The document summarizes local governance in the Philippines, including its legal framework and administrative structure. It discusses how local government units (LGUs) were decentralized through the 1991 Local Government Code. The code devolved basic services like health, social services, environmental management, agriculture, and infrastructure to LGUs. It also outlines the country's four-level system of LGUs comprising regions, provinces, cities, municipalities, and barangays.
This document provides an overview of key concepts in understanding and managing public organizations. It discusses that while public and private organizations share similarities, public organizations differ in important ways due to their unique political and social contexts. Specifically, it outlines a framework for analyzing organizations, including their goals and values, leadership and strategy, structures and processes, environments, tasks and technology, and the people within them. It also notes the ongoing debate around improving public management and the need for continued research integrating knowledge from diverse fields to better understand both the similarities and differences between public and private organizations.
This document discusses the historical background of position classification and compensation schemes in local government units (LGUs) in the Philippines. It describes the laws and policies that have established guidelines for LGUs to classify positions and set salaries, including Presidential Decree 1136, Republic Act 6758, Republic Act 7160, and Administrative Order 42. It also outlines the position classification scheme that LGUs use which is based on duties, responsibilities, and salary grades determined by laws and regulations.
This chapter discusses organizational goals and effectiveness in public organizations. It covers different models that have been used to assess effectiveness, including goal models, resource models, and stakeholder satisfaction models. The chapter notes that goals in public organizations tend to be more vague than in private firms. It also discusses challenges in measuring effectiveness, such as conflicting goals and the difficulty converting goals into measurable outcomes. Finally, it addresses issues with comparing public and private sector effectiveness.
