The U.S. government's expansive role in public policy is caught in a swirl of conflicting cross-currents. On the one hand, popular expectations about government's responsibility to solve problems often exceed the capacity of state and local authorities to respond effectively. On the other hand, policies developed at the national level may not sufficiently reflect the great diversity of interests across the U.S. to be effective at the local level. Moreover, the search for effective policy is further complicated by theoretical debates about the constitutional framework of federalism, e.g., what limits on national power can be derived from the Tenth Amendment?
A policy area in the middle of these cross-currents is elementary and secondary education – a subject traditionally under local control, with some oversight by the states. However, during the last four decades – especially since 2001 – the national government's role in education has grown significantly as a result of initiatives by Republican and Democratic administrations. Use the assigned resources to inform yourself about this role and the arguments of its supporters and critics.

The United States prides itself on being the first nation in modern history to adopt a democratic
constitution. Our government even tries to spread democracy to other countries. But, is the Unites States
really a democracy in the full sense of the word?
Write an essay that argues that the United States is not really a democracy. In doing so, emphasize non-
democratic practices, outcomes, and the inconsistencies of American politics.
Suggestions:
I encourage you to do some outside research. You are required to have at least one source which you find
through Jstor.org. However, it is entirely possible (though, much more difficult) to write an excellent
paper based primarily (not solely) on the readings you have already done for this class and on the lectures
(no need to cite lecture). The best papers would probably include sources/articles that provide evidence
for the counterargument (i.e. the US is a democracy).
A good starting point would be for you to look more closely at:
- Gerrymandering
- The Electoral College
- The Senate
- The intentions of the Founding Fathers
- Etc.

Reflect: The U.S. has one of the lowest voter turnout rates among modern democratic political systems. One study ranks the U.S. 120th on a list of 169 nations compared on voter turnout (Pintor, Gratschew, & Sullivan, 2002). During the last decade, many initiatives have been undertaken to increase voter participation, yet concerns about the possibility of election fraud have also increased. Additionally, some political interests feel threatened by the increase in turnout among some traditionally low-turnout ethnic minorities. Several states have recently passed legislation imposing new registration and identification requirements. This has sparked debate about whether these are tactics intended to suppress turnout or to prevent fraud. Think about the media’s role in the election process and how both mass media and social media can impact the election process.

The final project allows students to apply different frameworks of discourse analysis and stylistics on an authentic text of their choice.
Text
Analyzed text
should be
authentic
, i.e., not a figment of one’s imagination, but a record of an existent interaction

spoken or written, literary or non-literary, in Arabic or English.
Spoken text is to be transcribed, and the audio/video file containing the text is to be submitted along with the project for instructor review
. If the text is in Arabic, examples may be cited in Arabic, but all discussion of text is to be in English.
Discourse Analysis and Stylistics Perspectives
Discourse and stylistics perspectives are to be applied in a comprehensive and sophisticated manner. That is, indices are to be clearly highlighted, explanations of their relation to frameworks are to be explained, and connections with other aspects of discourse are to be made. Perspectives discussed in class include:

The cooperative principle (maxims, meta-discourse, flouting, violating, opting-out, implicatures)

Politeness (positive face, negative face, face-threatening acts, mitigating devices, politeness strategies)

Indexing gender in discourse

Read the “Stories of Change” section in Chapter 1 of the textbook that describes how companies such as Hewlett Packard, IBM, Kodak, and McDonald’s have addressed significant changes within their organizations.
Write a four to six (4-6) page paper in which you:
Using Kotter’s model, identify the three (3) most significant errors made out of all of the change stories presented and describe the ramifications of those mistakes.
Make at least one (1) recommendation for each change story that would have improved the effectiveness of the change process and explain why that recommendation would have altered the outcome of the change process.
Attribute a change image to the leading managers or directors in each change story and provide an explanation as to why that change image label is appropriate.
Recommend a different strategy for managing change in each of the one change stories presented and provide a justification for your recommended strategy.
Use at least three (3) quality academic resources in this assignment.
