D2.1 Requirements for boosting community resilience in crisis situationCOMRADES project
COMRADES (Collective Platform for Community Resilience and Social Innovation during Crises, www.comrades-project.eu) aims to empower communities with intelligent socio-technical solutions to help them reconnect, respond to, and recover from crisis situations.
This deliverable reviews theories, conceptual frameworks, standards (e.g., BS 11200 and ISO 22320-2011) and indicators of community resilience. It analyses relevant use cases and reports of resilience around various type of crises.
These assessments enable the project team to present a definition of community resilience that is tailored specifically to the needs and aims of the COMRADES project, which focuses on the role of information and technology as a driver of community resilience.
The project’s stance to improve resilience can therefore be summarized by:
Continuously enhancing community resilience through ICT, instead of focusing on specific shocks or disruptive events.
Enabling a broad range of actors to acquire a relevant, consistent and coherent understanding of a stressing situation.
Empower decision makers and trigger community engagement on response and recovery efforts, including long-term mitigation and preparation.
The deliverable uses this definition and the project’s overall understanding of community resilience, as presented in the review sections, to specify initial design and functional requirements for adopting and integrating resilience procedures and methodologies into the COMRADES collective resilience platform. At the same time, we develop an evaluation framework that enables us to measure the contribution of the COMRADES resilience platform to building community resilience.
Finally, we outline three prototypical crisis scenarios that will enable the project development, test and evaluation. As such, the deliverable informs the design of the community workshops and interviews planned that will be conducted in T2.2 and T2.3, as well as the work of technology development, particularly in WP5.

The document provides an overview and evaluation of the Inter-Agency Common Feedback Project (CFP) in Nepal following the 2015 earthquake. The CFP aimed to collect and synthesize community feedback from multiple sources and share it with humanitarian stakeholders to shape the response. The evaluation found that the CFP was most successful at the operational and programmatic level, particularly at the district level. However, its influence on strategic decisions was limited due to delays in implementation and the CFP team's access to decision-makers. Overall, the CFP provided a valuable tool for stakeholders but could be strengthened by deeper analysis, access to additional data, and better integration into existing coordination structures and tools.
The document describes the dissemination and implementation plan for the SDI-EDU project. The plan outlines target groups including spatial planners and architects. It details a communication strategy involving a project website, workshops, publications, and networking. The exchanges aim to share solutions, experiences, and facilitate dissemination across the 19 I3S in Europe.
Case Study: Developing a truly integrated media measurement system in support...Arturo Romboli
In 2014, UNICEF’ Executive Director approved a new Global Communication and Public Advocacy Strategy (2014-2017) that is grounded in the organization’s fundamental conviction that all children have an equal right to survive, thrive and fulfil their potential – to the benefit of their societies and a more equitable world. To help translate that conviction into resources and action for children, UNICEF understood that it must build a more coordinated, consistent and cutting-edge global communication and public advocacy operation that both embraces and leads change. This is the first time UNICEF developed such an ambitious and global communication and public advocacy strategy. No one has done it before.

This deliverable presents all the dissemination and communication material produced by the ANDROMEDA consortium within the second period of the project, i.e. September 2020 – July 2021. Particularly, it outlines the material created for the promotion of the first workshop (Sept. 2020) as well as the final one (Jun. 2021) of ANDROMEDA. Also, other materials created within the aforementioned period are described. It should be noted that the material produced within the first period of the project has been reported in deliverable D7.2 Initial Dissemination Materials.
D.7.3 is a public deliverable of this project, part of WP7 and additionally includes information about the project and a short description of WP7 in order to ensure that no prior knowledge related to the project, the DoA and the other WP7 deliverables is requested from the reader. Overall, it is based on, and is consistent with the DoA and the GA, but is not a substitute for reading these documents.
Lastly, it should be mentioned that the project has received a six-month extension of its lifecycle due to the COVID-19 impact on project’s activities and thus the submission date of this deliverable has been altered from M15 (Nov. 2020) as it was foreseen in DoA to M23 (Jul. 2021).

The FLOOD-serv project aims to provide a complete solution for flood awareness, response, and education about flood risks. It will make information available transparently using mobile technologies to increase openness of ICT platforms. The project will develop a proactive, personalized citizen-centric tool to empower local community involvement in designing flood relief actions. An emergency management console will gather information from social media, visualize the emergency status through maps, and track actions to be executed.
