This document outlines a framework for developing local business ecosystems and community investment portfolios. It proposes mapping local assets and consumption patterns, developing business cases that serve local needs within value chains, and leveraging multiple forms of capital to launch and scale ecosystem businesses. The goal is for communities to invest their time, skills, relationships and other resources to create local jobs, meet local needs, and improve quality of life without relying on outside money.
