Executive Summary
I possess vast experience in program and project management with a track record of success on
programs and projects with varying levels of complexity. I have a history of gathering
stakeholders’ requirements and implementing the requirements to achieve stakeholders’ desired
product(s). I hold a lengthy and successful history of monitoring program cost, schedule, and
technical capabilities daily to immediately identify risks and/or opportunities as they arise, and to
develop plans to avoid or minimize risks and/or achieve or maximize opportunities. I raise
risks/opportunities to stakeholders with a suggested plan of action as soon as possible. I have
exceptional briefing and presentation skills to inform stakeholder(s) of program status and
address any issue(s), tailored to each stakeholder’s needs. During my thirteen years as a
Program Manager with the Intelligence Community (IC) specifically the CIA and the NRO, I
routinely prepared documents and presentations, as well as, briefed senior IC leadership on
programs I managed. In addition to Program Management, I preformed Independent
Verification and Validation (IV&V) for thirteen years on different programs with varying
degrees of complexity depending on the program, such as preforming IV&V on a low
complexity project that exploits cellular data prior final acceptance by the government; as well as
leading a team of thirty people performing IV&V on a Geospatial Satellites from delivery to
launch and initiation. I led remediation team(s) to address and correct testing deficiencies for
eight years on programs that ranged from low to very high complexity levels, that I was the
Program Manager or on the IV&V team as a leader or member.

in integrating a node of the Director of National Intelligence’s (DNI) and the CIA’s
Commercial Cloud System (C2S) for the Intelligence Community (IC) at a NRO ground
station facility (GSF) for the IC cloud designed by Amazon. I started and led a
remediation team to address deficient completion date that improved schedule
completion date.
o This development will allow greater collaboration and sharing of data within the
IC and allow the IC to make timelier and more accurate intelligence decisions.
o My actions as the PM saved the government $1.1M and prevented major delays.
Performed IV&V for the many different stakeholder’s requirements at the Federal, State,
Local, DNI, CIA, NRO, Customer, User, Department of Army to maintain all necessary
requirements are met when all stakeholders requirements are combined for the
AWS/C2S/IC node at ADFE.
Represented senior NRO management at C2S’s milestone control gates.
o I ensured NRO’s equities were represented at these milestone control gates.
Provided technical representation and management for a contract competition for a new
system engineering and integration (SE&I) services contract for the NRO’s GSFs.
o This will allow for more efficient and innovative SE&I services for the NRO.
Provided program management, system engineering, system integration, IV&V testing,
and leadership over a team of twenty personal for the delivery activities to launch and
initialization (L&I) activities for image intelligence satellites.
o The IV&V team discovered a flaw in the ground components and network that
would have delayed L&I. This discovery allowed for the ground components
and network to be addressed before L&I saving $1M to $3M per day if L&I were
delayed from its schedule date.
Provided program management, system engineering, system integration, and leadership
over fifteen personal for the communications & information technology portfolio and the
facilities portfolio at a NRO GSF.
o The team(s)’ actions ensured continuation of daily operations at a NRO GSF.

security (NS) decisions.
Initialized, authored, and technically managed an indefinite delivery/indefinite quantity
contract with a seven year period of performance and $125M value for systems utilizing
cellular technology.

o These tests were used to verify functionality of each system prior to deployment,
once deployed the systems provided valuable intelligence and NS data.
Lead a team of five in system integration and testing for systems utilizing cellular
