CAREER SYNOPSIS:
I have been a change agent for the implementation of financial, management and accounting reforms in
Australia, New Zealand, South Africa, PNG, Vanuatu and the Solomon Islands. These reforms have
included international development projects (World Bank Project, AusAID, and EU) in public financial
management reforms in state owned enterprises, local, provincial and national government including
Water Industry reforms, privatisation of Telecom, the commercialisation of national ports, resurrection of
a national electricity industry and the capital expansion in the steel industry.
Recent achievements have included taking a State Owned Enterprise from insolvency to being able to
fund a SBD 1 billion capital expansion program including 10 replacement power stations, 2 new solar
farms, 5 solar farm augmentations and 35 new solar hybrid micro grids. This included new financial
management processes, systems and standards. More important was the mentoring and capacity
building of national staff to the level where financial management can sustainably be left in their care.
The implementation of “world’s best practice” financial management processes in key cities in Africa
also included the training and development of local people including the training of 20 unemployed
graduates to middle management level. Many of those I mentored are now Chief Financial Officers in
South Africa, PNG and Solomon Is.
