瓦隆尼亞區簡介
瓦隆尼亞是組成比利時聯邦的三個自治區之一，位於南部，主要語言為法語和德語
(東部)。雖隸於聯邦政府之下，瓦隆區在多項重要政策方面，包括經濟發展、農業
研究與科技發展、環境、就業政策、自然與人力資源推廣、對外關係和貿易政策
上，保有完整的主導權，聯邦政府不會介入。
儘管煉鋼製品、化學產品、玻璃製品及金屬工程等傳統產業，仍是提供就業機會的
最大來源，但是瓦隆地區已經積極轉向高科技產業，推展以生物技術、光電、航太
科技、新材料、微電子與資訊等產業。技術純熟的勞工，以及與大學或學術研究機
構密切合作關係延伸而來的創新能力，是瓦隆區的中小企業能永續經營並立足國際
的原動力。
位於歐盟中心的瓦隆尼亞，是重要的交通樞紐，有絕佳的基礎設施、也擁有優秀的
人力資源與高品質的生活環境，這也增加了該區作為外商貿易平台與營運據點的絕
佳優勢。網路巨人Google於2007年在瓦隆尼亞投資二億五千萬歐元設立資訊處理
中心業於2010年開始運作，以及在瓦隆尼亞已有生產基地的道康寧 (Dow Corning)
公司將斥資3550萬歐元在瓦隆尼亞設立一個佔地3萬2千平方米的物流中心等事實更
在在證明了瓦隆尼亞是外商在歐洲布局的最佳選擇。

比利時是1830年獨立的君主立憲國家，面積為30,528平方公里,總人口數約為1075
萬。行政立法採聯邦制，分為法蘭德斯、布魯塞爾首都和瓦隆尼亞三個自治行政
區。
由於比利時位於歐陸最大的工業集中區之內，是歐洲最佳的貿易、貨物集散與行政
運作的地點；比利時首都布魯塞爾是歐洲聯盟的決策中心，也是許多國際組織總部
所在地。比利時的國家經濟以對外貿易為主，占國民生產總值的三分之二以上。四
通八達的交通網，如高速鐵路、公路、海運 (安特衛普港、齊伯格港)、河運(布魯塞
爾、根特、和列日港)成就了比利時卓越的貿易戰略位置；布魯塞爾國際機場被公認
為全歐最有效率且最安全的航空站，該機場目前有八十家國際航空公司提供服務，
來自台灣的長榮航空公司，每週有六班貨機往返台北與布魯塞爾之間；24小時運作
全年無休的列日機場近年來發展快速，已成為歐洲的貨運樞紐。這些優勢吸引了超
過1,000家跨國企業在比利時設立歐洲營運總部，作為連接歐盟各會員國、其他歐
洲國家、非洲和中東市場的橋頭堡。
在文學與藝術領域，比利時在世界上也是佔有一席之地的。無論是古典的法蘭德斯
畫派、現代的超現實主義、前衛的“眼鏡蛇畫派”以及“新藝術”潮流，比利時的
藝術家皆具有舉足輕重的領導地位。在文學上，比利時的文學家與作家也是具有世
界知名度的，如1911年的諾貝爾文學獎得主Maurice Maeterlinck，以及台灣讀者所
熟悉的暢銷作家如HugoClaus、Georges Simenon、Amélie Nothomb、Jean-Philippe
Toussaint等等，不勝枚舉。而號稱為第九藝術的漫畫，也是比利時重要的文化輸出
產業，風靡歐洲80年的丁丁歷險記、歷久彌新的藍色小精靈、SPIROU等，皆是舉
世聞名的漫畫英雄人物。此外，比利時的法語童書以及文學性極高的繪本，也是具
有極高評價而且暢銷全球的讀物。本屆台北國際書展，比利時館除將展示市面上已
經出版中文版的圖書之外，更有6家出版社展出其精銳圖書之樣書，並尋求中文版
之合作夥伴。

Casterman is a Belgian publishing house founded in 1780. It is developing two
major editorial lines children’s books and comics. Around four hundred new titles
are released each year, and more than three thousand titles are published under
collaborations with the publishers around the world.
Being one of the top publishers in French comics and graphic fictions, Casterman’s
editorial production is well-known worldwide for example «The adventures of Tintin»
which has been translated in over 70 languages and sold over 200 million copies.
Casterman於1780年在比利時創立，主要出版書目包括漫畫及少年/兒童圖書兩大類，每年
出版約400多冊新書，與各地出版社合作出版書目超過3000多冊。
Casterman為知名法文漫畫出版社，擁有多項國際著名作品，如«丁丁歷險記»系列已有超
過70種語言的版本，全球發行量逾2億本。Casterman旗下兒童及少年圖書類主要作家包括
Anne Herbauts、Emile Jadoul、Gabrielle Vincent、Godeleine de Rosamel、Domitille de
Pressensé、Bénédicte Guettier、Bruno Heitz、Béatrice Botte等。而最受矚目的要屬1954
年開始出版的«Martine»系列，至今已有60冊故事書及周邊相關產品，法文原創版每年銷量
超過一百萬本，全球有超過33種語言翻譯版本，包括中文簡體版，並於2010年成立電子閱
讀網站 www.club-martine.fr。

瓦隆尼亞外貿投資局（AWEX）主要負責瓦隆區的對外貿易與吸引外國企業投資。
本局在夏勒華(Charleroi)、利巴蒙(Libramont)、列日(Liège)、蒙斯(Mons)、那慕爾
(Namur)與尼維爾(Nivelles)六地，設有分支服務據點，就近服務廠商。在國際
上，AWEX透過派駐在世界各地將近105個主要城市(包括台北)的經貿專員所組成的
服務網路來推動本局業務。本局自2002年起獲得ISO 9001認證。本局主要任務在於
推廣瓦隆區的對外貿易與經濟發展，並致力於協助瓦隆區的廠商與世界各地的企業
或機構建立互惠互利的合作關係。我們為外商提供免費的商情資訊、專業諮詢服
務，媒介供應商或技術合作夥伴。我們也為有意在歐洲設立據點的外商提供免費的
專業評估與諮詢、安排實地考察等服務，也可提供依個案需求量身訂作的客製化服
務。
瓦隆尼亞外貿投資局在台北的服務據點設在比利時台北辦事處編制內，專為台灣廠
商提供前述服務，促進台灣與瓦隆尼亞之間的經貿往來、雙向投資與技術交流合
作。

Esperluète publishes books that are a framework upon which writers and artists to
display and set out their creations. Esperluète’s publishing project, which strives for
a high literary and aesthetic quality, has been nourished by original texts and images
by contemporary artists. Our catalogue has been growing slowly but steadily since
1994. The books are divided into six collections according to their format: standard
books, notebooks, folding “accordion” books, “out of format” books, colouring-in
children’s books and cookbooks. Most importantly, our publications are constantly
evolving, making our work an everyday challenge. Our primary goal is to use the

Dupuis develops comic books that excite the general public since its creation in
1938 and is the creator of such mythical comic heroes as Lucky Luke, Spirou, Boule
et Bill, Les Schtroumpfs, Cédric or Largo Winch. Since 2004, Dupuis has become a
member of the Media-Participations Group, a European leader in comics publishing
and in animated cartoon production.
Mediatoon, a member of the Media-Participations group represents the comics
publishers of group, Dargaud, Dupuis, Lombard, Lucky Comics and Kana, as well
as several independent publishers and also handles the foreign rights for derived
editions of the animation series produced by Media-Participations. Over 1.5 million
comics albums in foreign languages are sold under license every year, in over 40
countries and in more than 30 languages.
Dupuis出版社成立於1938年，出版了不少經典漫畫，所創造出來的英雄人物包括了幸運路
