Facilities Superintendent to add depth and control to the high-dollar/high-volume procurements necessary to build
and maintain facilities throughout the public school system. supervised three (3) buyer/contract administrators and
one clerical support person. I was tasked to establish procedures, boilerplate language, and guidelines to be
implemented for facility construction, improvement, and continued maintenance, all compliant with Florida State
Statute. Implementation of these changes in the contracts solicitation and award procedures were executed
successfully. I provided training and daily guidance to employees and acted as a member of the facilities senior
management board. I also worked closely with the school district’s small and disadvantaged business utilization
specialist, and lead execution of the first total set-aside procurement in the realm of recurring facilities services

border and in the Caribbean. All contracts-level activity was hands-on. I managed a staff of subcontracts/purchasing
personnel. The TARS contract included both fixed-price and cost-plus elements; it also included support for the U.S.

Cape Canaveral Air Station. My hands-on experience with subcontracts was focused on large dollar cost-plus
subcontracts to support the PGOC. In addition to all phases of subcontract solicitation and administration, I supervised
purchasing, accounting and administrative staff. As a manager, I dealt with supervision of buyers for all automated
data system acquisitions (services, equipment, maintenance, etc.), as well as all off-the-shelf equipment and supplies.

Responsible for cradle-to-grave solicitation, award and administration of contracts, including all types of contracts; purchase and delivery orders; blanket purchasing and memorandum agreements; indefinite delivery/indefinite quantity (IDIQ) and requirements contracts. Contracting/acquisition activity included services (both personal and non- personal), systems, equipment, supplies, maintenance, and provisions to support U.S. Navy and U.S. Marine Corps operations (both fleet and air). This experience included both domestic and international requirements. During my tenure, I served as both a technical lead and trainer for contracting personnel, and I held a Contracting Officer’s warrant (signature authority). My efforts in this position included key-man participation in pilot efforts for “paperless” procurement, electronic requisitioning, and remote/electronic procurement initiatives to support backlogged activities worldwide. Training opportunities here were extensive; I completed the full complement of college-level DOD Contracts Acquisition Management courses.

    December 1982 -October 1984, Contracts Administrator, U.S. Air Force, Columbus AFB, Mississippi. In this base-level contracting office, I was assigned to all phases of proposal solicitation and contract administration for a wide array of service, construction and utilities contracts. My actions here included contracts executed under provisions of both the Defense Acquisition Regulation (DAR) and the Federal Acquisition Regulation (FAR). I was responsible for training all Quality Assurance Evaluators and Contracting Officer’s Technical Representatives (QAEs/COTRs) at this Air Force base. Additionally, my contract administration responsibilities in this position included application of contractor performance random sampling adjustments, as well as multiple steps in the contractor correction/termination process. ACCOMPLISHMENTS AND QUALIFICATIONS -- More than 25 years of experience in all phases of contracting and subcontracting, beginning with solicitation of proposals and source selection, through contract award and administration, to closure and settlement of claims. -- More than 7 years of supervisory experience. -- Fifteen (15) + years of Federal Government contracts, subcontracts, and purchasing experience, with multiple Federal agencies (including U.S. Air Force, U.S. Navy, U.S. Army, EPA, NASA and USIA). I held a Contracting Officer warrant with the U.S. Navy. -- Expansive experience with all types of contracts; purchase, delivery and task orders (PO/DO/TOs); blanket ordering, joint venture, and memorandum agreements; (both fixed-price and cost-type) for services, design, construction, systems, equipment, maintenance and supplies. -- Comprehensive negotiation experience, from both sides of the bargaining table. -- Proficient price and cost analysis skills. -- Instrumental in developing procurement/contracting policies and procedures, including design and implementation of a local purchasing procedure for acquisition of routine requirements at remote sites. -- Piloted design and implementation of multiple electronic solicitation and contract management systems. -- Broad vendor/supplier selection, development, management and subcontract plan reporting experience, including tenure as a Small Business Liaison Officer with associated reporting responsibilities. -- Extensive risk management experience, including insurance, bonds, assignments, claims, teaming and non- disclosure agreements. -- Substantial project experience, including departmental, intracompany, and intercom any teaming initiatives. -- Established training programs for subordinates and peers at multiple skills levels, including development of training materials and execution of instruction. -- Excellent communications and interpersonal skills; extensive presentation and public-speaking experience. -- Computer/data systems proficiency with multiple commercial and custom software packages, in PC, network and mainframe environments. -- Comprehensive specialized training, including the full complement of college level Department of Defense Contract Management courses and a litany of Karras LTD negotiation training as well.
