This document provides an overview of several key labor market data sources and tools available from the Pennsylvania Center for Workforce Information & Analysis (CWIA) for use by CareerLink business services teams:
1) The Pennsylvania Employers Database allows users to search for employers by location, size, and targeted industry for outreach.
2) Help Wanted Online measures online job postings and provides lists of in-demand occupations and employers at the state and local level.
3) New Hires Real Time data shows where and in which industries hiring is currently occurring within 30 days of the close of a quarter.

In this paper the authors present an integrated framework that could help stimulate an
organisation to become data-driven by enabling it to construct its own Data-Driven Business Model (DDBM) in coordination with the six fundamental questions for a data-driven business. There are a series of implications that may be particularly helpful to companies already leveraging ‘big data’ for their businesses or planning to do so. By utilising the blueprint an existing business is able to follow a step-by-step process to construct its own DDBM centred around the business’ own desired outcomes, organisation dynamics, resources, skills and the business sector within which it sits. Furthermore, an existing business can identify, within its own organisation, the most common inhibitors to constructing and implementing an effective DDBM and plan to mitigate these accordingly. Within the DDBM-Innovation Blueprint inhibitors are colour-coded and ranked from severe (red) to minor (green). This system of inhibitor ranking represents the frequency and severity of inhibitor, as perceived by 41 strategy and data-oriented elite interviewees.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.
Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

• Job Spidering allows job seekers to review thousands of online jobs from
dozens of web sites in one location
• Different from HWOL; rather than counting and grouping, Job Spidering allows
the searcher to apply for the job
• Located on www.paworkstats.state.pa.us and is free to the public for use
• HWOL data and New Hires data can be used to identify where the demand
exists, and can help guide Job Spidering employer searches.

language
• Assigned an Occupation Code (SOC), an Industry Code (NAICS), and
an employer if possible; and searchable by geographic area
• CWIA recommends using the Top 25 (or more) Employer job spidering
search feature to find employers for outreach
• Input Targeted Industry Codes into Advanced Search by employer
industry or do searches in conjunction with our many other labor market
information products for focused employer searches
• Job Spidering Micro Data is being distributed (upon request) to:
• LWIBs for trend analysis
