GOALS & OBJECTIVES OF (PROGRAM) BFDI LEGAL ADVOCACY
Program Main Goal/Mission:
1. BFDI Legal Advocacy’s goal is to promote access to justice throughout Wayne County
for low-income African American families and individuals by providing consistently high
quality legal and social services (at no cost to the clients) in child welfare proceedings
that is cost-effective, efficient, and meaningful.
Program (short and long) Objectives:
1. BFDI Legal Advocacy will provide no cost and high quality legal services to 25% of low
income African American parents and families experiencing active/open DHS (State)
involvement in Wayne County by 6/1/2020.
2. BFDI Legal Advocacy will provide high quality and wraparound social services to 25%
low income African American parents and families experiencing active/open DHS (State)
involvement in Wayne County by 6/1/2020.
3. BFDI Legal Advocacy will provide vigorous parental and family advocacy services to
25% low income African American parents and families experiencing active/open DHS
(State) involvement Wayne County by 6/1/2020.
4. To reduce overrepresentation of African American families in Wayne county’s child
welfare system by 40% by 1/2/2022.
5. To increase positive outcomes for African American families in Wayne county’s child
welfare system by 60% by 1/2/2022.
EVALUATION STRATEGY

DESIGN OF THE EVALUATION
Performance monitoring will be the type of evaluation that I will be implementing for this
program will be performance monitoring. I believe that performance monitoring is the best type
of evaluation for this program because performance monitoring can be conducted throughout the
strategy, initiative or program period, from beginning to end (W.K. Kellogg Foundation, 2004). In
this case, performance monitoring will be taking place twice a year at six-month intervals. Due to
both the goal(s) of the program as well as the target population that will be served I believe that it
would be best to implement a culturally responsive evaluation approach. Program evaluations will
be quasi-experimental (evaluation methodology) in nature and will utilize self-reporting, single
design, and intervention tool assessments/measurements.
Data collection will consist of client pre and posttest questionnaires and/or feedback, key
stakeholder interviews, and focus groups in addition to records review wherein the evaluator will
be analyzing annual DHS/foster care/services records. Client questionnaires will be in both print
and computerized (via Survey Monkey) format. Although staff, specifically the project manager,
will be primarily responsible for developing and conducting program evaluations, BFDI Legal
Advocacy will be consulting with and/or utilizing an outside evaluator on occasions when staff is
unavailable and/or lacks the necessary skill set and/or research experience to produce high quality
and accurate results.

1. To ensure that BFDI Legal Advocacy is fulling its program mission by consistently
delivering high quality legal and social services to low income African American
families with open DHS cases in Wayne County.
2. To ensure that BFDI Legal Advocacy accomplishes, and continues to accomplish,
program goals and objectives effectively and efficiently.
3. To consistently monitor program implantation, goals, objectives, processes, and/or to
discover structural/organizational errors so that such issues can be addressed quickly
and efficiently.

UTILIZATION OF PROGRAM EVALUATION FINDINGS
BFDI Legal Advocacy’s program evaluation results and/or findings will be utilized (for
quality assurance) in a verity of important ways. Firstly, program evaluations will be used to
monitor program implantation and outcomes. Second, program evaluations will be used to as a

means of improving program implementation, activities, and performance. Thirdly, program
evaluations will be used as a roadmap for conducting program activities and/or to identify
program issues, and to facilitate program improvements as well as to make decisions in the
future as to what, if any, interventions, and outcomes should be continued and/or sustained.
Finally, evaluations will be utilized as a means of justifying the program, its goals and activities,
and/or its termination (if necessary).
Other ways in which program evaluations will be utilized includes: educating and
keeping key stakeholders informed regarding program activities and needs; providing
transparency and program awareness to the public and community; and ensuring governmental
(local and federal) regulatory compliance. Print and online media outlets will be included in the
dissemination plan. Dissemination reviews and/or results (meetings) will be open to the public.
Program evaluations will be disseminated to stakeholders and the public/community at large via
BFDI official website and/or (program) BFDI Legal Advocacy’s own website and blog. Program
evaluation findings and/or results will also be given to program partners such as human and
social services organizations as well. And lastly, evaluation results will be submitted to
community newspapers (such as the Detroit Free Press) and to relevant academic and child
welfare journals/magazines/blogs and to State and federal DHS publications. The feedback
generated from stakeholders, program partners, and community members, will be used for
program improvements.

  • 2. EVALUATION STRATEGY 2 GOALS & OBJECTIVES OF (PROGRAM) BFDI LEGAL ADVOCACY Program Main Goal/Mission: 1. BFDI Legal Advocacy’s goal is to promote access to justice throughout Wayne County for low-income African American families and individuals by providing consistently high quality legal and social services (at no cost to the clients) in child welfare proceedings that is cost-effective, efficient, and meaningful. Program (short and long) Objectives: 1. BFDI Legal Advocacy will provide no cost and high quality legal services to 25% of low income African American parents and families experiencing active/open DHS (State) involvement in Wayne County by 6/1/2020. 2. BFDI Legal Advocacy will provide high quality and wraparound social services to 25% low income African American parents and families experiencing active/open DHS (State) involvement in Wayne County by 6/1/2020. 3. BFDI Legal Advocacy will provide vigorous parental and family advocacy services to 25% low income African American parents and families experiencing active/open DHS (State) involvement Wayne County by 6/1/2020. 4. To reduce overrepresentation of African American families in Wayne county’s child welfare system by 40% by 1/2/2022. 5. To increase positive outcomes for African American families in Wayne county’s child welfare system by 60% by 1/2/2022.
  • 3. EVALUATION STRATEGY 3 DESIGN OF THE EVALUATION Performance monitoring will be the type of evaluation that I will be implementing for this program will be performance monitoring. I believe that performance monitoring is the best type of evaluation for this program because performance monitoring can be conducted throughout the strategy, initiative or program period, from beginning to end (W.K. Kellogg Foundation, 2004). In this case, performance monitoring will be taking place twice a year at six-month intervals. Due to both the goal(s) of the program as well as the target population that will be served I believe that it would be best to implement a culturally responsive evaluation approach. Program evaluations will be quasi-experimental (evaluation methodology) in nature and will utilize self-reporting, single design, and intervention tool assessments/measurements. Data collection will consist of client pre and posttest questionnaires and/or feedback, key stakeholder interviews, and focus groups in addition to records review wherein the evaluator will be analyzing annual DHS/foster care/services records. Client questionnaires will be in both print and computerized (via Survey Monkey) format. Although staff, specifically the project manager, will be primarily responsible for developing and conducting program evaluations, BFDI Legal Advocacy will be consulting with and/or utilizing an outside evaluator on occasions when staff is unavailable and/or lacks the necessary skill set and/or research experience to produce high quality and accurate results. To consistently monitor program implantation, goals, objectives, processes, and/or to discover structural/organizational errors so that such issues can be addressed quickly and efficiently. Total $ used from program budget, total $ not used from program budget Budget will be in the Black Records/costs review Quantitative Data will be analyzed by 12/1/2020 Program Manger UTILIZATION OF PROGRAM EVALUATION FINDINGS BFDI Legal Advocacy’s program evaluation results and/or findings will be utilized (for quality assurance) in a verity of important ways. Firstly, program evaluations will be used to monitor program implantation and outcomes. Second, program evaluations will be used to as a

Thirdly, program evaluations will be used as a roadmap for conducting program activities and/or to identify program issues, and to facilitate program improvements as well as to make decisions in the future as to what, if any, interventions, and outcomes should be continued and/or sustained. Finally, evaluations will be utilized as a means of justifying the program, its goals and activities, and/or its termination (if necessary). Other ways in which program evaluations will be utilized includes: educating and keeping key stakeholders informed regarding program activities and needs; providing transparency and program awareness to the public and community; and ensuring governmental (local and federal) regulatory compliance. Print and online media outlets will be included in the dissemination plan. Dissemination reviews and/or results (meetings) will be open to the public. Program evaluations will be disseminated to stakeholders and the public/community at large via BFDI official website and/or (program) BFDI Legal Advocacy’s own website and blog. Program evaluation findings and/or results will also be given to program partners such as human and social services organizations as well. And lastly, evaluation results will be submitted to community newspapers (such as the Detroit Free Press) and to relevant academic and child welfare journals/magazines/blogs and to State and federal DHS publications. The feedback generated from stakeholders, program partners, and community members, will be used for program improvements.
