Applied Analysis has been asked by the Las Vegas Chamber of Commerce to examine various aspects of Nevada’s system of elementary and secondary education in public schools (“K-12”). Among the relevant issues is student achievement, as measured by various forms of testing required under federal and state laws. Although the vigorous debate over student achievement has been widely publicized in general terms, the labyrinth of reporting requirements and testing instruments is not well understood outside the K-12 education community. The ongoing controversy among educators as to the usefulness and accuracy of various tests in measuring desired skills and abilities is not treated here. Rather, this paper simply provides some recent historical background for today’s continuing interest in student proficiency at both state and federal levels, a brief description of several of the tests prominently discussed in Nevada today, and, where available, comparisons among states and among Nevada school districts.

The primary goal of educators in every public school and district across the country has always been to provide a solid educational foundation for all students. Such a foundation is key to students' eventual success in higher education, the workforce, and, in a broader sense, their adult lives as citizens and heads of their own families. In recent years, however, school success has increasingly come to be measured by results on standardized assessments, and the public expectation is that all children should meet state-established standards.
Thousands of schools and districts are grappling with the need to significantly, and rapidly, raise student achievement as measured by high stakes assessments. They are looking for answers— a roadmap — to guide their improvement efforts. Their efforts to improve might also go more smoothly if they are better prepared for "speed bumps" experienced by other districts. School districts can have a profound and positive impact on school improvement efforts. But many of them will have to make substantial changes in the way they do business.
A substantial number of studies have been conducted over nearly three decades to identify factors describing individual schools that have defied the odds by accomplishing high levels of achievement while serving significant numbers of children from low-income or minority families. But until recently little research has focused on school districts as the locus for improvement efforts.
For information about efforts to improve larger systems, educators often turned to research done in the corporate world. Perhaps the most famous of these studies was conducted by Peters and Waterman, who studied companies that ranked high on six measures of long-term financial health. The study contributed to a revolution in many American businesses that responded to the findings describing several characteristics of successful companies. Among Peters' and Waterman's key findings were that the high-performing corporations:
- were "close to their customers" and listened to what customers or clients said about their products and services;
- had a "bias for action"—they tried new ways of doing things, then tried other alternatives if necessary; and
- shifted responsibility for improving quality to the "workers" themselves — those dealing directly with clients and customers.
The Fifth Discipline, by Peter Senge, is another work that was originally written for the corporate world that has had substantial impact on education. In particular, his concept of the learning organization translated well to the understanding that schools had of themselves. However, the primary theme in his book — the importance of taking a systems view — was overlooked by many.

Case Study Essay
The practice referred to as “tracking” started as a response to the incursion of immigrant
children joining America’s schools in the early 20th century. To provide efficient education to
these immigrants who arrived in large population, it was significant to sort the children into
various tracks based on their past performance or ability. As stated by a school reformer called
Ellwood P. Cubberley in 1909, “Our city schools will soon be compelled to abandon the
exceedingly democratic idea that all are equal and our community devoid of classes… and start a
specialization of educational effort along numerous lines.” The process of sorting children into
different tracks was made easy by IQ test and standardized achievement tests.
In the early days of tracking, high school students and junior high students were given
assignments to evaluate them academically, and through vocational tracks. At the extreme, many
students received grooming to prepare them for college and others were being prepared to enter
trades such as secretarial work and plumbing. In the mid-century, many schools had mastered
some form of tracking. Presently, the extreme form of tracking has diminished because
policymaker, political players, and educators hold the fear that America is almost losing its
competitive edge (Burris & Garrity, 2008). This compelled educators to ensure that all the
students are grilled to have access to a rigorous academic curriculum. Politicians and states
passed minimum graduation standards that demanded that students must take a particular number
of courses in core subjects such as Mathematics, English, Science and Social studies. Later on,
during 1983, A Nation at Risk report made a recommendation that tougher standards are set and
in the ensuing two decades, the percentage of students taking four years of each academic
subject escalated profoundly.

With laying emphasis on preparing all the students for college, tracking plays an
important role of grouping students by ability within subjects. In every subject, students must be
assigned to advance, basic and regular courses depending on their performance. For example,
students in advanced track may opt to pursue pre-calculus as juniors in high school and calculus
as seniors, while students in basic tracks must take as far as geometry or algebra II. The
development of Advanced Placement courses is one example of the manner in which tracking
has become a long-standing groundwork.
It is noteworthy that the amount of fluidity and the methods by which students are
assigned tracks within a particular tracking system varies depending on the school’s mission.

This Dissertation explores the particular circumstances of Mirzapur, a region located in the
core of India. Mirzapur, with its varied terrains and abundant biodiversity, offers an optimal
environment for investigating the changes in vegetation cover dynamics. Our study utilizes
advanced technologies such as GIS (Geographic Information Systems) and Remote sensing to
analyze the transformations that have taken place over the course of a decade.
The complex relationship between human activities and the environment has been the focus
of extensive research and worry. As the global community grapples with swift urbanization,
population expansion, and economic progress, the effects on natural ecosystems are becoming
more evident. A crucial element of this impact is the alteration of vegetation cover, which plays a
significant role in maintaining the ecological equilibrium of our planet.Land serves as the foundation for all human activities and provides the necessary materials for
these activities. As the most crucial natural resource, its utilization by humans results in different
'Land uses,' which are determined by both human activities and the physical characteristics of the
land.
The utilization of land is impacted by human needs and environmental factors. In countries
like India, rapid population growth and the emphasis on extensive resource exploitation can lead
to significant land degradation, adversely affecting the region's land cover.
Therefore, human intervention has significantly influenced land use patterns over many
centuries, evolving its structure over time and space. In the present era, these changes have
accelerated due to factors such as agriculture and urbanization. Information regarding land use and
cover is essential for various planning and management tasks related to the Earth's surface,
providing crucial environmental data for scientific, resource management, policy purposes, and
diverse human activities.
Accurate understanding of land use and cover is imperative for the development planning
of any area. Consequently, a wide range of professionals, including earth system scientists, land
and water managers, and urban planners, are interested in obtaining data on land use and cover
changes, conversion trends, and other related patterns. The spatial dimensions of land use and
cover support policymakers and scientists in making well-informed decisions, as alterations in
these patterns indicate shifts in economic and social conditions. Monitoring such changes with the
help of Advanced technologies like Remote Sensing and Geographic Information Systems is
