Democratic politics according to theorists like Robert Dahl and Hofmeister and Garbow require certain conditions to function properly. These conditions include citizens having effective participation, equal voting rights, and control over the political agenda. Politics also require social organizations to represent citizen interests to political institutions, as well as institutions to discuss, decide and implement proposals to organize society. Citizens must also actively participate with ideas and demands, and contribute to political institutions.
