Unsustainable
urban transport
FACTS EFFECTS
urban sprawl
even higher demand for
motorized travel
greenhouse gas
emissions
ill-health due to
air and noise
pollution.
significant economic and
productivity costs for
commuters and goods
transporters.
In the last 50 years…
congestion
Increased use of
motor vehicles
Urban Bairam - Ufa, November 20, 2015
This might happen also in Ufa!
Ufa could learn from other’s
mistakes and avoid them
but…..

Urban Bairam - Ufa, November 20, 2015
The big trams dominate the urban environment of Bordeaux, also because where
trams run, car traffic has been strictly limited
Urban Bairam - Ufa, November 20, 2015
Wherever the space is sufficient, the trams travel on dedicated lanes where no other
traffic is allowed – often through green areas
Urban Bairam - Ufa, November 20, 2015
Wherever the space is sufficient, the trams travel on dedicated lanes, where no other
traffic is allowed – the lanes are obtained by reducing the space for general traffic on
the existing streets.
Urban Bairam - Ufa, November 20, 2015
The trams have 5 or 7 articulated sections and can accommodate 250 to 360
passengers each.
The tram floor is at-level with the pavement of the stations, there is virtually no gap
Urban Bairam - Ufa, November 20, 2015
Ample boulevards in the periphery accommodate space for the tram lanes, as well as
for general traffic. In this case, the tram tracks are on one side of the road
Urban Bairam - Ufa, November 20, 2015
Ample boulevards in the periphery accommodate space for the tram lanes, as well as
for general traffic. In this case, the tram tracks are at the middle of the road
Urban Bairam - Ufa, November 20, 2015
Tram stops are ample and comfortable. They are about 50 m long so as to
accommodate also the longest tram cars
Urban Bairam - Ufa, November 20, 2015
Where road space is limited, the trams share their routes with cars. Trams have
always priority at intersections.
Urban Bairam - Ufa, November 20, 2015
In more dense city areas and narrow streets, the tram loses the overhead catenary
electric cables and electric power is fed through a «third rail» which activates only
when the tram is above it, therefore being completely safe for pedestrians
Urban Bairam - Ufa, November 20, 2015
In the streets where the tram runs, at least half of the space is reserved to the trams.
Urban Bairam - Ufa, November 20, 2015
A large interchange station, where several tram and bus lines meet.
Urban Bairam - Ufa, November 20, 2015
Bike sharing and parking for bicycles are also available at the station.
Urban Bairam - Ufa, November 20, 2015
A kiosk allows to purchase goods and to relax at a bar. The exchange station is a little
marketplace
Urban Bairam - Ufa, November 20, 2015
Although there are cars in the streets, where the tram runs the public space is
dominated by the trams, and by pedestrians.
Urban Bairam - Ufa, November 20, 2015
through the historical centre, where the streets are narrower, the trams run at the
sides and tram stops are on the curbs. Car traffic is allowed but restricted, parking is
strictly limited.
Urban Bairam - Ufa, November 20, 2015
Limiting access and parking in the centre effectively reduces traffic. The trams provide
a valid alternative to the car.
Urban Bairam - Ufa, November 20, 2015
Typical of France, cyclists are allowed to travel contra-flow on one-way streets.
Urban Bairam - Ufa, November 20, 2015
Is the tram an eye-sore in an historical city? Maybe, certainly not as much as the cars
that it replaces.
….and no electric wires!
Urban Bairam - Ufa, November 20, 2015
All stops are fitted with:
 electronic information panels that provide passage
times;
 maps of the entire network with connections;
 a map of the surrounding with indicated the distances
on foot;
 ticket selling machines
Urban Bairam - Ufa, November 20, 2015
Trams are always very busy. People of every social extraction use them.
The frequency is high: about one tram every 10 minutes all day, with shorter
headways during rush hour. Also the service span is long: the last tram departs at
midnight on Sundays, Mondays, Tuesdays and Wednesdays, and at 1AM on
Thursdays, Fridays and Saturdays
Urban Bairam - Ufa, November 20, 2015
A crossing of two tram lines in the city centre. Changing lines is always very easy,
because of the layout of the interchange stations, and also because of the good
information provided.
Urban Bairam - Ufa, November 20, 2015
Also the interchange between trams and buses is made easy: this is the interchange
station to take the bus that leads to the airport.
Urban Bairam - Ufa, November 20, 2015
The organization of road space on a peripheral artery. From right to left: bicycle lane,
pedestrians and bus stop; vehicle lane (cars, trucks, buses); tram stops; tram tracks –
the layout is the same for the opposite direction.
Urban Bairam - Ufa, November 20, 2015
Urban Bairam - Ufa, November 20, 2015
 Many of the citizens currently use PT
 Current PT service and regulation have
some deep weaknesses that shall be
fixed anyway
 investing in public transport means
doing something for the majority of
citizens
 investing for private transport means
trigger a process that increases the
traffic
 Current Growth of car ownership makes
this moment the “right moment”
THIS IS THE CHANCE TO SAVE 50 YEARS OF MISTAKES!!!
Urban Bairam - Ufa, November 20, 2015
The same 59 km (counting twice the overlaps, 50km without overlaps) would serve
just as well also Ufa.
Urban Bairam - Ufa, November 20, 2015

  • 9. Urban Bairam - Ufa, November 20, 2015 The big trams dominate the urban environment of Bordeaux, also because where trams run, car traffic has been strictly limited
  • 10. Urban Bairam - Ufa, November 20, 2015 Wherever the space is sufficient, the trams travel on dedicated lanes where no other traffic is allowed – often through green areas
  • 11. Urban Bairam - Ufa, November 20, 2015 Wherever the space is sufficient, the trams travel on dedicated lanes, where no other traffic is allowed – the lanes are obtained by reducing the space for general traffic on the existing streets.
  • 12. Urban Bairam - Ufa, November 20, 2015 The trams have 5 or 7 articulated sections and can accommodate 250 to 360 passengers each. The tram floor is at-level with the pavement of the stations, there is virtually no gap
  • 13. Urban Bairam - Ufa, November 20, 2015 Ample boulevards in the periphery accommodate space for the tram lanes, as well as for general traffic. In this case, the tram tracks are on one side of the road
  • 14. Urban Bairam - Ufa, November 20, 2015 Ample boulevards in the periphery accommodate space for the tram lanes, as well as for general traffic. In this case, the tram tracks are at the middle of the road
  • 15. Urban Bairam - Ufa, November 20, 2015 Tram stops are ample and comfortable. They are about 50 m long so as to accommodate also the longest tram cars
  • 16. Urban Bairam - Ufa, November 20, 2015 Where road space is limited, the trams share their routes with cars. Trams have always priority at intersections.
  • 17. Urban Bairam - Ufa, November 20, 2015 In more dense city areas and narrow streets, the tram loses the overhead catenary electric cables and electric power is fed through a «third rail» which activates only when the tram is above it, therefore being completely safe for pedestrians
  • 18. Urban Bairam - Ufa, November 20, 2015 In the streets where the tram runs, at least half of the space is reserved to the trams.

  • 22. Urban Bairam - Ufa, November 20, 2015 Although there are cars in the streets, where the tram runs the public space is dominated by the trams, and by pedestrians.
  • 23. Urban Bairam - Ufa, November 20, 2015 through the historical centre, where the streets are narrower, the trams run at the sides and tram stops are on the curbs. Car traffic is allowed but restricted, parking is strictly limited.
  • 24. Urban Bairam - Ufa, November 20, 2015 Limiting access and parking in the centre effectively reduces traffic. The trams provide a valid alternative to the car.
  • 25. Urban Bairam - Ufa, November 20, 2015 Typical of France, cyclists are allowed to travel contra-flow on one-way streets.
  • 26. Urban Bairam - Ufa, November 20, 2015 Is the tram an eye-sore in an historical city? Maybe, certainly not as much as the cars that it replaces. ….and no electric wires!

  • 28. Urban Bairam - Ufa, November 20, 2015 Trams are always very busy. People of every social extraction use them. The frequency is high: about one tram every 10 minutes all day, with shorter headways during rush hour. Also the service span is long: the last tram departs at midnight on Sundays, Mondays, Tuesdays and Wednesdays, and at 1AM on Thursdays, Fridays and Saturdays
  • 29. Urban Bairam - Ufa, November 20, 2015 A crossing of two tram lines in the city centre. Changing lines is always very easy, because of the layout of the interchange stations, and also because of the good information provided.
  • 30. Urban Bairam - Ufa, November 20, 2015 Also the interchange between trams and buses is made easy: this is the interchange station to take the bus that leads to the airport.
  • 31. Urban Bairam - Ufa, November 20, 2015 The organization of road space on a peripheral artery. From right to left: bicycle lane, pedestrians and bus stop; vehicle lane (cars, trucks, buses); tram stops; tram tracks – the layout is the same for the opposite direction.

Editor's Notes

  1. It is like making an open-heart surgery with a cleaver -> the cure is worse than the disease transport is a short blanket «No more bridges for Dacias, more streets for Citizens» *problema* ……………………….. *oggetto della prez* ……………………….. **conclusioni ……………………….. - INTRUODUCTION FOR THE AUDIENCE – In the last 50 years, most of the cities grew rapidly and chaotically and the use of motor vehicles grew accordingly. This produced a huge urban sprawl, which produced an even bigger use of motorized travels, with dramatic economic, environmental and social impacts. The traffic congestion created by unsustainable transportation systems is responsible for significant economic and productivity costs for commuters and goods transporters, and a cause of ill-health due to air and noise pollution. (These challenges are most pronounced in developing country cities. It is here that approximately 90 per cent of global population growth will occur in the coming decades. These cities are already struggling to meet increasing demand for investment in transportation). For these reasons, sustainable urban transport, with a focus on pollution and congestion, is a core area for advancing sustainable development. This presentation describes an excellent example of integration between a city, Bordeaux, and the tram system that serves it. This integration is achieved in all parts of the city that the tramway crosses: historical centre, busy roads, suburbs, etc., through technology and attention to architectural integration. The system was chosen consistently with the urban size and, supported by a comprehensive network of bus, which integrates and completes the services and the coverage of the territory, represents the core network of the public transport system. In the final part of the presentation, some important similarities between the cities of Bordeaux and Ufa, which make this case study a viable option for the future development of mobility in the city, are highlighted

  4. These challenges are most pronounced in fast evolving cities like Ufa where the car ownership rate is increasing quickly. But, we all already know the end of the story….. So Ufa could learn by other’s mistakes and avoid them instead of spending years and money trying to fix them, once the damage is done….. urban transport – with a focus on pollution and congestion – is a core area for advancing sustainable development For more than half a century, most countries have experienced rapid urban growth and increased use of motor vehicles. This has led to urban sprawl and even higher demand for motorized travel with a range of environmental, social and economic consequences. Urban transport is a significant source of greenhouse gas emissions and a cause of ill-health due to air and noise pollution. The traffic congestion created by unsustainable transportation systems is responsible for significant economic and productivity costs for commuters and goods transporters. South west france, wine 250k city, 1150k metropolitan area 9th largest city in france Density is about 3 times that of Ufa Density is related to urban development ->trnapsort and urban development are strictly related and affect each other Talking about transport at the Urban Bairam is, not only appropriate, but crucial. Bordeaux is no exception to what happened in most cities in the last half century. Since 1880 Bordeaux had tramway In the 40s : 38 tramways (200km) Late 40s trams stopped operating 70s failure of «all car» policy 2003 new tram system The first tramway line of Bordeaux, with cars towed by horses, dates back to 1880. In 1946, the public transportation system in Bordeaux had 38 tram lines with a total length of 200 kilometres (120 mi), carrying 160,000 passengers per day. A rudimentary system of ground-level power supply was used on some stretches with mixed success. As in other French cities at the time the mayor, Jacques Chaban-Delmas (first elected in 1947), embraced anti-tram arguments and decided to terminate the operation of the tramway. He found the tramway to be old-fashioned compared to the bus and its attachment to set tracks on the ground hindered the increasing flow of cars. The lines were closed one after the other. In 1958 the last line of tramway was terminated. By the 1970s the failure of the "all car" transport policy had become obvious, but Chaban was not prepared to backtrack. A grandiose automatic light underground railway (VAL) scheme was promoted; it even received the backing of a majority of the city's councillors, but fell victim in the end not just to the fierce opposition of the local transport users' association TRANSCUB but to the hard reality of the fine sandy nature of the city's soil. The VAL idea was dropped. Chaban remained. Bordeaux had to wait until 1995 and the election of Alain Juppé as mayor – as well as the total strangulation of the city by its transport problems – before the situation was tackled. Following two years of studies, the Bordeaux Urban Community adopted the tramway plan in 1997. Recognized by the central government in 2000 as a Public Interest Project, the scheme got under way and by 21 December 2003 was carrying passengers on three routes, one of which was extended on 25 September 2005, with further extensions opened in 2007 and 2008.

Bordeaux *problema* *oggetto della prez* **conclusioni - INTRUODUCTION FOR THE AUDIENCE – This presentation describes an excellent example of integration between a city, Bordeaux, and the tram system that serves it. In the final part of the presentation, some important similarities between the cities of Bordeaux and Ufa, which make this case study a viable option for the future development of mobility in the city, are highlighted.

  33. Most of the citizens currently use PT This is a big advantage because most of the cities starded promoting alternative sustainable trnaspot after most of the people got used to use the car. This means pushing people to change their habit instead of just giving them the chance to keep it (as it would be in Ufa) Current pt service and regulation have some deep weakness that shall be fixed anyway This is already under discussion since quite some time, the best option is to do it while aiming at a bigger goal, that is creating a system tha tis so much effective that will keep the existing share of users. (increasing it is probably unrealistic right now). invest in public transport means doing something for the majority of citizens At the moment, improving the PT means proving a service for about 75% of the people, the other way round, improving private mobility by car means providing a service for just as little as 24% f the people invest for private transport means trigger a process that increases the traffic It is unavoidable and widely proven, providing additional capacity generates additional traffic, so , special attention shall be paid in such intervention, always having a mid/long term goal in mind. Current Growth of car ownership makes this moment the “right moment” This is exactly the moment when the trend is car oriented, prevent the modal shift right now, will avoid future effort to take the citizen back to PT. 38. **conclusioni** Time has proven that most countries made huge mistakes in managing urban mobility during last 50 years. Bordeaux is one of them. This has brought congestion and health problems related to pollution to increase more and more. Ufa, like most Russian cities, is at a crossroad, learning from other cities mistakes and making the right choices now, means avoiding decades of growing congestion, growing pollution and growing transport and production costs, for commuters and for goods transporters. Bordeaux is an example of wise investment on sustainable mobility that is very well integrated with the urban tissue and appreciated by the citizens.
