This document summarizes research on a participatory budgeting pilot project with youth in Helsinki, Finland. The project aimed to involve 500 12-16 year old students. The researcher observed workshops and interviews participants. While some core participants found the process meaningful, many felt it did not meet ideals of participation like selection of participants, influence over outcomes, quality deliberation, and access to information. Participants in marginal positions remained on the sidelines with little influence. For participation to be truly inclusive, the skills and needs of youth must be considered over traditional methods that privilege certain socioeconomic backgrounds. Analyzing interactions could provide more insight into marginalized voices.
