Mr. Kugler has 28 years of experience in archeology working individually and
as part of a team. His positions have included Field Director, Site Excavation
Director, Crew Chief, Field Technician, and Archeological Construction Monitor
on cultural resource inventory, archeological site significance assessment,
archeological data recovery, and construction projects. His experience includes
work in Arizona, Arkansas, California, Colorado, Idaho, Kansas, Louisiana,
Mississippi, Missouri, New Mexico, Oklahoma, Oregon, and Texas. He has
supervised the work of two assistant crew chiefs and as many as 15 field
technicians including training Native American crews with little to no
archeological experience on a variety of projects. He is proficient in crew time
management in order to meet a variety of project requirements.
Relevant Project Experience:
Oklahoma Department of Transportation (ODOT 2012-Present): Numerous
Phase I cultural resources surveys for county roads and state highways have
been completed in 22 Oklahoma counties: Atoka, Bryan, Caddo, Cimarron,
Coal, Craig, Creek, Garvin, Grady, Love, Major, Mayes, McIntosh, Muskogee,
Nowata, Oklahoma, Osage, Ottawa, Pittsburg, Rogers, Tulsa, and Washington.
Projects ranged from single bridge replacement projects to 10 miles of
roadway improvements involving numerous bridge and culvert replacements.
Texas Department of Transportation (TxDOT 2007-2013): Multiple projects
have been completed for TxDOT in five Texas counties: data recovery
excavations at a Late to Transitional Archaic site in northwestern Harrison
County (41HS973); archeological assessment of a Late Archaic site (41CV387)
for a bridge replacement near Mother Neff State Park in Coryell County;
archeological assessment of 13 sites (Archaic and Middle to Late Caddo) along
a proposed ROW corridor on the west edge of Mt. Pleasant in Titus County;
data recovery within an existing ROW corridor at Mission Santa Cruz de San
Saba (41MN23) in Menard County; and data recovery excavations and artifact
processing at (41AN38), a Middle Caddo habitation site in Anderson County.
Other Regional, Municipal, and Private Development Infrastructure Projects
(1990-2013): Assisted with the inventory of 1000 acres on the Crescent Hill
Development project in Comal County, TX. Supervised the inventory of the
39.7 mile long local Agua Para los Vecinos Regional Water Systems
Improvements project in eastern San Juan County, NM. Assisted with the
inventory of numerous water line and sewer line improvement projects on the
Navajo Reservation in Apache and Navajo County, AZ. Assisted with the
inventory of a regional 20 mile long water pipeline in Roberts County, TX for
the Canadian River Valley Authority. Assisted with the inventory of parts of
the Pantex Plant in Carson and Potter County, TX. Assisted with the inventory
of a low income housing development in Bernalillo County, NM
