The United States Coast Guard Auxiliary (USCGAUX) is the uniformed auxiliary service of the United States Coast Guard (USCG). The Auxiliary exists to support all USCG missions except roles that require "direct" law enforcement or military engagement. As of 2019, there were approximately 22,000 members of the U.S. Coast Guard Auxiliary.

Our articles highlight part of the broad base of Auxiliary activities and special training programs available to our approximately 24,000 Auxiliary members. These activities and training opportunities are an ongoing crucial part of the mission goal of being America’s Volunteer Guardians.
During these critical mission times impacted by the COVID-19 pandemic, which has temporarily sequestered non-critical/non-essential group activities, we can still participate in producing publications, internet flotilla and fellowship meetings, plus online learning and training activities. Importantly, we can stay active and relevant in supporting our missions’ preparedness for when we all return to our essential duties and service..In this Q-2 issue, we start with Auxiliary patrol coxswain and crew qualifications in a diagrammed graphic design format created by our Layout/Design Editor. We continue to be current and emphasize health and wellness of our Auxiliary members as they perform physically demanding activities such as Auxiliary patrol crew by including an AUXFITNESS instructional article on doing pre-patrol stretches. There are inserts about the Auxiliary and the programs we participate in, photojournalism, and USCG history items reflecting our efforts to cover a broad base of topics including a new series, “Why I joined the Auxiliary”.
We strive for geodiversity in our articles to illuminate the national diversity of our Auxiliary membership and missions. Our goal as Editor and Layout Editor is to make our contributors’ work shine and communicate with impact. Our door is always open to new and intriguing articles from around the country and globe that tell the story of the USCG Auxiliary in serving our communities, and participation with the United States Coast Guard as members of Team Coast Guard.

With the Navigator Express’ 2020 first quarter issue, we start the issue with Everything AUXAIR in a diagramed graphic design format created by our Navigator Express Layout/Design Editor Andrew Niquette. This technique will be applied to articles about our Auxiliary specialties using this creative informative format. Next the history of Air Station San Francisco as it transitioned from fixed wing aircraft to an all Helicopter station using currently the M 65-D Dolphin Helicopters in high visibility safety orange. There is an article with tips on aerial photography from a fixed wing Cessna 172 similar to many owned and flown by AUXAIR aviation specialists and used by qualified AUXAIR crews and observers, as well as a platform for AUXPA photographers. We end our AUXAIR feature theme with the amazing interview story of and by Cmdr. “Bill” Burns, Jet Jock to AUXAIR Crew Trainee.We continue with new features and changes in the issue in layout design that include articles in every issue on Auxiliary Food Services, Sea Scouts, AUX Fitness, Navigator’s Corner and Scuttlebutt. They’re inserts describing, about the Auxiliary and the programs we participate in, and exciting photography and articles reflecting our efforts to cover a broad base of topics. This session provides a comprehensive overview of the latest updates to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly known as the Uniform Guidance) outlined in the 2 CFR 200.
With a focus on the 2024 revisions issued by the Office of Management and Budget (OMB), participants will gain insight into the key changes affecting federal grant recipients. The session will delve into critical regulatory updates, providing attendees with the knowledge and tools necessary to navigate and comply with the evolving landscape of federal grant management.

Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

United States Coast Guard –Station Maui with 2 45’ Response Boats – Dec 7, 2016
While on a recent photography trip to Maui and Oahu, Hawaii covering the 2016 Honolulu
Marathon, I visited USCG Station Maui on December 7th
the 75th
Anniversary of Pearl Harbor.
Station Maui is staffed by 20 USCG and also is augmented and supported by the USCG
Auxiliary in various areas of RBS to manning the watch station/communications. The current
BOIC is BMC Ekahi Lee for Station Maui. On December 7th
Auxiliarist Denise Ankrum was
manning the watch station was a DCAP Response from Flotilla 140-03-26 and had over 20
years of volunteer service. Her spouse is also serving as a USCGAUX COMO for the District.
Denise was exceptionally informative about Maui and the response station activities and the
Auxiliary’s support activities. Great place to volunteer if one choses to live or retire on Maui.

Visiting for the first time the USN Arizona Memorial and the associated Battleship row
memorials is an experience beyond words in reflecting upon the sacrifice and
circumstances of the United States entry into World War II. It seems very appropriate
that the start and finish of the Pacific War with Japan was represented by the USN
Battleship Arizona Memorial and the current berthing of the USN Battleship Missouri
where the surrender documents were signed by Japan.

5. D11N Honor Guard at Pearl Harbor 75th
Anniversary Parade, Honolulu Dec 7, 2016
Various National events were supported by USCG Auxiliarists including 16 members of
the D11N Honor Guard who traveled to Honolulu for commemorating the 75th
anniversary of the Japanese attack on Pearl Harbor. Auxiliarists Duane L. Blackwell and
retired Superior Court Judge Chester Richard Bartalini were among those who
participated in the “National Pearl Harbor Remembrance Day Parade” held in Honolulu
including active duty Coast Guard members Cmdr. J. Andrew Williamson mentor and
Honor Guard Instructor and Lt. Ernest “Ernie” Saponara. The USCG Auxiliary Honor
Guard’s District 11 North, encompasses Northern California, Nevada and Utah.

The total list of participating USCG Auxiliary D11N Honor Guard members consisted of
four sentries and twelve banner and flag carriers marching in the Honolulu National
Pearl Harbor Remembrance Parade were: HG Captain Tracy Schultz, HG Captain Elect
Chester R.Bartalini, Chief Duane Blackwell, Rick Scheuerman, Geoegie Scheuerman,
Tamara Badano, Michael Badano, George Rogers, Steve Bustin, Karen Yoder, Kathy
Boyle, Jerry Gillgren, Scott Cassell, District Captain Christopher Ware, Gold Side
members, Commander J. Andrew Williamson & Lieutenant Ernie Saparno.
The D11N Honor Guard has participated in Alameda’s Fourth of July Parade, San
Francisco Veterans Day Parade and the Fresno Veterans Day Parade. Other events the
honor guard has participated in include: various memorials, changes of watch,
retirements, ship christenings, Memorial Day services, professional sporting events
Santa Cruz Harbor’s 50th Anniversary and other special ceremonies.

USCG Auxiliary Flotilla 1-7 District 11NR held its annual Change of Watch
Dinner with the swearing in of its new elected and staff officers at the Basque
Cultural Center, in South San Francisco.
8. San Francisco, Calif.—Flotilla 1-7 Change of Watch dinner and awards started off
with a welcome from out going Flotilla Commmander Joel Hammer and followed
by the pledge of Allegiance, and the introduction of Bill Burns the 2017 elected

NACON 2016 in Phoenix -- This year’s convention was held at the beautiful Arizona Grand Resort and
Spa, and had a lot going on – from informative workshops to some great networking opportunities, along
with a chance to get a behind-the-scenes view of the Auxiliary National organization at work.

Activities beyond classes and leadership meetings included networking with International CG
Auxiliaries from Australia, Dominican Republic and the Philippines as well as National
Auxiliary leadership working in the areas of International Affairs outreach and interpreters corps.
There was an impressive collective of active Coast Guard Admirals from USCG Commandant
Admiral Zukunft and his dedicated incredible staff of Aides and support staff including our own
dedicated national leadership from Public Affairs to Operations/RBS. The opportunity to witness
the election and appointments of the new 2016-2018 “National Bridge” (Auxiliary National

11. Remembrance Bell Ringing for Auxiliary Leadership, NACON Leadership – Pledge of Allegiance
There were other opportunities of meeting and mixing with Auxiliary Leadership at the
International Luncheon, the Friday night buffet Connor Stone dinner with a “Patriotic
Theme”, and Saturday night’s Commodores Banquet. Our District Eleven North was well
represented by many of our top Auxiliary leadership including Pacific Area Deputy National
Commodore Rod Collins, Pacific Area National Commodore Rich Thomas, Deputy Chief of
Staff Wally Smith D11N, Capt. Mary Kirkwood D11N, and many others including active
Pacific Command, District Coast Guard, and DIRAUX.

“Sailing in the Caribbean - it took over 4 months to get our boat system
operational…” Glenn and Arlene
12. It took 4 1/2 months to get our boat system dialed in. We had been waiting for the charter
company to replace our freezer and it took them this long to get a new one from Italy. Then
we met with our electrician who installed a "Watt Wizard" that tells us how much our
solar panels are producing and also displays the current state of our batteries so we know
when we need to charge them. He fixed bad wiring that he found along the way and also
installed two little computer fans that draw hot air from behind our fridge and freezer and
vents it outside the boat. This makes them work more efficiently. The final step was to
install our AIS system. This shows boats headed your way which will pass within a
predetermined safety zone around you. This came in handy when we left BVI on the
overnight trip to St. Martin. We monitored the weather and left when we had flat seas and
light winds. St. Martin is directly into the wind from BVI so you have to motor-sail the
whole way. We took two hour shifts and arrived 16 hours later at Marigot Bay.

We've been here for a week enjoying the French breads and cheeses. We dug out our
folding bikes and rode to Maho Bay which is a small beach directly in the flight path of the
airport. They practically land on the beach. It's become very popular with the tourists.
When a plane takes off, people cross the street, hang onto the fence and get blasted with the
exhaust of the jet engines. I took my shots from a safe distance.

13. Paying Bills Caribbean Style – Glenn and Arlene’s Laguna 400 Catamaran
It's not so easy getting access to secure Wi-Fi. We had been to a Vietnamese restaurant
and used their Wi-Fi when we had lunch one day. So we figured we'd go back again
Sunday so I could do my online banking. But they were closed. The only way I could get a
strong enough signal from them was to hold my laptop right up against their window and
type with one hand. Today we're off to St. Bart's and then Antigua which will be another
overnight crossing. I'll keep you posted. ARLENE

April 2017 STRICKLY SAIL BOAT Show at Richmond, CA
Dear Boating Partners and Dockwalkers:
On behalf of the California State Parks Division of Boating and Waterways (DBW),
the California Coastal Commissions (CCC), and the (SFEP- DBW Clean Vessel Act
Funding Program) and the US Coast Guard Auxiliary we would like to thank you
again for your help during the 2017 Pacific Sail & Power Boat Show.
Thanks to you, we were able to conduct face-to-face boater education. We shared
clean and safe boating information with 250 boaters and distributed 221 boater kits
and 300 San Francisco and Delta Clean Boating and pump-out maps, among other
important information. In addition, we were also able to discuss important topics with
current and future boat owners such as clean boating, safety, and the new California

Beginning January 1, 2018, operators of motorized vessels will be required to
possess a California Boater Card.
COAST GUARD AUXILIARY classes meet the boater safety education
requirement! If you successfully completed the BOATING SKILLS &
SEAMANSHIP or ABOUT BOATING SAFELY courses in 2015 through
2017, you have, or will have, satisfied the State requirement and will have six
months (until 30 June 2018) to apply for the Boater Card.

Auxiliarst DEREK LAM, is often seen working
communications watch desk at USCG Sector Station
San Francisco YBI on weekends. He has contributed
thousands of hours supporting and augmenting the
USCG as part of “Team Coast Guard”. Derek
currently works in the high-tech sales at CISCO
Systems and previously at ORACLE. He lives in
Moss Beach and has also been an auxiliarist
previously serving at USCG San Diego. He is a
passionate in serving the USCG behind the scenes in
various sector tasks.

Franz von Uckermann

Franz was from Stolp, Pomerania Germany
where his family had a 5,000 acre farm and
estate later to be converted to an orphanage
after the Yalta Conference. When he was 13,
he was warned that the Russians were soon
to invade and he had to leave Germany in a
horse & buggy with only the clothes on his
back to arrive at a Denmark detention camp
after crossing a submarine infested Baltic
Sea.
When he was 25 he went on to America with
only $200 and sent for his German girlfriend
from his youth. They were married 47 years
before her passing, and have no children.
The St. Mark’s Lutheran Church in Pleasant
Hill that sponsored him in 1956 is one block
from where his Patsy lives today! He served
in the U.S. Coast Guard. Many of us only
know him through the USCG Auxiliary Flotilla

Planning Dept. for 20 years till retirement.
Franz was an avid antique car enthusiast and
collector. Franz leaves a substantial estate with
an extensive collection of antique cars stored in
several warehouses—including a model of the
famous Raymond Lowey designed Studebaker.
He and Patsy also belonged to the Model A Club.
Franz met Patsy his love and companion through
a dating service 8 years ago. They traveled
around the world on cruise ships---cruising to
Mexico, the Panama Canal, Hawaii, and the
Caribbean….They spent a memorable month in
Germany for his 80th
birthday. Franz von
Uckermann was an amazing quiet person with an
incredible successful American immigrant story
and journey. In May, his ashes will be scattered
in the SF Bay (date to be announced) with his
niece Dagmar from Germany in attendance.
18. TEAM COAST GUARD
Commercial Fishing Vessel Safety Program Enhanced By Coast Guard

Commercial Fishing is one of the most dangerous occupations in the world. USCG Auxiliary and USCG
Commercial Fishing Vessel Inspection Teams covered multiple ports providing inspections prior to the
opening of the 2015 crabbing season in spite of a significant delay of the 2015 Crab Season due to
warmer waters algae bloom contributing to high levels of toxic domoic acid, a neurotoxin in crabs. The
Eleventh North Coast Guard District has approximately 1,400 fishing vessels operating in its waters. The
USCG Auxiliary and USCG past approach to implementing fishing vessel regulations has focused primarily
on communication and education. The USCG Auxiliary has been actively engaged in performing dockside
commercial fishing vessel safety exams with USCG active duty, reserves, and civilian employees to
facilitate servicing the industry.

These free examinations are thorough vessel checks, which examine all safety equipment. The
examinations are done by qualified Coast Guard and USCG Auxiliary personnel, or a third party
organization accepted and designated by the Coast Guard. The fishing vessel operator is required to
possess a valid current commercial fishing vessel examination decal and USCG Certificate of Compliance
for vessels operating beyond three nautical miles, off the baseline of the U.S. territorial sea. The
examination educate the fishing public and to ensure vessel safety. The penalty for not passing the exam
generates an official 30 day notice of deficiency. However, if the exam is passed, a Safety Decal and
USCG Certificate of Compliance are issued indicating the vessel is in compliance with all current
applicable Coast Guard regulations.

adhere to the highest standard of personal and professional conduct on and off duty. As stewards
of public trust, our collective actions must always uphold our Core Values of Honor, Respect,
and Devotion to Duty.
I expect everyone in our service - active duty, reserve, civilian, and Auxiliary - to build and
maintain a culture of respect. This starts with living our Core Values in word and deed and
having the courage to call out any behavior that is unacceptable in our Coast Guard. If you
witness disrespect to a shipmate - in person or online - don't condone or join in it. Our duty to
people demands that we act when we see our shipmates demeaned. Don't be a bystander. We
are a service of "by-doers" with a storied reputation for seizing on-scene initiative. This very
same character trait that has become instinctive applies whether rescuing a mariner in distress or
seizing the on-scene initiative when a shipmate has been demeaned and betrayed. We do the
right thing. We advance a culture of respect. We report behavior that targets a shipmate,
including bullying, hazing or harassment. Violations of our trust in one another have no place in
our service.
