Introduction
The National Environment Policy provides an
overarching framework for addressing the
environmental issues facing- Pakistan
It also gives directions for addressing the cross
sectoral issue
The National Environment Policy aims to protect,
conserve and restore Pakistan’s environment in
order to improve the quality of life of the citizens
through sustainable development.

Objectives
 Conservation, restoration and efficient management of environmental
resources.
 Integration of environmental considerations in policy making and
planning processes.
 Capacity building of government agencies and other stakeholders at
all levels for better environmental management.
 Meeting international obligations effectively in line with the national
aspirations.
 Creation of a demand for environment through mass awareness and
community mobilization

Energy Efficiency and Renewables
• Encourage use of waste resources for energy production.
• Promote renewable forms of energy (wind, solar, bio-gas etc.) at all levels.
• Give preferential status and tax incentives to energy efficient domestic products and
imports.
• Make the Building Energy Code as part of the Building Code of Pakistan.
• Establish energy resource and information centers in provinces
Agriculture and Livestock
• Promote organic farming.
• Prevent soil degradation and restore and improve degraded lands.
• Promote integrated pest management and discourage indiscriminate use of agrochemicals.
• Encourage ecologically compatible cropping systems.
• Integrate environment into population policies, promote eco-friendly
planning strategies.
• Address population growth with awareness, guide migration to smaller
towns, and ensure equitable access to resources.

• Include poverty and environment issues in economic plans, allocate more
funds for local efforts, improve community-level environmental
management, and provide the poor with access to eco-friendly
technologies

CROSS SECTORALGUIDELINES
• Integrate environmental health and healthcare waste management into
medical training and enforce occupational safety rules in healthcare
facilities.
• Mandate safe water and sanitation in public institutions like hospitals,
schools, and promote grassroots information on preventive healthcare.

• Collect gender-specific environmental data, involve women in projects,
and address issues like indoor air pollution and water access.
• Integrate gender into policies and education programs for a holistic
approach to environmental initiatives
Gender and Environment
• Develop and implement a natural disaster management strategy.
• Establish- disaster management institutions at the Federal and Provincial
levels
Natural Disaster Management
• Certify both public and private environmental labs and promote ISO
14000 series certification.
• Build organizational capacity in areas like ISO certification, technology
transfer, and sector-specific research on environmental impacts of tariffs
and subsidies

POLICY INSTRUMENTS
Integration of environment into development planning
Integrate environment into sectoral policies, enforce EIA regulations, include environmental agencies in
decision-making, promote Strategic Environmental Assessment, and integrate environmental accounting
nationally.
Legislation and Regulatory Framework
Enforce existing environmental laws, develop operational rules at various levels, and revise or enact
legislation as needed for effective implementation.
Capacity Development
• Strengthen institutions at all levels with resources for effective policy implementation and establish a
national environmental information system.
• Implement comprehensive training programs, integrate environmental education, identify and fund
research priorities, and reinforce relevant research and development institutions
Economic and Market Based Instruments
• Promote environmental fiscal reforms, remove trade barriers for clean technologies, and provide incentives
for compliance through reduced tariffs, tax concessions, and awards.
• Operationalize sustainable development funds, encourage environmental accounting, and offer financial
support for waste management systems, clean technology adoption, and green business opportunities
Public-Private-Civil Society Partnership
 Encourage government partnerships with private sector and civil society for effective environmental
management.
 Promote public-private collaborations for enhanced environmental services and include participatory
approaches in environmental education
