Blackboard is the learning management system used at CQ University. It follows a standard model with a course menu down the left side and breadcrumb trails to help navigate between pages. The menu allows students to select different items to access course content and materials.

事務部長による経営課題解決編 ～誰でも、どんな病院でも改革はできる～
特定医療法人谷田会 谷田病院 事務部長 藤井将志
「これって小さい病院だからできるんだよね」筆者が尊敬している事務長が講演したセミナー終了後の立食懇親会の席で耳にした言葉です。その病院は100床台で、確かに中小規模に分類される病院であることは間違いありません。そのセミナーの内容は単なる病院改革の話ではなく、働いているスタッフがいきいきする仕組みも作るという、大変参考になる内容でした。しかし、その聴衆の一人は「組織が小さいからできたこと」と終わらせてしまいました。
セミナーに限らず、本稿のような記事もそうですが、書かれていることを特別視してしまうと、自分のものにすることはできません。小さい組織だからできる、という意見もあれば、話し手が大病院だと「大きいからできるんだ」「公立だからできるんだ」など、いくらでも言えます。実行している人にフォーカスして「あの院長だからできるんだ」「あんな良い職員が集まっているからできるんだ」という意見もよく聞きます。立地を理由に「都会だからできる」「田舎で人口が少ないからできる」なんて枕詞も多いです。こうした全ての言葉に対して「そうじゃないよ。どこでも、誰でもできるよ」と言いたいです。
筆者の病院も99床、職員数250名と小規模医療機関です。その前は、550床、2000名の大病院も経験しています。経営改善に関わったところでいうと、大学病院も公立病院、公的病院、私立病院、あらゆる種類の病院や診療所に関わってきました。立地も東京の都心から、人口数十万人の地方都市、今は1万人の田舎町です。立場も、外部のコンサルタント、常駐型のアドバイザー、病院事務職員、といろいろです。確かに、公的な病院の特徴、小さい組織の特徴など、“傾向”はあるかもしれません。しかし、それが理由で経営改革が「できる・できない」ということはないでしょう。小さくてもできる、大きくてもできる、公的でもできる、私立でもできる、都心でもできる、田舎でもできる、のです。
前述の事務長が経営している病院に、先日行く機会がありました。筆者の病院に引けを取らず、本当に田舎で、アクセスも悪いところにありました。決して“恵まれた環境”ではありません。しかし、病院は明るいし、働いている職員もいきいき楽しそうにしています。実際にふらっと立ち寄った部署の職員に聞いても「病院楽しいですよ！」と返事が返ってきます。病院運動会、職員旅行、BBQなど、楽しいイベントもたくさんあるようです。その反面、目標管理がしっかり求められ、所属長は2年おきに部下から評価されなければ降格になるなど、厳しい制度もあります。
どんな田舎でも「医療の質と、経営の質は全国レベルをめざす」と話してくれました。経営改革ができている医療機関とそうでないところの唯一の違いは「置かれている環境のせいにせず、前向きに突き進む職員が1人以上いるかどうか」ではないでしょうか。あの病院だからできるんだ、と切り捨てる前に、「どうすれば当院でできるだろう」と思考を切り替えてみると、何か違う世界が広がるかもしれません。

決裁書類として回ってくる中に「研修報告書」という、院外研修に参加した人が研修の内容をまとめた報告がありました。報告書の感想欄には「参考になる知識を得られてよかった」といった類の言葉が並びます。こうした院外研修後の報告を必須としているところは少なくないでしょう。確かに、こうした報告書を通して参加できなかった人にも内容が共有できる点は良いのかもしれません。しかし、この仕組みが、院外研修に積極的に参加してもらい、そこで得た知識を院内にフィードバックされているかといったら疑問に感じました。
院外研修に参加して非常にためになる情報を得て「これはうちの病院でもやってみよう」と思いを高めて研修会場を後にしても、次の日病院に戻るころにはその気持ちも薄れてしまい、目の前に積み重なる日常業務の嵐にかき消されていく。こうした気持ちを経験したことがある人は多いのではないでしょうか。研修に参加しても、院内でその知識を活かした「実行」がなければ何も変化は起こらないのです。
そこで早速、教育研修委員会を開き「一研修、一改善制度」を検討しました。研修に参加したら1つ以上の改善活動を実施すること。報告書にはその実行宣言を必須項目とし、単なる研修のまとめは任意項目としました。また、改善活動にも種類があり「お金がかかること」「他部署が実行すること」ばかりを提案されても困ります。お金がかからなく（かかっても数万円で済む）、自分もしくは所属部署や委員会で実行ができる改善活動を考えて報告してもらうことにしました。改善活動につながらない研修もあるのでは、という意見もあったのですが、やはりこうした目的意識をもって参加することで何かしらアイデアを考えることが必要です。そもそも、それを得られない研修であれば参加する価値はないでしょう。もちろん「いつまでに」のデッドラインつきで、その日に改めて報告を義務付けます。
研修報告内容の変更とともに「積極的に研修を受けてもらいたい」という方針を示すために、研修参加の制限は廃止しました。病院によっては1人何回まで、と院外研修（出張も含む）の参加回数が制限されているところも少なくないでしょう。それを撤廃し、新しい報告制度に則り改善活動を実施することで院内に還元される研修参加は何回でも参加することが出来ます。教育研修に関わる費用も、収益の0.5%しか使われていなかったので、目標を1%とし、今までの倍は研修費用に使いたいということも示しました。
それでは費用ばかりがかさんでしまうのでは、と思うかもしれませんが心配は無用でしょう。もし延100人が研修に参加したとしたら、100件のお金のかからない改善活動が期限付きで「実行」されるのです。全てが収支改善に関連しないにしても、その一部でも改善に繋がれば投下した研修費の回収は容易であると考えています。この制度が活用されて、院外にどんどん出ていく人が増えることを期待したいところです。

There is growing rhetoric about the potential of learning analytics in higher education. There is concern about what the growing hype around learning analytics will mean for the reality. Will learning analytics be a repeat of past mistakes where technology implementations fail to move beyond a transitory fad and provide meaningful and sustained contributions to learning and teaching? How can such a fate be avoided? This paper identifies three paths that learning analytics implementations might take, with particular consideration to their likely impact on learning and teaching. An ongoing learning analytics project – currently used by hundreds of teaching staff to support early interventions to improve student retention - at a regional Australian university is examined in relation to the three paths, and some implications, challenges and future directions are discussed.

Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.

Embracing GenAI - A Strategic Imperative
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
