Cellar is the semantic database of EU law containing 1.5 billion triples of data. It has public interfaces for accessing the data including RSS, RESTful, and SPARQL. Two examples are provided of using SPARQL queries on Cellar: one lists African countries and the number of related EU laws per year, and the other lists laws currently in force that are related to the Eurovoc concept of climate change.

The European Library provides access to the collections of European national libraries through a central portal. It began as a feasibility study in 2001-2004 involving 8 pilot libraries. Since 2004, it has operated as a service, allowing users to search across the collections of participating national libraries. Currently over 15 libraries participate, providing access to over 500,000 digitized objects and 11 million records. The portal uses SRU/Z39.50 protocols to query libraries' databases and presents integrated search results to users through a single interface. Participating libraries benefit from increased visibility and opportunities for new users to discover their collections.

Europeana is a digital platform that aggregates over 30 million cultural heritage objects from various European institutions. It aims to make this content openly accessible online through its website, apps, and APIs. The Europeana Data Model was created to better structure metadata and link objects to related entities and multilingual descriptions. Europeana seeks to facilitate reuse of this content through its linked open data approach and by distinguishing between rights for metadata and digital objects. It also works on innovations like semantic search and annotation to help users discover and interact with the cultural heritage materials.

The Linked Open Data (LOD) movement is constantly gaining worldwide acceptance. In this paper we describe how LOD is generated in the case of digital repositories that contain bibliographic information, adopting international standards. The available options and respective choices are presented and justified while we also provide a technical description, the methodology we followed, the possibilities and difficulties in the way, and the respective benefits and drawbacks. Detailed examples are provided regarding the implementation and query capabilities, and the paper concludes after a discussion over the results and the challenges associated with our approach, and our most important observations and future plans.EXPath: the packaging system and the webapp framework

These frameworks must offer the ability to produce exploitable XML content by web users - without technical skills – and must be simple enough to lower the barrier entry cost for developers. This is particularly true for a low-budget class of applications that we call Small Data applications. This article presents Oppidum, a lightweight open source framework to build web applications relying on a RESTful approach, sustained by intuitive authoring facilities to populate an XML database. This is illustrated with a simple application created for editing this article on the web.

Scientists are looking for ways to leverage web 2.0 technologies in the research laboratory and as a consequence a number of approaches to web-based electronic notebooks are being evaluated. In this presentation I discuss the Eureka Research Workbench, an electronic laboratory notebook built on semantic technology and XML. Using this approach the context of the information recorded in the laboratory can be captured and searched along with the data itself. A discussion of the current system is presented along with the next planned development of the framework and long-term plans relative to linked open data. Presented at the 246th American Chemical Society Meeting in Indianapolis, IN, USA on September 12th, 2013.
FAIRDOM - FAIR Asset management and sharing experiences in Systems and Synthe...
Over the past 5 years we have seen a change in expectations for the management of all the outcomes of research – that is the “assets” of data, models, codes, SOPs and so forth. Don’t stop reading. Data management isn’t likely to win anyone a Nobel prize. But publications should be supported and accompanied by data, methods, procedures, etc. to assure reproducibility of results. Funding agencies expect data (and increasingly software) management retention and access plans as part of the proposal process for projects to be funded. Journals are raising their expectations of the availability of data and codes for pre- and post- publication. The multi-component, multi-disciplinary nature of Systems Biology demands the interlinking and exchange of assets and the systematic recording
of metadata for their interpretation.
The FAIR Guiding Principles for scientific data management and stewardship (http://www.nature.com/articles/sdata201618) has been an effective rallying-cry for EU and USA Research Infrastructures. FAIRDOM (Findable, Accessible, Interoperable, Reusable Data, Operations and Models) Initiative has 8 years of experience of asset sharing and data infrastructure ranging across European programmes (SysMO and EraSysAPP ERANets), national initiatives (de.NBI, German Virtual Liver Network, UK SynBio centres) and PI's labs. It aims to support Systems and Synthetic Biology researchers with data and model management, with an emphasis on standards smuggled in by stealth and sensitivity to asset sharing and credit anxiety.
This talk will use the FAIRDOM Initiative to discuss the FAIR management of data, SOPs, and models for Sys Bio, highlighting the challenges of and approaches to sharing, credit, citation and asset infrastructures in practice. I'll also highlight recent experiments in affecting sharing using behavioural interventions.

Over time, Knowledge Organization Systems such as thesauri and classifications undergo lots of changes, as the knowledge domains evolve. Most SKOS publishers therefore put a version tag on their vocabularies. With the vocabularies interwoven in the open web of data, however, different versions may be the base for references in other datasets. So, updates by "third parties" are required, in indexing data as well as in mappings from or to other vocabularies. Yet answers to simple user questions such as "What's new?" or "What has changed?" are not easily obtainable. Best practices and shared standards for communicating changes precisely and making them (machine-) actionable still have to emerge. STW Thesaurus for Economics currently is subject to a series of major revisions. In a case study we review the amount and the types of changes in this process, and demonstrate how versioning in general and difficult types of changes such as the abandonment of descriptors in particular are handled. Furthermore, a method to get a tight grip on the changes, based on SPARQL queries over named graphs, is presented. And finally, the skos-history activity is introduced, which aims at the development of an ontology/application profile and best practices to describe SKOS versions and changes.

Metadata for web ontologies and rules: current practices and perspectives
The Semantic Web contains a number of di erent knowledge artifacts, including OWL ontologies, RIF rule sets and RDF datasets. E fective exchange and management of these artifacts demand the use of metadata and prompt availability of accurate reference documentation. In this paper, we analyze the current practices in metadata usage for OWL ontologies, and we propose a vocabulary for annotating RIF rules. We also introduce a software tool {Parrot{ that exploits these annotations and produces reference documentation for combinations of ontologies and rules.

New report offers sobering view of the energy transition
Every year the Statistical Review of World Energy offers a behemoth of data on the state of the global energy market. This year’s findings highlight the world’s insatiable demand for energy and the need to speed up the pace of decarbonisation.
Here are our four main takeaways from this year’s report:
Fossil fuel consumption — and emissions — are at record highs
Countries burnt record amounts of oil and coal last year, sending global fossil fuel consumption and emissions to all-time highs, the Energy Institute reported. Oil demand grew 2.6 per cent, surpassing 100mn barrels per day for the first time.
Meanwhile, the share of fossil fuels in the energy mix declined slightly by half a percentage point, but still made up more than 81 per cent of consumption.

STW Thesaurus for Economics currently is subject to a series of major revisions. In a case study we review the amount and the types of changes in this process, and demonstrate how versioning in general and difficult types of changes such as the abandonment of descriptors in particular are handled. Furthermore, a method to get a tight grip on the changes, based on SPARQL queries over named graphs, is presented. And finally, the skos-history activity is introduced, which aims at the development of an ontology/application profile and best practices to describe SKOS versions and changes.

E fective exchange and management of these artifacts demand the use of metadata and prompt availability of accurate reference documentation. In this paper, we analyze the current practices in metadata usage for OWL ontologies, and we propose a vocabulary for annotating RIF rules. We also introduce a software tool {Parrot{ that exploits these annotations and produces reference documentation for combinations of ontologies and rules.

New report offers sobering view of the energy transition
Every year the Statistical Review of World Energy offers a behemoth of data on the state of the global energy market. This year’s findings highlight the world’s insatiable demand for energy and the need to speed up the pace of decarbonisation.
Here are our four main takeaways from this year’s report:
Fossil fuel consumption — and emissions — are at record highs
Countries burnt record amounts of oil and coal last year, sending global fossil fuel consumption and emissions to all-time highs, the Energy Institute reported. Oil demand grew 2.6 per cent, surpassing 100mn barrels per day for the first time.
Meanwhile, the share of fossil fuels in the energy mix declined slightly by half a percentage point, but still made up more than 81 per cent of consumption.
