(MPCs) and Final Planning Conferences (FPC) for successful planning and execution of
experimentation.
• Successfully completed Operational Analysis Facilitation Training courses. Facilitation training

Experience Summary
Candace Hetzer is an associate (Feb 2010-present) currently working as an experimentation analyst serving
in the Operational Experimentation Branch to provide analysis to Allied Command Transformation (ACT)
Experimentation. Mrs. Hetzer is currently the lead analyst for the Multinational Capability Development
Campaign (MCDC) Countering Autonomous systems capabilities (CUAxS) across the NATO nations.
Previous work included analysis support to the Schriever Wargaming effort of Assured Access to the
Global Commons, analysis support to the limited objective experiment (LOE) to assess Strategic
Communication capabilities of NATO in Libya operations as well as lead analyst for the Space Domain
effort in the Multinational project series. Mrs. Hetzer received a prestigious letter of appreciation award
from Admiral Pottenger for her efforts and outstanding achievements which led to the successful
experiment results for NATO. Mrs. Hetzer has also led the analysis on the Operational Logistics Chain
Management Exercise (OLCM) and both phases of the NATO Information Management Exercise for
NATO Headquarters. Previous work at JFCOM included assisting in Developing the Joint Capabilities
Document (JCD), the USJFCOM J8 Standard Operating Procedure (SOP). She began research on the C2
Capability Delivery Increment (CDI) metrics and Program Objective Memorandum 2013 (POM -13)
Mission Analysis. She actively participated in all areas relating to the C2 CPM Implementation Plan (IP)
as a project analyst and Integrated Product Team (IPT) member. The (IP) Plan included extensive research
of information sharing forums and tools which included Multi-National Experiment 6 (MNE 6), Inter-
agency and Multi-national Information Sharing Architecture and Solutions (IMISAS), Multi-National
Mission Partners (MNMP), Joint Theatre Expeditionary C3 for Afghan Mission Network (JTE C3 AMN)
as well as data gathering and comparison on APAN, HARMONIEWEB and CIMICIWEB; and JFCOM
Virtual Command and Control Analysis Tool Suite Analyst/project lead (including assessment of system
capability, data base assessment, and metrics development).
Booz Allen Hamilton-2010 to Present
(April 2011-present) Candace Hetzer, an associate with Booz Allen’s Decision Analytics (DA) team, is
an operational analyst serving in the Operational Experimentation Branch in support of Allied Command
Transformation (ACT) predominately to support Multi-national Experiments. Current roles are to provide
analytical support to experimentation projects and benefit efforts for NATO’s future capability. As an
analyst team member she contributes to planning of experiments and quality control procedures and
coordinating efforts with other ACT and contract support.

Campaign (MCDC) Countering Autonomous systems Disruptive Technology Assessment Game

(February 2010- April 2011) Mrs. Hetzer previously filled the position of analyst in support of the J82
Future Planning and Operations branch. J82 supports the USJFCOM Joint Capability Development
Directorate (J8) by integrating, synchronizing and coordinating DoD C2 requirements and portfolio
investments using the DoD decision support processes: Joint Capabilities Integration System (JCIDS),
Programming, Planning, Budgeting and Execution (PPBE), and Defense Acquisition System (DAS). Mrs.
Hetzer provided data gathering and analysis of C2 capabilities, based on operational need, risk and cost, to
ensure investments in C2 align to Department strategic priorities and C2 capability requirements. Her
team’s analysis provided recommendations for current and future capability development to include
solution development and experimentation. In summary, Mrs. Hetzer provided data gathering and analysis
in support of the warfighter to help meet present and future C2 needs of the joint force.
Previous to Booz Allen Hamilton
As a Functional Systems Analyst for Preferred Systems Solutions (January 2009- January 2010) Mrs.
Hetzer assisted the Army (surface deployment and distribution command) in processing ocean carrier
logistics services for the Defense Transportation System Management Reform Memorandum Program
(MRM-15) Mrs. Hetzer provided research and analysis of CONUS/OCONUS Government movements to
ensure accurate, timely data to assist in the effort to achieve Total Asset Visibility.
