youth.
• Worked collaboratively to develop theory of change and identify
outcomes and indicators that could measure progress.
• Challenges:
• Each nonprofit only worked on some indicators/outcomes,
and there was not an easily identifiable ‘path’ for outcome
achievement.
• The nonprofits worked with different youth at different ages in
different geographic areas with different risk/need levels.
