2-day Workshop on IT Governance and Enterprise Architecture
A. Course Overview
This course provides a detailed view of IT Governance frameworks (ISO 38500, COBIT5, ISO TR 14639, etc)
and Enterprise Architecture (TOGAF, Zachman’s, FEAF, Gartner). It commences from where the 1-day high-
level workshop ends and guides the participants to the appropriate implementation of IT governance
(COBIT5) within their organization.
Target audience: chief executive officers, chief information officers, chief financial officers, IT managers,
planning officers, governance/risk/compliance officers
The course general objectives are the following:
1. Provide the context for the need for IT governance within organizations
2. Enumerate the various IT Governance frameworks presently available
3. Enumerate the various enterprise architecture methodologies available
4. Provide case studies on IT governance and EA adoption
5. Identify triggers and pain points that could be used to initiate an IT governance and EA intervention;
6. Enumerate the steps needed to implement IT governance and EA within the organization; and
7. Craft a detailed operational work plan for the adoption of IT Governance and enterprise architecture
in the organization.

Day 1: Introduction to IT Governance and Enterprise Architecture
I. Review of the high-level workshop output (COBIT5 Foundation)
II. What is COBIT5 Implementation? (overview of phases 1 to 7)
III. How to initiate COBIT5 within your organization
IV. How to conduct a COBIT5 self-assessment
V. How to sustain COBIT5 in the organization
Day 2:
I. Conducting COBIT5 Implementation Phase 1 (Where are we now?)
II. Workshop 1: choosing your pain points and your triggers
III. Workshop 2: choose your opportunities
IV. Workshop 3: My Organization’s Governance and EA roadmap
V. Workshop 4 Plenary: The One Thing

D. Recommendations
IT Governance and enterprise architecture are strategic activities and obtain best results if undertaken by the
leadership. While it is important that management and technical staff are at hand to understand how to
implement them, the key participation of the most accountable entities of the organization is paramount to
success.
I recommend a half-day Orientation to IT Governance for Board of Directors if time is limited. It would be most
effective if the DICT Secretary would be the one espousing and practicing good IT Governance. With the
increasing complexity of IT in the country, the DICT alone will be unable to manage all aspects -- it will be
served well by adopting a participatory all-inclusive approach that is guided by IT governance frameworks
such as COBIT5 and TOGAF.
There are several opportunities for this to happen:
1) DICT can participate actively in the National eHealth Governance Steering Committee. The Committee
adopted COBIT5 and continues to learn how the framework should be adopted for a complex program like
eHealth.
2) DICT can use the MITHI concept to enforce IT Governance. It can also constrain some degree of
enterprise architecture.
3) DICT will be credible to the other agencies if it also adopts COBIT5. Otherwise, the agencies will say DICT
is not sincere.
4) DOH is spearheading the ASEAN Shared eHealth Agenda when it is the Philippines's turn to host ASEAN.
This will be an opportunity for DICT to stand side-by-side with DOH, PhilHealth, UP Manila as they engage
their counterparts in Asia and show how we use IT Governance in our country.
