BID EVALUATION PROCESS:
RECEIVING TENDERS:
1. The data for all bids received shall be maintained in a Receiving Register.
2. Return late tenders unopened to the tenderers and record their existence and time of
arrival.
3. Ensure that a clear and formal report of the tenders received is produced.
PRELIMINARY EXAMINATION OF BIDS:
4. Bids to be properly signed and accompanied by a power of attorney.
5. Bids to be accompanied by the required bid security.
6. Bids to be free of computational errors.
OPENING TENDERS:
Technical Proposal:
7. Technical Bid to be opened 30 minutes after the closing time for bid receiving, and
duly marked in receiving register.
8. The bidders/representatives of bidders should mark their attendance in the attendance
sheet, if required to be present.
9. The attendance of members of the Bid Opening Committee should be duly marked.
10. The bid envelope, as well as the bidders’ attendance sheet shall be signed by the Bid
Opening Committee members. They will sign each tender page, mentioning the date as
well.
11. The technical bids should be opened first and financial bids should be retained.
12. Covering letter of technical bid to be signed by the Committee members.
TECHNICAL EVALUATION:
13. Members of Procurement Committee or Consultant Selection Committee to be present
and to duly mark their attendance.
14. Evaluation Report to be made, with initials of each member of the Committee on all
pages and signatures on the last page.
15. Successful bidders to be short-listed.
16. Results of shortlisting to be communicated to all bidders and to be uploaded on the
Company’s as well as PPRA’s website.
17. RFPs to be given to the short listed candidates for a particular fee.
18. The Committee should technically evaluate the bids and record minutes thereof.
19. The Committee is to put forth a duly signed technical evaluation report. If there was
pre-qualification, then final report is to be brought forth the Board of Directors.
20. Based on the technical evaluation, letters should be written to technically qualifying

bidders, informing them of the date, time and venue of the financial bid opening.
Letters must also be written to the non-qualifying bidders, explaining them in writing
the reason for rejection of their bids.
OPENING TENDERS:
Financial Proposal:
21. The financial bid is to be opened at the designated date, time and venue.
22. All envelopes containing financial bids should be signed before opening and the bid
amount shall be encircled.
23. The bid amount should be read aloud. Procuring agency may also record the
proceedings in audio or video for future reference.
FINANCIAL EVALUATION:
24. The Committee is to send final evaluation report to all the technically shortlisted
candidates.
25. Evaluation price to include taxes.
26. All members of the evaluation committee and other personnel involved in any way
with the bid evaluation must be fully aware that the evaluation process up to the award
of a contract is confidential, and this confidentiality must be respected and fully
adhered to.
27. Any effort by a bidder or its agents to influence the evaluation of bids or award
decisions, including the offering or giving of bribes, gifts or other inducement, should
be reported to the evaluation committee. Such action by a bidder or its agents could
result in the invalidation of its bid and the forfeiture of its bid security.
28. Within 10 days of the bid evaluation report, the aggrieved bidders may lodge a
complaint and the Complaint Committee is to decide upon it, within 15 days of the
receipt of the complaint.
AWARDING THE CONTRACT:
29. The report for Award of Contract is to be presented before the Board of Directors after
lapse of 10 days’ grievance complaint time.
30. All terms and special conditions that apply, should be recorded in the contract
document. The contract should specify clear roles and responsibilities of both parties.
31. The contract is to be awarded to the successfully qualifying bidder, and the same is to
be updated on the PPRA website.

The data for all bids received shall be maintained in a Receiving Register. 2. Return late tenders unopened to the tenderers and record their existence and time of arrival. 3. Ensure that a clear and formal report of the tenders received is produced. PRELIMINARY EXAMINATION OF BIDS: 4. Bids to be properly signed and accompanied by a power of attorney. 5. Bids to be accompanied by the required bid security. 6. Bids to be free of computational errors. OPENING TENDERS: Technical Proposal: 7. Technical Bid to be opened 30 minutes after the closing time for bid receiving, and duly marked in receiving register. 8. The bidders/representatives of bidders should mark their attendance in the attendance sheet, if required to be present. 9. The attendance of members of the Bid Opening Committee should be duly marked. 10. The bid envelope, as well as the bidders’ attendance sheet shall be signed by the Bid Opening Committee members. They will sign each tender page, mentioning the date as well. 11. The technical bids should be opened first and financial bids should be retained. 12. Covering letter of technical bid to be signed by the Committee members. TECHNICAL EVALUATION: 13. Members of Procurement Committee or Consultant Selection Committee to be present and to duly mark their attendance. 14. Evaluation Report to be made, with initials of each member of the Committee on all pages and signatures on the last page. 15. Successful bidders to be short-listed. 16. Results of shortlisting to be communicated to all bidders and to be uploaded on the Company’s as well as PPRA’s website. 17. RFPs to be given to the short listed candidates for a particular fee. 18. The Committee should technically evaluate the bids and record minutes thereof. 19. The Committee is to put forth a duly signed technical evaluation report. If there was pre-qualification, then final report is to be brought forth the Board of Directors. 20. Based on the technical evaluation, letters should be written to technically qualifying

Letters must also be written to the non-qualifying bidders, explaining them in writing the reason for rejection of their bids. OPENING TENDERS: Financial Proposal: 21. The financial bid is to be opened at the designated date, time and venue. 22. All envelopes containing financial bids should be signed before opening and the bid amount shall be encircled. 23. All members of the evaluation committee and other personnel involved in any way with the bid evaluation must be fully aware that the evaluation process up to the award of a contract is confidential, and this confidentiality must be respected and fully adhered to. 27. Any effort by a bidder or its agents to influence the evaluation of bids or award decisions, including the offering or giving of bribes, gifts or other inducement, should be reported to the evaluation committee. Such action by a bidder or its agents could result in the invalidation of its bid and the forfeiture of its bid security. 28. Within 10 days of the bid evaluation report, the aggrieved bidders may lodge a complaint and the Complaint Committee is to decide upon it, within 15 days of the receipt of the complaint. AWARDING THE CONTRACT: 29. The report for Award of Contract is to be presented before the Board of Directors after lapse of 10 days’ grievance complaint time. 30. All terms and special conditions that apply, should be recorded in the contract document. The contract should specify clear roles and responsibilities of both parties. 31. The contract is to be awarded to the successfully qualifying bidder, and the same is to be updated on the PPRA website.
