4. Early career
• Worked with Herbert Hoover in Commission
for Polish Relief
• Became director of American Red Cross
• Conducted food surveys with Herbert Hoover
in 38 countries for 76 days.

• Founded UNICEF with Hoover
• Aimed to help children of “ex-enemy countries” combat famine
• Consulted secretariats of FAO, WHO to aid governments in
programmes complementing milk distribution and the search for
other manufactured protein sources
• Conducted nutrition surveys
• Conducted training for personnel to carry out programmes
alleviating famines in developing countries.
• Encouraged milk consumption and found ways to solve the
problems of milk handling in tropical countries by distributing:
– Buffalo milk
– Milk of vegetable origin
