FEDERAL GSA CONTRACTS.
BIDS offers two (2) options: 1) Training and support on how to complete the Federal GSA process yourself; or 2)
BIDS 100% Guarantee Service.
Option 1 - Training and Support: This level of service Is best suited for customers that have someone on staff
who has time to learn, fill out paperwork and correspond with BIDS and the government. At this level, we walk
your company through the GSA process, help with paperwork, on-line screens, and coach you throughout the
entire process. We review all documentation before submission and do everything in our capacity to make sure
you get a Federal GSA ContractAward.
• Determine the best Schedule(s) for your products and/or services.
• Determine appropriate Special Item Numbers (SIN(s).
• Determine if getting on a Master Schedule is appropriate for your business.
• Provide Schedule Sales Query of competitors alreadyon schedule.
• Translate governmentdocuments, language and regulations into easilyunderstandable tasks and
 Outline a commercial sales pricingand discount structure with your representative and
consult in creation.
 Prepare the correct response filed for the GSA application.
 Review all documents before submission.
Option 2 -- 100% Guarantee. BIDS has on staff former Federal ContractingOfficers who will take the time to
understandhow your business and industryoperate, and use this knowledge to eliminate as many obstacles as
possible before documents are submitted to the Federal government. We review your final draft of strategies
and plans before they are submitted to maximize your chances of GSA Schedule approval.
This level of service is our most popular level of service. At this level, we guarantee your company will get on the
GSA Schedule, and we do all of the work. We do all letters, revisions, amendments, on-line applications, and file
an electronic offer. We field phone calls, respond to information requests, send and receive faxes and do
whatever else is necessary. At this level we act as your agent. We negotiate your preferred customer pricing with
the government and leave you free to do what you do best. We work directly with the government on your
behalf -- the only contact required between you and the government is a conference call to finalize
negotiations (based on prices we have negotiated on your behalf with your prior approval).
With this level of service, BIDS will prepare all responses on your behalf, update and make changes to the
proposal after submission, performnegotiations with the government and prepare final proposal revisions.

• Formulate an acceptable GSA price and discount policy
• Work with the GSA ContractingOfficer to guarantee acceptance of commercial standingbefore
submission of Schedule
• Prepare the correct response files for the GSA
• Review documents before submission
• Other tasks that may or may not be requiredwill be completed as needed
• Small Business sub contractingplan if applicable
• Respond to any questions submitted by the government
• Respond to any amendments needed for the solicitation
• Revise proposal as requiredand re-submitrevised sections
• Update the proposal as necessaryfor re-submission
• Provide GSA with necessaryclarifications
• Register your company in the Central Contractor Registration (CCR)
• Complete Open Ratings requirements for clientreferences (ONLY COST APPROXIMATELY $85-
$100 PAID DIRECTLY TO OPEN RATINGS A DIVISION OF DUN & BRADSTREET). THIS IS A
FEDERAL GOVERNMENT REQUIREMENT AS PART OF THEIR DUE DILLIGENCE ON REFERENCES.
• Obtain a DUNS #, if one is not alreadyassigned
• Obtain a Digital Certificate for electronic e-Offer submission
• Complete the on-line reps and certs of legal requirements
• Prepare and submit your Best and Final Offer to GSA
• We work directlywith the Governmenton your behalf

BIDS OF FLORIDA - SERVICES

You're not sure how to organize your proposal. You're not sure what information is requiredin your response. The RFP and/or ITB particularly complex. You don't have the time or personnel available to prepare a bid or proposal.

ProgramPlanningandDesign Assistance  Thorough review of the RFP/ITB and your proposal outline.  Information-gathering.  Programplanningand design sessions.  Documentation of program components and activities. You need to develop or modify a program or solution in response to an RFP/ITB. You need assistance in activity planningand scheduling. Proposal Writing  Thorough review of the RFP/ITB.  Information-gathering via telephone or face-to-face discussions.  Research as needed.  Preparation of draft and final proposal sections. You want to receive consideration. You're not sure what to say or how to say it. You have difficultyputting your knowledge into words. You don't have the time or personnel available to write.

Proposal Editing  Correctinggrammar, paragraph and sentence structure, and typos.  Improving the flow of your document.  Improving the formatting and presentation of your written material. Your writingneeds improvement. You need help in organizingwhat you've written. Your proposal needs a more professional tone and appearance. You don't have the time or personnel available for editing. Proposal Review and Critique  Thorough review of the RFP/ITB and your proposal outline.  Thorough review of your proposal.  Documentation and discussion of findings. You want to ensure that you've complied with all RFP/ITB requirements. You want to ensure that your proposal is responsive. You want to ensure that your proposal is well written and presented. You want a fresh and objective review of your proposal. You don't have the time or personnel available to thoroughly review your proposal.
  • 4. SERVICE WHAT IT ENTAILS YOU MAY NEED THIS SERVICE IF... Overall Proposal Management  All of the above as needed.  Proposal planningand scheduling.  Managementand supervision of proposal team.  Managementand supervision of entire proposal process. You're unsure of the steps involved in preparinga bid/proposal. The proposal/bid is particularlylarge or complex. You need to ensure that proposal activities are kept on track. You don't have the time or personnel available to manage the proposal effort. Preparation/ Revision of Boilerplate Material  Review of your existing written materials, if any.  Information-gatheringvia telephone or face-to-face discussions.  Preparation of draft and final boilerplate section(s). Your existing material is out-of-date. Your existing material is poorly written or presented. You have no boilerplate material for use in currentor future bids. You don't have the time or personnel available to develop boilerplate material. You're not familiar with your due

Option 1 - Training and Support: This level of service Is best suited for customers that have someone on staff who has time to learn, fill out paperwork and correspond with BIDS and the government. At this level, we walk your company through the GSA process, help with paperwork, on-line screens, and coach you throughout the entire process. We review all documentation before submission and do everything in our capacity to make sure you get a Federal GSA ContractAward. • Determine the best Schedule(s) for your products and/or services. • Determine appropriate Special Item Numbers (SIN(s). • Determine if getting on a Master Schedule is appropriate for your business. • Provide Schedule Sales Query of competitors alreadyon schedule. • Translate governmentdocuments, language and regulations into easilyunderstandable tasks and  Outline a commercial sales pricingand discount structure with your representative and

BIDS has on staff former Federal ContractingOfficers who will take the time to understandhow your business and industryoperate, and use this knowledge to eliminate as many obstacles as possible before documents are submitted to the Federal government. We review your final draft of strategies and plans before they are submitted to maximize your chances of GSA Schedule approval. This level of service is our most popular level of service. At this level, we guarantee your company will get on the GSA Schedule, and we do all of the work. We do all letters, revisions, amendments, on-line applications, and file an electronic offer. We field phone calls, respond to information requests, send and receive faxes and do whatever else is necessary. At this level we act as your agent. We negotiate your preferred customer pricing with the government and leave you free to do what you do best. We work directly with the government on your behalf -- the only contact required between you and the government is a conference call to finalize negotiations (based on prices we have negotiated on your behalf with your prior approval). With this level of service, BIDS will prepare all responses on your behalf, update and make changes to the proposal after submission, performnegotiations with the government and prepare final proposal revisions. • Determine the best Schedule(s) for your products and/or services
  • 8. • Determine appropriate SIN(s) • Provide Schedule Sales Query of competitors alreadyon schedule • Create a commercial sales pricingand discount structure • Formulate an acceptable GSA price and discount policy • Work with the GSA ContractingOfficer to guarantee acceptance of commercial standingbefore submission of Schedule • Prepare the correct response files for the GSA • Review documents before submission • Other tasks that may or may not be requiredwill be completed as needed • Small Business sub contractingplan if applicable • Respond to any questions submitted by the government • Respond to any amendments needed for the solicitation • Revise proposal as requiredand re-submitrevised sections
  • 9. • Update the proposal as necessaryfor re-submission • Provide GSA with necessaryclarifications • Register your company in the Central Contractor Registration (CCR) • Complete Open Ratings requirements for clientreferences (ONLY COST APPROXIMATELY $85- $100 PAID DIRECTLY TO OPEN RATINGS A DIVISION OF DUN & BRADSTREET). THIS IS A FEDERAL GOVERNMENT REQUIREMENT AS PART OF THEIR DUE DILLIGENCE ON REFERENCES. • Obtain a DUNS #, if one is not alreadyassigned • Obtain a Digital Certificate for electronic e-Offer submission • Complete the on-line reps and certs of legal requirements • Prepare and submit your Best and Final Offer to GSA • We work directlywith the Governmenton your behalf ALL RISKS ARE WITH BIDS.
