This document provides background and details of experiments conducted in Birmingham and Peterborough, UK to test the effects of hotspots policing using PCSOs (Police Community Support Officers). The experiments involved randomly assigning hotspots identified through call for service data to control groups that received business as usual policing or treatment groups that received additional directed patrols by PCSOs. Outcomes were analyzed using GPS data collected from officer radios and non-crime quality of life measures. The results found increased patrols in treatment hotspots in Peterborough but reversed effects in low crime hotspots in Birmingham, which may be due to increased crime reporting rather than higher crime.
