be, butratherwhatBenjamin Netanyahu thoughtitwould be, isreminiscent of other
shocks generatedby American peaceplanseversincethe 1960s.
Thetruthissimpler. Regardless of whetherthereis a Democrator a Republican in the
White House, theUnitedStatesbecame a distinctly pro-Israel worldpowerafterthe
1967 war. It has no intention of being a "balanced mediator" whenit comes
totheconflictwiththePalestinians.

theArabworldhavefrightenedmanyaverageIsraelis. But Netanyahu and Ehud Barak,
allies of the final takeover of the West Bank, knowverywellthat U.S. policy has
notchanged. Itdoesn'ttake a geniustoreadtheworkingpapers of past prime ministers.
Theprevailingattitude of all U.S. administrationswasdraftedby Henry Morgenthau,
and waslaterupdatedby Kenneth Waltz. One line guidedall of them - Dennis Ross,
Martin Indyk, George Mitchell - essentially, thatanypossiblesettlementmust match
the positions of thestrongerparty.
ThisishowtheAmericansabandonedtherefugeeissue, and

spread. Afterall, occupationmakesIsraelisricher. Whyopposeit?

Rabinfailedto do afterthemassacrebythelastimport, Baruch Goldstein -
touproottheJewishsettlement in Hebron - willnothappennoweither. Shvut Rachel,

Howto do whatneedsto be done? Surely, notthroughthe rules drafted back in the
1970s, when "we" were in power and "they" weretheopposition. Thesettlers are in
power. TheShinBetsecurityservice and Obama willnotfightthem.
