This document proposes a 4-step solution to youth unemployment in Romania. The steps include: 1) establishing career counseling offices in schools, 2) providing counseling in unemployment agencies to help match job seekers to opportunities, 3) motivating unemployed youth to actively seek jobs matching their skills, and 4) creating business incubators to help unemployed youth start their own businesses. If implemented in 3 small towns as a pilot, it aims to help 180 youth get jobs and 18 start new businesses over 3 months through improved counseling and guidance. The overall goal is to reduce Romania's high youth unemployment rate in a sustainable way.
