dialog with 14 elected officials
representing federal, state, county and city political
offices that touch District 1. The importance of having
the opportunity to directly connect with those in
government whose decisions impact our daily lives
cannot be overstated. Thanks to all the
representatives who attended this great event.
TEAM GM CARES / D1 COMMUNITY CLEANUP
A group of 70 volunteers worked for two days in September to pick up debris,
remove weeded overgrowth and board up abandoned properties to provide a
safe route to school for our youth in the area surrounding CMA High School.
They boarded up and cleaned debris around 20 abandoned structures and also
helped to get running water shut off that was flooding the basements of two
abandoned properties. Thanks to Team GM Cares, the D1 Blight and Vacant
Property Subcommittee, St Mary's of Redford Church, Crary St Mary's
Community Council, CMA, O'Hair Park Community Association, CanStrongFood
Services, the City of Detroit, District 1 Department of Neighborhoods and all the
other volunteers who made this clean up a success.

9. As many of you are aware, we have been working diligently towards amending Chapter 61 of the Detroit City Code
to allow for the inclusion of animal husbandry within the city. The proposed ordinance would allow residents to
possess chickens, ducks, rabbits, goats and honeybees for the purposes of food or product.
In addition, the amendments will include language for: general shelter requirements, recommended spacing
(indoor and outdoor), setback requirements, feed storage, waste management, composting, pest control and
slaughter. To date, over 170 people attended two listen and learn sessions hosted by the Animal Husbandry
livestock workgroup. The purpose of the listen and learn sessions was to educate those in attendance of the
proposed changes as well as gather feedback from residents. We will continue to work on this issue and should have
an ordinance in place by 2016.
On October 13, 2015, City Council adopted an ordinance sponsored by Councilman
Tate to create business licensing rules and operational standards for medical marijuana
businesses operating throughout the City of Detroit. The ordinance amended Chapter
24 of the 1984 Detroit City Code and established procedures for the issuance of
business licenses along with other requirements such as criminal history background
checks for operators and employees, the submission of a security plan, labeling for all
products, a plan for testing those products for contaminants, law enforcement
inspections, restrictions on the hours of operation, and strict adherence to the
Michigan Medical Marihuana Act.
Any existing medical marijuana businesses would have 30 days from the time the ordinance takes effect to either
apply for a license or cease operations and none of the existing businesses would be “grandfathered-in” and
allowed to continue operations outside of the licensing requirements. The ordinance is set to take effect
concurrently with a set of zoning regulations that would restrict where medical marijuana businesses could be
located and create certain spacing requirements from other sensitive uses.

OUR FUTURE &
OUR“NOW”
As the song “The Greatest” by Whitney Houston states: “I believe the
children are our future. Teach them well and let them lead the way.”
Our youth are the future, but they’re also our“now”. We have to give
them encouragement along with directional advice. We have to listen
to them as well as give them instruction. If we fail to“teach them well”
they will be unable to lead the way as positive contributors in society.
Whether you volunteer to be a tutor, become a Big Brother or Big
Sister, or join organizations like TFBME (see below), the stakes are far
too high for you not to get involved in some capacity.
D1 Monthly Meetings: During 2015 we recognized the academic,
athletic and entrepreneurial achievements of District 1 youth at our
D1 Monthly Meetings. It is vitally important that in addition to giving
them accolades, we also expose the community to our youth’s
accomplishments, goals and dreams so we can bridge the
often-divided gap between adults and youth.
Task Force on Black Male Engagement: Councilmembers James
Tate and Andre Spivey are part of The City Council Task Force
on Black Male Engagement. The many areas of concern for
the Task Force include cultural awareness, community
service, family responsibility, health/disease
prevention, character building, career preparation,
education advancement and financial literacy.

11. The D1 Facebook page connects District 1 neighbors to each other through posts which can contain
important community information . It allows individuals, block clubs, community organizations and
business owners to promote their meetings, businesses and special events through a free source
capable of reaching thousands in D1 and beyond. It enables Councilmember Tate’s office to forward
the latest City of Detroit updates as they happen. It provides links to social, civic, educational and economic
