This document details allegations of felony embezzlement of state funds by the California Correctional Peace Officers Association (CCPOA) dating back to 1989. It is claimed that an overtime calculation sheet negotiated between CCPOA and the state was illegal and resulted in millions being stolen from taxpayers by providing correctional employees extra paid time off and overtime payments. The document estimates that over $86 million may have been embezzled over the years according to the calculations provided, and potential fines could total over $1 billion if claims were found to be fraudulent. The whistleblower also alleges facing threats and evidence destruction after reporting the potential embezzlement.
This document summarizes felony embezzlement and fraudulent overtime claims totaling over $78 million by California Department of Corrections personnel between 1989 and 2002. It alleges that a fraudulent overtime calculation sheet was used to pay corrections officers for shifts they did not work, and that over 49,000 fraudulent payroll records were submitted as a result. It also claims the author faced threats and harassment for reporting the issue, including being poisoned with amphetamines in 1999. Potential damages from fines and penalties for the alleged fraudulent claims are estimated at over $1.1 billion.

Through research of real music magazines, the media product uses common conventions like a red masthead in the corner, images of artists looking mysterious, and short catchy cover lines in red. Some conventions are developed, like using white in the font of the cover lines for better contrast. The double page text molds around an artist's picture and uses a consistent color palette of red, white, and black. The strapline is typical for the genre but looks worn and urban to reflect the music's origins.

Though both of the following are estimated based on ALL personnel have achieved "Range - M" as I did, the maximum
potential State Funds stolen through DELIBERATE FELONY EMBEZZLMENT as a result of this "INNOCENT" calculation
sheet, it does NOT include Funds paid WHEN a Correctional Fire Captain is MANDATED to work a second Over-Time shift in
the same FLSA Cycle BEFORE he/she works 13 per year, it should be very clear the TRUE DAMAGE this has caused YOU!!!

My life was threatened on Day 3 of employment upon the IMMEDIATE discovery of said FELONY EMBEZZLEMENT
authored by Patrick Robert Mitchell of Hanford and David Christopher Dixon of Madera who created/presented said
"FLSA Overtime Calculation Sheet" deceptively as "COMPLIANT" thru CCPOA to the State of California. In April 1999 I
was FELONY poisoned w/ Amphetamines by Chris Dixon but said EVIDENCE of eight (8) items of evidence: #1 thru #4)
FOUR (4) CONFIRMED Amphetamine tablets; #5) 32 ounce cup; #6) Straw; #7) Lid; and #8) one (1) ounce orange juice.
"Chain of Custody" of evidence was documented w/ the Watch Commander and Investigative Lieutenant
yet Department of Justice in Sacramento CONFIRMED only two (2) items: #1) 'Tic-Tac' mint FORCIBLY JAMMED in
bottom of a #2) Straw. No record of any evidence AND ALL records of six (6) months of SEXUAL HARASSMENT and
SEVERE HOSTILE WORK ENVIRONMENT complaints against Patrick Mitchell and Christopher Dixon were DESTROYED
with NO records maintained in any file at Avenal State Prison. My State appointed Psychologist was forced to
remand his DEMAND I IMMEDIATELY relocate me AND my family for our SAFETY. ALL Evidence was FELONY DESTROYED
IN THE NAME OF MAINTAINING THE STATUS QUO - THE LAW SUIT AGAINST THE STATE WAS MORE THAN INTEGRITY!
