This report, Job Creation and Local Economic Development 2023: Bridging the Great Green Divide, provides novel evidence on those risks and opportunities across regions in 30 OECD countries. It examines the geography of green-task and polluting jobs and examines the impact of the green transition on gender and socioeconomic inequality by identifying the characteristics of workers in those jobs. Furthermore, the report tracks the progress regions have made in greening their labour market over the past decade. The report provides actionable policy recommendations that can help deliver a green and just transition. It looks at past and other ongoing labour market transitions and identifies local success drivers that can help communities prepare for and manage the impact of the green transition. Global events encourage external investment, boost tourism, grow trade, raise the profile of places and bring communities together. They can be used to galvanise commitment to policy priorities and accelerate investment. Fully leveraging the benefits of global events, however, requires significant long-term planning and well-designed monitoring and evaluation frameworks.

These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures.

OECD Launch Toolkit to Measure Well-being in Mining regions - 26 January 2023OECDregions
Andres Sanabria, an Economist and Policy analyst of the Rural Development Unit at the OECD, presented a PowerPoint on the performance of OECD mining regions in different areas of well-being as compared to non-mining regions. The presentation also included a draft paper for publication that analyzed various dimensions of well-being, such as the share of young population, death rates, GHG emissions, and inclusion of women in the workforce. Sanabria discussed the toolkit of mining well-being, which is a web tool of universal access that allows users to compare and monitor well-being (social, economic, and environmental dimensions) across OECD mining regions.
In addition to the toolkit, the presentation highlighted case studies that provide regional-specific recommendations and support for regions and cities to implement better regional development policies. It also mentioned events and peer-review activities that enable knowledge sharing, advocacy, and dialogue between the public and private sectors and local communities on better policies to enhance regional productivity and well-being. The presentation included a timeline of past and future activities of the initiative.
Sanabria noted that the green transition will further increase the global demand for raw materials and that countries are increasingly prioritizing the strategic autonomy on minerals due to their high concentration. The transition also implies structural changes in some mining economies. Mining is concentrated in certain regions, which shapes regional development, and the presentation discussed some of the megatrends impacting mining regions and cities.
The toolkit is intended for governments, academia, the private sector, and communities and promotes knowledge sharing among regions to identify mining regions in OECD countries and understand well-being standards in mining regions. Its goal is to provide a common methodology and understanding of the strengths and challenges of mining regions to monitor their economic, social, and environmental performance.

The Global State of National Urban Policy 2021 report reviews the NUPs of 162 countries across the world. Building on the first edition launched in 2018, the report takes stock and rovides analysis of form, scope, and stage of development of NUP for policymakers and urban professionals. As such, this global monitoring aims to unpack how and in what forms NUPs have been developed, implemented and assessed globally.
The report assists national governments in advancing NUP processes, especially in improving links with Agenda 2030 for Sustainable Development and the New Urban Agenda, and mainstreaming climate action into NUP. The report is a collaborative project of the OECD, UN-Habitat and Cities Alliance, and an outcome of the National Urban Policy Programme, a global partnership launched in 2016 at the Habitat III Conference.

Despite competition concerns over the increasing dominance of global corporations, many argue that productivity spillovers from multinationals to domestic firms justify pro-FDI policies. For the first time, we use firm-to-firm transaction data in a developed country to examine the impact of forming a new relationship with a multinational, and find a TFP increase of about 8% three or more years after the event. However, we also document that starting to supply other “superstar firms” such as those who heavily export or are very large also increases performance by similar amounts, even if the superstar is a non-multinational. Placebos on starting relationships with smaller firms and novel identification strategies relying solely on demand shocks to superstar firms support a causal interpretation. In addition to productivity spillovers, we document the transmission of “relationship capabilities” and “dating agency” effects as the increase in new buyers is particularly strong within the superstar firm’s existing network. These results suggest an important role for raising productivity through the supply chains of superstar firms regardless of their multinational status.

In Canada, there is limited analysis on industry locations at the neighbourhood level; location and co-location of industries have been assessed primarily at the regional scale which results in an information gap for businesses. Recent evidence suggests that businesses do not just choose a city for their location, they choose specific business districts within a metropolitan area. Recent improvements in the geolocation of business microdata allow to address the information gap. This work, undertaken as part of the Business Data Lab and in collaboration with the Canadian Chamber of Commerce, is a first attempt to map industry locations at the neighbourhood level in major metropolitan areas of Canada. Using establishment-level microdata from the Business Register, we apply spatial kernel density estimations to identify neighbourhoods with high employment/revenue density for selected industries (2-digit NAICS) and industry clusters (grouping of 6-digits NAICS). The geographic delineation of business districts within metropolitan areas is the first step in understanding the evolution of industry location and co-location over time, and assessing local business dynamics at the neighbourhood level. Ultimately, these business districts can be analyzed in combination with additional data sources (e.g., mobility and road traffic) to derive further economic insights.

Leveraging the Horizon 2020-database covering the 2014-20 programming period, which encompasses data on approximately 35,000 funded projects involving nearly 180,000 partners, the paper explores the participation of rural firms and organisations in the broader European research framework. By integrating the urban-rural classification of NUTS 3 regions, the research addresses key questions concerning the involvement of rural regions in Horizon 2020 projects, the structural differences in projects with and without rural participation, and the dynamics of urban-rural collaboration in research. The study further aims to identify potential clusters of rural innovation hubs across Europe and assess spatial disparities.

The U.S. economy is continuing its impressive recovery from the COVID-19 pandemic and not slowing down despite re-occurring bumps. The U.S. savings rate reached its highest ever recorded level at 34% in April 2020 and Americans seem ready to spend. The sectors that had been hurt the most by the pandemic specifically reduced consumer spending, like retail, leisure, hospitality, and travel, are now experiencing massive growth in revenue and job openings.
Could this growth lead to a “Roaring Twenties”? As quickly as the U.S. economy contracted, experiencing a 9.1% drop in economic output relative to the business cycle in Q2 2020, the largest in recorded history, it has rebounded beyond expectations. This surprising growth seems to be fueled by the U.S. government’s aggressive fiscal and monetary policies, and an increase in consumer spending as mobility restrictions are lifted. Unemployment rates between June 2020 and June 2021 decreased by 5.2%, while the demand for labor is increasing, coupled with increasing wages to incentivize Americans to rejoin the labor force. Schools and businesses are expected to fully reopen soon. In parallel, vaccination rates across the country and the world continue to rise, with full vaccination rates of 50% and 14.8% respectively.
However, it is not completely smooth sailing from here. According to M Capital Group, the main risks that threaten the continued growth of the U.S. economy are inflation, unsettled trade relations, and another wave of Covid-19 mutations that could shut down the world again. Have we learned from the past year of COVID-19 and adapted our economy accordingly?
“In order for the U.S. economy to continue growing, whether there is another wave or not, the U.S. needs to focus on diversifying supply chains, supporting business investment, and maintaining consumer spending,” says Grace Feeley, a research analyst at M Capital Group.
While the economic indicators are positive, the risks are coming closer to manifesting and threatening such growth.
