Paula Baucum is the founder and principal of PR Baucum and Associates, which helps businesses, organizations, and governments navigate public relations. She has almost two decades of experience applying her expertise to community issues in North Texas. Paula currently serves on the board of Baylor Medical Center in Waxahachie and previously served as Mayor Pro-tem of Midlothian and president of the American Business Women's Association. She also volunteers with organizations like United Way and is active in her church community.

Our theme, “Join Forces - Succeed Together,” reinforces that our success is only possible when we partner with these constituents toward a set of common goals. This commitment and collaboration will result in the realization of our mission and vision. By concentrating on our CORE values, we will have a significant role in fueling the economy and creating job growth.
WBENC is a diverse coalition, which is governed by the four constituent groups of the organization.
Corporate or government members hold two-thirds of the seats on the Board of Directors and provide insight into the needs of America’s top corporations and government entities;
The Leadership Council hold one-sixth of the seats on the Board of Directors, represents the Regional Partner Organizations, which implement WBENC certification to women-owned businesses and submit annual reviews of their procedures and results;
The Women's Enterprise Forum hold one-sixth of the seats on the Board of Directors, represents the interests of WBENC-Certified WBEs.
The WBENC Staff who satisfy and execute the needs of Corporate Members, Regional Partner Organizations, and Certified WBEs.
Additionally three expert seats are allotted to the board to meet organizational needs and two ex-officio roles include the WBENC President & CEO and legal counsel.

Paula Baucum, founder and principal of PR Baucum and Associates, uses her broad
range of experience to help businesses, individuals, educational institutions, non-profit
organizations, and municipal governments navigate the labyrinth of today’s public relations
tools, from traditional marketing and advertising to modern digital and social media sources.
A true civic leader, Paula has spent almost two decades applying this expertise to
community issues throughout the North Texas region, working side-by-side with elected and
appointed officials and other volunteers to improve quality of life, capital projects, bond
elections and expand prospects for commercial growth.
Paula currently serves as Board Trustee for Baylor Medical Center in Waxahachie and
recently served as Co-Chair of the 2014 Steering Committee for the New Baylor Scott & White
Health Hospital raising a record breaking 2.4 million dollars. Paula is Board Chair of Meals on
Wheels of Johnson and Ellis Counties as well as recent Board Chair of Mid Way Regional Airport,
blending her knowledge, fiscal conservatism, and compassion to lead effectively. She
previously served as Mayor Pro-tem of the City of Midlothian and as president of the American
Business Women’s Association. Additionally, Paula has provided critical insight on a number of
projects through the United Way of West Ellis County, the North Central Texas Council of
Governments, and North American Superhighway Coalition, Inc.
Prior to 2009, Paula was a primary franchisee and National Award Winner with
Housewarmers, specializing in personalized referrals for small-to-medium sized businesses in
Mansfield, Cedar Hill, Midlothian, Red Oak and Waxahachie.
In addition to her myriad business and civic roles, Paula is a wife and the mother of two.
She enjoys entertaining friends and family, serving her church family, and appreciating the wide
range of outdoor activities available in Texas.
