3. SALIENT FEATURES OF BPPR
Scope of BPPR
 These rules cover all procurements of goods, works, services,
including consultancy services, carried out by all procuring
agencies whether within or outside Balochistan.
 These rules laid down basic Principles and language for
procurement.
 These rues define Corrupt and Fraudulent practices, which
include Coercive practice, Collusive practice and Obtrusive
practices. No Purchase manual ever took care of this
important area.

4. Some important attributes of BPPR, 2014
Some important attributes of BPP Rules, 2014, which make it
different from conventional procurements governing documents.

 Principles of procurements, highlighting Fair, Transparent,

5. BPRA ensures that,
in the interest of public/stake holders all procuring
agencies, while engaging in procurements, are to
ensure that the procurements are conducted in a fair
and transparent manner, the object of procurement
brings value for money to the agency and the
procurement process is efficient and economical.

i. All procurements over one hundred thousand to one
million shall be advertised on Authority’s Website besides
giving in print media
ii. Procurements above one million are to be flashed on
Authority’s Website and at least two major national dailies
iii.All such advertisements should be complete in all respect,
leaving no details, which are material for procurements
