This document discusses the relationship between culture and tools in software development. It explores whether culture comes before tools, or if tools help foster cultures. While tools can increase consistency, quality and efficiency, solving specific problems alone does not create a culture. Cultures are defined by shared values and principles, which then guide the practices and tools that are adopted. True cultures will co-opt existing tools and practices to support their principles. Therefore, cultures generally come before specialized tools, but tools play an important role in supporting cultural activities and continuing to improve as needs change.
