EXECUTIVE SUMMARY
Systel is pleased to provide the BJ’s Wholesale Club, Inc., a response to “Request for Proposal (RFP):
Information Technology Contractors,”

Systel understands that the BJ’s Wholesale Club, Inc. is seeking vendors to gather information from firms
providing IT contractors to evaluate and select a set of preferred partners.

We understand that the BJ’s Wholesale Club, Inc. intends to select firm(s) that shall provide support for the IT
Professional Services, augmenting the efforts of the State team. The firm(s) shall supply IT Professionals with
experience in various skill set and technologies.

In response to the requirements of this RFP, Systel shall be interested in providing the Agency with resources
for the above mentioned categories.

Systel feels that it is capable and has all the qualifications needed to provide IT Professional Services to the
BJ’s Wholesale Club, Inc. Our Professional IT Consultants includes but not limited to Project Management,
Business Analysts, Developers, Technical Writer, Enterprise Data Architect and DBA. Systel staffs functional
application specialists who can assist with the design and configuration of application functionality and
technical specialists who can assist with customizations, building interfaces to other systems and technical
troubleshooting. We also staff DBA’s who can perform a full range of technical services including performance
tuning, database administration, web and application server administration, installations and operating system
configuration.

Systel have performed similar tasks as requested under the scope of this RFP including but not limited to,
temporary staffing of IT Professionals with experience in various skill set and technologies.

Systel’s consultants on average have about 7-10 years of overall industry experience, with at least 3-5 years of
hands on experience working on various technologies with private and government agencies. Not only are our
resources at Systel technically qualified and much superior to resources available in the market today but also
our costs are significantly lower than the average provider of similar services.

Systel has been a world-class provider of IT consulting services to major companies throughout the world.
Systel's clients are blue chip companies and also value its relationship with clients, and strive to build long-

Systel has a standard job order receipt process in place .Systel ensures that the job order receipt process is in
line with the SLA’s which is in place between the client and Systel. This job order receipt process exceeds
customer’s expectation and also ensures customer satisfaction.

Systel has a standard process in place to match the client’s requirement and ensure all task and deliverables
are met in the expected time frame, which is in line with the work order contract.

Describe your resume submittal to selection process.
Systel follows a comprehensive procedure of testing each Candidate’s technical and educational qualifications
and in doing so we start with examining the Candidate’s aptitude for consulting opportunities and verify
information on his/her resume and preliminary judgments are made about the Candidate’s experience and
education as well as personal interests. After the initial interview a recommendation is made to management
regarding the Candidate’s viability, before he is put to a technical examination. Subsequently, a Project
Manager or a Senior Consultant from the same technical domain performs a technical interview to assess the
Candidate’s skill levels as well as verify information on the Candidate’s resume. Systel also uses a variety of
tools to evaluate the technical skills of our employment Candidates: Technical Preliminary Interview - Provides
telephone or face to face technical evaluation interviews with our Candidates and submits interview summaries
to our technical Recruiting Managers; Customized Tests - If a skill set is specific enough to warrant a
customized test, Systel may utilize written tests that incorporate client input; Automated/On-Line Testing
Services - Systel uses Online Skill Inventory And Analysis Tests, and Computer Based Testing to evaluate
potential Candidates skills and experience levels.
Systel painstakingly verifies and screens its Candidates, delivering razor sharp focus to meet individual needs.
Systel verifies all levels of education included on an application. A minimum of a Bachelors degree is required
of all eligible Candidates. Systel also requires the verification of personal and professional references on all
new employees. Systel verifies the three previous employers or past five year’s employment. As an eligibility
criterion for all employees, our Candidates must successfully pass a pre-assignment forensic drug test
(Urinalysis) within the 30 days prior to the beginning of an assignment. In the event of test failure, the
individual is not offered employment. A check for felony and misdemeanor criminal convictions shall be

conducted in all Counties of State(s) where the employee has resided, has been employed, or attended school

Describe your on-boarding process once a candidate is selected.

       Assignment Orientation & Right to Work Confirmation –

       Before being assigned to a particular Client, Systel ensures that there is an appropriate fit between the
       Client and the employment Candidate. Therefore, if a Candidate is being considered for a particular
       assignment, Systel provides overview of the assignment that address considerations such as dress
       code, vacation, work hours, on-call requirements, etc. If any aspect of the assignment is not palatable
       to the employment Candidate, that individual is not submitted for Client consideration. At the time of
       employment application, Systel verifies Citizenship or Permanent Residency, or Workers Visa status,
       and maintains verification of employability as required by the U.S. Department of Justice through Form
       I-9. In the event that H-1B Visa sponsorship is required and the applicant is selected for employment,
       Systel’s internal legal counsel pursues sponsorship through the appropriate regulatory bodies.

Once a candidate is selected and confirmed, the Purchase order or the sales order from the client is in place.
The reporting process and the joining formalities is done from the client’s end and the confirmation is been
accepted by the Company.

What reports are generated on a regular basis to gauge the performance of the individual
contractors and the overall health of the account?
We ensure total quality deliverance through continuous service monitoring and review aimed at evaluating the
measures of standardized performance; consultant’s ability to meet critical organizational deadlines; client
satisfaction levels; and efforts of continuous improvements. The following paragraphs describe the quality
processes we have in place to support our services.

Weekly Status Meetings - The Account Manager participates in weekly status meetings with the recruiting
staff. The goal of the meeting is to discuss and develop recruiting strategies for new requirements, and to
review the status of existing requirements.

Monthly Account Review - Additionally, the AVP of Sales and EVP - Sales meets with the Account Manager
(s) on a monthly basis to review account activities. Topics include: filled orders, unfilled orders, open orders,
anticipated orders, trend analysis, and skill requirements.

Recruiting Process - The consultants we provide our clients ultimately reflect our quality of services. Our
structured recruiting and staffing process ensures the quality of new consultants joining the firm.

Professional Development Plans – Systel’s control mechanisms include monitoring and interacting with the
consultant during the first month of employment. Professional development plans are established for each
consultant in addition to timely performance reviews and evaluations to insure that compensation, training,
and assignments are in line with the consultant's goals.

Process and policy for replacing Consultants
Systel guarantees the quality of its consultants on all its projects. If the client is unhappy or unsatisfied, for
any reason, with the existing team member and requests for replacement, the replacements are usually done
in two to three (2-3) business days with skills/expertise equal to or exceeding to the one provided earlier,
subject to the availability of the required skill set on the bench. Also, if any of these candidates represented
above become unavailable dues to the time gap between now until project award, Systel will replace these
resources with equal or better quality resource than the one provided earlier within the time allocated.

EXECUTIVE SUMMARY Systel is pleased to provide the BJ’s Wholesale Club, Inc., a response to “Request for Proposal (RFP): Information Technology Contractors,” Systel understands that the BJ’s Wholesale Club, Inc. is seeking vendors to gather information from firms providing IT contractors to evaluate and select a set of preferred partners. We understand that the BJ’s Wholesale Club, Inc. intends to select firm(s) that shall provide support for the IT Professional Services, augmenting the efforts of the State team. The firm(s) shall supply IT Professionals with experience in various skill set and technologies. In response to the requirements of this RFP, Systel shall be interested in providing the Agency with resources for the above mentioned categories. Systel feels that it is capable and has all the qualifications needed to provide IT Professional Services to the BJ’s Wholesale Club, Inc. Our Professional IT Consultants includes but not limited to Project Management, Business Analysts, Developers, Technical Writer, Enterprise Data Architect and DBA. Systel staffs functional application specialists who can assist with the design and configuration of application functionality and technical specialists who can assist with customizations, building interfaces to other systems and technical troubleshooting. We also staff DBA’s who can perform a full range of technical services including performance tuning, database administration, web and application server administration, installations and operating system configuration. Systel have performed similar tasks as requested under the scope of this RFP including but not limited to, temporary staffing of IT Professionals with experience in various skill set and technologies. Systel’s consultants on average have about 7-10 years of overall industry experience, with at least 3-5 years of hands on experience working on various technologies with private and government agencies. Not only are our resources at Systel technically qualified and much superior to resources available in the market today but also our costs are significantly lower than the average provider of similar services. Systel has been a world-class provider of IT consulting services to major companies throughout the world.
