The state food and supplies
departmentwilltakestrong
action against ration deal-
ers in case they violate the
NationalFoodSecurityAct,
Mr Jyotipriya Mallick, the
state minister for food and
supplies said today.
Mr Mallick said that if
any ration dealer shorts
anybeneficiaryof thequan-
tity of PDS foodgrain he or
she is entitled to, the deal-
erwouldbepenalised.“Such
dealers may face fine and
jail,” he said.
TheNationalFoodSecu-
rity Act is being imple-
mented from today in the
state.
Mr Mallick said the Act
will be completely imple-
mentedinalldistrictsby30
September.
Aseriesof meetingswill
be held in each district to
inform the district level
officials regarding the Act
andessentialstepsforimple-
menting it. The first meet-
ing was held in Hooghly
twodaysago,inwhichsenior
officialsfromthestatefood
and supplies department
anddistrictlevelofficialspar-
ticipated.
“It was the first meeting
in South Bengal where we
havediscussedhowtoensure
proper implementation of
theNationalFoodSecurity
Act and expedite the pro-
cedure of distributing the
digitalrationcards,”saida
senior official of the state
food and supplies depart-
ment.
Economicallybackward
people will get 35 kilogram
of foodgrain(rice,wheatand
flour) each month through
the public distribution ser-
vice.
Rice will be given at Rs
3 per kilogram and wheat
willbegivenatRs2perkilo-
gram.
The official said that
beneficiariesunderthisAct
can lodge complaints with
thedistrictgrievancecellif
they are cheated by ration
dealers.
The activities of the
ration dealers will be mon-
itored. All complaints
regardingmalpracticeswill
be inquired into by senior
officials of the food and
supplies department.
Mr Mallick claimed the
Centre is slashing the
kerosene oil quota for the
state every month. He said
thestategovernmentistry-
ing to provide kerosene oil
to people through the PDS
despite all difficulties.

statepolicehavedemanded
payment of pending allo-
wances, even as chief min-
ister Mamata Banerjee
announced an increase in
their wages.
MissBanerjeeyesterday
announced a hike in their
remunerationfromRs2,800
to 5,500 per month, 14 days
leaveinayearand10percent
reservation in the post of
home guards.
“Our payments are at
least three to four months
behind. Miss Banerjee
shouldfirstarrangefordis-
bursing our pending
allowances,”saidMrSanjay
Poria, West Bengal Civic
Police Association presi-
dent.
The association had
lodgedacomplaintwiththe
InternationalLabourOrgan-
isation last year following
which Centre had sought a
report from the state gov-
ernment.
“We are happy with the
announcement but we feel
thatithasbeenmadeinview
of theelections.Ourwages
are being delayed due to
financial constraint of the
government. How is it pos-
sible to pay the enhanced
wages? Moreover, it would
have been much better had
our services been regu-
larised,” said Mr Poria. In
the past one year around
10,000 volunteers had been
left jobless, he added.
The Civic Police Volun-
teer Force, also known as
‘GreenPolice’,wasraisedby
theKolkataMunicipalCor-
porationin2008toassistthe
Kolkata Police in traffic
management.Lateron,the
state government appoint-
ed around 1.30 lakh civic
policeoncontractualbasis.
Apartfromassistingtraf-
fic police, civic police per-
sonnel have been attached
to different police stations.
The government has
recently redesignated the
civic police volunteers as
civic volunteers.

Reportsthatsupplyof piped
drinkingwatertoNewTown,
Rajarhat, will begin by the
end of the year have been
greeted with scepticism by
the area's residents.
MrSomnathMukherjee,
who has been staying in
the area for the past decade
said: “It would be good to
have piped water that is
free of arsenic contamina-
tion but when we will get it
isaverybigquestion.”Sim-
ilar doubts were expressed
by Mrs Subhadra Chowd-
hury,aseniorbankofficial.
She said: "When we moved
in, we did not know that we
willnotgetfilteredwater.In
the past one decade we had
to buy drinking water. We
didnotdrinkthewaterthat
is available because of
arsenic contamination.”
Theapprehensionof the
residents is not without
basis.Aseniorofficialof the
state Public Health Engi-
neering department said
thatitwouldtakealongtime
to provide filtered water to
individual premises as
pipelines would have to be
laidfromthefiltrationplant
to individual premises. “It
takesseveralmonthsseveral
monthstosetupawatersup-
plysysteminanytownship
and so supplying filtered
waterbytheendof thisyear
is a dream. However, the
schememaystartinasmall
way,” he said.
According to the gov-
ernment'splans,unfiltered
water from river Hooghly
will be lifted from Deben-
drabalaghatnearChitpore
and then taken by a 6-feet
diameter underground
pipeline over a distance of
20.3kilometrestoRajarhat,
whereitwillbetreatedand
suppliedtohomes.Theesti-
mated cost of the project is
Rs450crore.Itwillbeborne
by the Housing and Infra-
structureDevelopmentCor-
poration (Hidco).
A senior official of the
state Public Health Engi-
neering department said
laying of the underground
pipeline over a distance of
10.5 km has been complet-
edandworkisnowontolay
the remaining 9.8 km. The
capacity of the project will
be 20 million gallons of
water per day (mgd), and
later it will be upgraded to
100mgd.TheerstwhileLeft

CHILD LABOUR IN THE AGE GROUP OF FIVE TO NINE HAS INCREASED BY 37 PER CENT

Child labour in the age
group of five to nine years
has increased by 37 per
cent in the country,
according to a recent
Child Rights and You
(CRY) report.
The rate of decline in
child labour, overall, over
the last decade, based on
census figures, is a dismal
2.2% per year, the report
also notes. “Given this
pace, it would take more
than a century to take the
existing working children
out of the labour force.
Over a crore children con-
tinue to be a part of the
workforce.” said Komal
Ganotra, Director, Policy
and Research, CRY. Every
11th child in India is a
child labourer.
In fact, there has been
a whopping rise of child
labour in the age group of
five to nine years in the
urban areas, as revealed
by the study. The number
of working boys grew by
154 per cent whereas the
number of working girls
grew by 240 per cent in the
age group of five to nine
in the urban areas. West
Bengal also fares badly in
this context. There has
been a rise of 337 per cent
in child labour amongst
girls and 335 per cent rise
amongst boys in the cate-
gory of employment that
lasts less than six months,
in the urban areas. Main
workers, or children who
work for more than six
months, have also
increased by 24 per cent
for boys and 61 per cent
for girls in the age group
of five to nine years in the
last decade in West Ben-
gal.Child labour has
increased by 53 per cent in
the urban areas over the
last decade despite several
campaigns against child
labour in the urban areas.
Ms Ganotra said that
despite the fact that
enforcement machinery is
based in the urban areas,
the scenario in the urban
areas is grim. She attrib-
uted the increase of child
labour in the urban areas
to increased migration. A
majority of the child
labourers, however, are
based in rural areas and
three out of four children
are involved with agricul-
ture or in household
industries.
South 24-Parganas,
Kolkata, North 24-Par-
ganas, Burdwan and West
Midnapore are the five
districts with highest
number of working chil-
dren. United Nations Chil-
dren's Fund (UNICEF)
also reported that West
Bengal accounts for five
lakh fifty two thousand
child labourers. As per
National Child Labour
Project (NCLP) data, 59026
inspections were done
nationally in 2012 out of
which only 435 cases res-
ulted in convictions.
The magnitude of child
labour in India is grave
and all legislations, poli-
cies and enforcement
machinery related to chil-
dren should take into cog-
nizance the enormity of
the issue, said Ms
Ganotra.

collecting parking fees if
theyarefoundviolatingthe
terms of their contracts.
Seniorcivicofficialssaid
thattheagencieswereoften
found allowing parking of
vehicles horizontal to the
kerb,floutingthestipulation
of parkingvehiclesparallel
to the kerb. The additional
money thus collected was
divided among the police,
political parties and park-
ing agencies. The police
even does not book cars
whentheyareparkedonthe
pavement.Asaresult,KMC
islosingrevenuetothetune
of lakhsof rupees.Todiscuss
these issues a meeting was
heldinNabannaonTuesday.
It was attended by mayor
SovanChatterjee,Debashis
Kumar(member,mayor-in-
council in charge of parks,
squares and parking) and
commissioner of police
Surajit Kar Purakayastha.
ItwasdecidedthatKMC
would issue show-cause
notice to the agencies col-
lecting parking fees and
evencanceltheirallotment
if theywerefoundtobeflout-
ingthetermsandconditions
of the contract.
The agencies collecting
parking fees are divided
intofourcategoriesdepend-
ing on their experience.
Agencieswithmorethan20
years' experience belong to
Acategorywhilethosehav-
ingexperienceof morethan
10yearsbutlessthan20years
belong to B category.
Thosewithmorethanfive
yearsbutlessthan10years'
experience belong to C cat-
egory and those with less
than 5 years' experience
belong to D category.
There are nine coopera-
tivesthatmanage4,849cars
while those belonging to B,
C and D categories manage
633,886and384carsrespec-
tively.

A45-year-oldmandiedafter
falling from Nazrul Setu at
Kidderpore while attempt-
ing a stunt when the two
arms of the collapsible
bridge opened to let a ship
to pass at around 1 a.m.
today.
Police said the victim,
RajkumarDas,aresidentof
Karl Marx Sarani and an
employee of Kolkata Port
Trust, was an alcoholic
and had run up on to the
bridge after seeing it was
opening up.
Police suspect that he
attempted the stunt
thinking it would not be a
difficult feat to jump from
onearmof thebridgetothe
other.
Butthefeatprovedfatal-
ly difficult for him because
he misjudged the distance
betweenthetwoarmsafter
they opened.
He lost balance and fell
right to the bottom of the
bridge receiving severe
injuries.
The state fire and emer-
gencyservicesdepartment
was contacted as it was not
possibleforthepoliceonduty
at the spot to rescue the
man on their own.
The state fire
department officers from
Kolkata Port rushed to the
spotandrecoveredtheman.
He was declared brought
dead when taken to SSKM
Hospital.
Apoliceofficersaidthat
themanhadrunupontothe
arm on the eastern side
when the on-duty police-
menwerecheckingvehicles
at the other end of the
bridge.

SNS ADMISSION RESUMES AT SCOTTISH CHURCH COLLEGE CHILD LABOUR IN THE AGE GROUP OF FIVE TO NINE HAS INCREASED BY 37 PER CENT STATESMAN NEWS SERVICE Kolkata, 1 July Child labour in the age group of five to nine years has increased by 37 per cent in the country, according to a recent Child Rights and You (CRY) report. The rate of decline in child labour, overall, over the last decade, based on census figures, is a dismal 2.2% per year, the report also notes. “Given this pace, it would take more than a century to take the existing working children out of the labour force. Over a crore children con- tinue to be a part of the workforce.” said Komal Ganotra, Director, Policy and Research, CRY. Every 11th child in India is a child labourer. In fact, there has been a whopping rise of child labour in the age group of five to nine years in the urban areas, as revealed by the study. The number of working boys grew by 154 per cent whereas the number of working girls grew by 240 per cent in the age group of five to nine in the urban areas. West Bengal also fares badly in this context. There has been a rise of 337 per cent in child labour amongst girls and 335 per cent rise amongst boys in the cate- gory of employment that lasts less than six months, in the urban areas. Main workers, or children who work for more than six months, have also increased by 24 per cent for boys and 61 per cent for girls in the age group of five to nine years in the last decade in West Ben- gal.Child labour has increased by 53 per cent in the urban areas over the last decade despite several campaigns against child labour in the urban areas. Ms Ganotra said that despite the fact that enforcement machinery is based in the urban areas, the scenario in the urban areas is grim. She attrib- uted the increase of child labour in the urban areas to increased migration. A majority of the child labourers, however, are based in rural areas and three out of four children are involved with agricul- ture or in household industries. South 24-Parganas, Kolkata, North 24-Par- ganas, Burdwan and West Midnapore are the five districts with highest number of working chil- dren. United Nations Chil- dren's Fund (UNICEF) also reported that West Bengal accounts for five lakh fifty two thousand child labourers. As per National Child Labour Project (NCLP) data, 59026 inspections were done nationally in 2012 out of which only 435 cases res- ulted in convictions. The magnitude of child labour in India is grave and all legislations, poli- cies and enforcement machinery related to chil- dren should take into cog- nizance the enormity of the issue, said Ms Ganotra.
