The first article I found when I was browsing relating to risk management to cyber security paradigms will provide a useful backdrop for evaluating the current state of consumer protection in the cyber security environment. The initial paradigm for protecting ICT systems was based on a perimeter defense model. Security focused on tightly regulating the interchange of traffic between systems. Systems were kept closed by default and opened only by exception and under conditions of tight control. This approach to security matched operational norms at the time information systems were siloed these systems were not easily interoperable and thus did not generally exchange traffic. Under these conditions security risks were primarily internal rather than external.
The Second article I noticed regarding cybersecurity is the adoption of a security by design principle and certification frameworks may make it easier to neglect individual users of the Internet in the ongoing efforts to improve cybersecurity. If security concerns can be abated by focusing efforts upstream, then there may be a perception that there is less need to worry about what consumers are doing downstream.
The third article I found was the language used in many national cybersecurity strategies typically is robust, though non-specific. As the examples outlined above illustrate, there is a clear contemplation that individual consumers have a role to play in cybersecurity and possibly even public duties or responsibilities.
Not but not least in the fourth article, I found that the program provides information about how home Internet users and small businesses can protect themselves online. It uses social media, a Web site, email alerts, and partnerships to deliver tips and information about cyber threats.
RELATION BETWEEN CYBER SECURITY AND RISK MANAGEMENT
The many consumers do not fully understand cyber security issues and do not bother to follow good cyber hygiene, there is a question whether the current consumer base will value a security certification. As indicated, the EC’s proposal for a certification framework does not contemplate mandatory compliance. The expectation is that achieving certification will give ICT service providers a competitive advantage, that is, that consumers will value the certification and thus be willing to pay more for a product or service that is verified.

1800s, nonprofit human service agencies have been the cornerstone of

human service agencies as providers of shelter, food, clothing, and other
forms of treatment for the symptoms of intractable social problems over-
shadows their important history as social change agents. For example, the
poverty movement, battered women's movement, and gay rights move-
ment were enabled by the participation of nonprofit agencies that served
the needs of those groups. This skewed view of nonprofits as purveyors
of charity but not justice may lead important agency stakeholders like do-
nors. Boards, Executive Directors, and staff, to the conclusion that ad-
vocacy practice is neither worthwhile nor appropriate as a core function
for human service agencies.
The purpose of this paper is to stimulate a greater understanding of
the role and purpose of advocacy as a distinct program within a human
service agency and to lay out a framework for developing one. Advo-
cacy is defined as "any attempt to influence the decisions of any institu-
tional elite on behalf of a collective interest" (Jenkins, 1987, p. 197). The

The general public has an expectation that those people that cannot conform to the
basic rules and law of society be punished for their lack of regard for the law. The
concept of punishment versus reform is one that has been constantly debated for
hundreds of years. In this unit, we discuss the goals of sentencing as they relate to
punishment.
There are seven goals of punishment that you need to understand in this unit. They
are as follows:
revenge,
retribution,
just deserts,
deterrence,
incapacitation,
rehabilitation or reformation, and
restoration.
There are also five sentencing options available to the offender:
fines and other monetary sanctions,
probation,
intermediate sanctions,
incarceration, and
death penalty.
One question we need to ask ourselves is, “do the five sentencing options fit into the

The first article I found when I was browsing relating to risk management to cyber security paradigms will provide a useful backdrop for evaluating the current state of consumer protection in the cyber security environment. The initial paradigm for protecting ICT systems was based on a perimeter defense model. Security focused on tightly regulating the interchange of traffic between systems. Systems were kept closed by default and opened only by exception and under conditions of tight control. This approach to security matched operational norms at the time information systems were siloed these systems were not easily interoperable and thus did not generally exchange traffic. Under these conditions security risks were primarily internal rather than external.
The Second article I noticed regarding cybersecurity is the adoption of a security by design principle and certification frameworks may make it easier to neglect individual users of the Internet in the ongoing efforts to improve cybersecurity. If security concerns can be abated by focusing efforts upstream, then there may be a perception that there is less need to worry about what consumers are doing downstream.
The third article I found was the language used in many national cybersecurity strategies typically is robust, though non-specific. As the examples outlined above illustrate, there is a clear contemplation that individual consumers have a role to play in cybersecurity and possibly even public duties or responsibilities.
Not but not least in the fourth article, I found that the program provides information about how home Internet users and small businesses can protect themselves online. It uses social media, a Web site, email alerts, and partnerships to deliver tips and information about cyber threats.
RELATION BETWEEN CYBER SECURITY AND RISK MANAGEMENT
The many consumers do not fully understand cyber security issues and do not bother to follow good cyber hygiene, there is a question whether the current consumer base will value a security certification. As indicated, the EC’s proposal for a certification framework does not contemplate mandatory compliance. The expectation is that achieving certification will give ICT service providers a competitive advantage, that is, that consumers will value the certification and thus be willing to pay more for a product or service that is verified.

practice to suggest a set of building blocks on which a progressive advo-
cacy program could be developed within a human services agency. Pro-
gressive advocacy is defined as advocacy motivated primarily by a desire
for social change that addresses underlying structural and power inequi-
ties that includes methods to meaningfully engage agency clients or con-
stituents in all aspects ofthe advocacy process. The paper concludes with
a case study showing the development of an advocacy program within a
nonprofit homeless services agency and discusses the constraints on its
development. Implications for research, education, and practice are also

Since the emergence of the charity organization societies in the late
1800s, nonprofit human service agencies have been the cornerstone of
the U.S. response to community needs. The common image of nonprofit

human service agencies as providers of shelter, food, clothing, and other
forms of treatment for the symptoms of intractable social problems over-
shadows their important history as social change agents. For example, the
poverty movement, battered women's movement, and gay rights move-
ment were enabled by the participation of nonprofit agencies that served
the needs of those groups. This skewed view of nonprofits as purveyors
of charity but not justice may lead important agency stakeholders like do-
nors. Boards, Executive Directors, and staff, to the conclusion that ad-
vocacy practice is neither worthwhile nor appropriate as a core function
for human service agencies.
The purpose of this paper is to stimulate a greater understanding of
the role and purpose of advocacy as a distinct program within a human
service agency and to lay out a framework for developing one. Advo-
cacy is defined as "any attempt to influence the decisions of any institu-
tional elite on behalf of a collective interest" (Jenkins, 1987, p. 197). The

The general public has an expectation that those people that cannot conform to the
basic rules and law of society be punished for their lack of regard for the law. The
concept of punishment versus reform is one that has been constantly debated for
hundreds of years. In this unit, we discuss the goals of sentencing as they relate to
punishment.
There are seven goals of punishment that you need to understand in this unit. They
are as follows:
revenge,
retribution,
just deserts,
deterrence,
incapacitation,
rehabilitation or reformation, and
restoration.
There are also five sentencing options available to the offender:
fines and other monetary sanctions,
probation,
intermediate sanctions,
incarceration, and
death penalty.
One question we need to ask ourselves is, “do the five sentencing options fit into the

As a result, the monitoring of government spending and the reluctance of taxpayers to delegate funds for the benefit of offenders supports the consensus that crime policy must change. In step with the efforts to establish new sentencing guidelines, truth in sentencing initiatives, and the changing expectations of contemporary society, crime policy must evolve better, smarter, and faster. Garland cites Durkheim, who identified that “Complex societies need more organization, not less” (Garland, 2001, p. 101). Task Description: Describe the changes in the social structure that prompted the evolution of contemporary crime policy. What do you think has been most influential, and how?
