Texas Legislative Update Presentation by Robert Pinhero of TANO

The Ethics Commission is requesting additional resources for fiscal year 2015 to address a significant increase in their workload. Specifically, they are requesting:
1) Reallocating an Investigator II position to an Investigator IV position to attract a more experienced investigator.
2) Creating and filling an Associate Executive Director and Legal Counsel position to help share legal, policy, and administrative responsibilities.
3) Filling an open Associate Legal Counsel position to aid with both legal and investigative work given the over 400% increase in complaints investigated in recent years without adequate increases to staffing resources.
OIP letter to governor
The Office of Information Practices has received an appeal from a reporter regarding the Office of the Governor's denial of a request for communications between the Governor's Office and the Judicial Selection Commission. The letter references a prior OIP opinion indicating that such records, including applicant summaries provided to the Governor by the Commission, should be disclosed under the Uniform Information Practices Act. The Governor's Office is asked to provide the records or additional justification for withholding them within 10 days.
Ab 138 support
This document provides an action alert to support bill AB 138, which would require California area agencies on aging to use the Elder Economic Security Index for planning senior services and resources. Letters of support are needed by Wednesday, August 3rd to the Senate Appropriations Committee and key contacts. AB 138 would help agencies better allocate staff and funds to low-income seniors by using a more accurate planning tool than the current Federal Poverty Guidelines. 9.2.15 Boulder Ballot Issues 300 & 301
The Boulder Tomorrow Board opposes Boulder Ballot Questions 300 & 301. This would create 60+ effective HOAs that could stifle the city's evolution. Question 301 requires new development to offset costs of additional services, but over 200 fees are already in place and new development paid $70M in 2014. The vague language would lead to lawsuits and exorbitant new fees that could stop all building.

Audit of the Honolulu Police Department’s Policies, Procedures, and Controls
The audit objectives were to:
1. Evaluate the effectiveness of HPD’s existing policies, procedures, and controls to identify and respond to complaints or incidents concerning misconduct, retaliation, favoritism, and abuses of power by its management and employees;
2. Evaluate the effectiveness of HPD's management control environment and practices to correct errors and prevent any misconduct, retaliation, favoritism, and abuses of power by its
management and employees; and
3. Make recommendations to improve HPD’s policies, procedures, and controls to minimize and avoid future managerial and operational breakdowns caused by similar misconduct.
2019 Use of Force Annual Report HPD
The report summarizes use of force incidents by the Honolulu Police Department in 2019. There were 2,354 reported incidents, an increase from 2018. Physical confrontation techniques were used most often (53% of applications). The most common types of incidents requiring force were simple assault (13.4%), mental health cases (13.2%), and miscellaneous public cases (6.7%). Most incidents occurred on Mondays and Saturdays between midnight and 1:59am and involved males aged 34 on average, with the largest proportion being Native Hawaiian/Pacific Islanders (34.5%).

Its mission is to increase the capacity of Hawaii's health department and providers to eliminate disparities and improve quality of life. OHA Data Request

OHA Analysis by Akina
The CLA audit of OHA from 2012-2016 found significant issues in OHA's procurement processes and identified $7.8 million across 32 transactions as potentially fraudulent, wasteful, or abusive. The audit found 85% of transactions reviewed contained issues of noncompliance with policies and laws, while 17% (32 transactions) were flagged as "red flags". Common issues included missing procurement documents, lack of evidence that contractors delivered on obligations, and contracts incorrectly classified as exempt from competitive bidding.
